VA Loans in Summerville, SC: the Drive to Joint Base Lindsey Graham, New Construction, and the Active-Duty 4% Filing

VA loans · Summerville

Two homes with a Summerville address can be very different distances from work. From Hutchinson Square, the old center of town, East Hill Boulevard on the Air Base is about 14 miles by road. From The Village at Summers Corner, Red Bank Road at the Weapons Station is about 25. VA asks about those miles, and the answer changes the loan.

A service member or veteran can buy a brand-new or resale home in Summerville with nothing down, and I count the miles to Joint Base Lindsey Graham on VA's monthly budget form before you sign a contract. I'm Jeff Moran, NMLS #483943, a mortgage broker licensed in South Carolina through C2 Financial Corporation, and I have been in the mortgage business since 1996. I work with Summerville clients by phone. My page on Summerville itself covers the town, the master-planned communities and the tax bill. How VA loans work in South Carolina covers the Certificate of Eligibility (VA's letter showing your benefit), entitlement (the amount VA guarantees on your behalf) and the attorney closing. The VA rules below come from VA's Lenders Handbook, Pamphlet 26-7, from VA's circulars and from va.gov, and I checked every local fact against its source on November 4, 2026.

The drive from Summerville to the Air Base and the Weapons Station

Joint Base Charleston became Joint Base Lindsey Graham at a ceremony on August 10, 2026, as Live 5 reported, and it has two sides. The Air Base is in North Charleston beside the airport, and the Weapons Station is across the county line in Goose Creek. On November 4, 2026 I ran the drives through road-routing software on OpenStreetMap data, with no traffic, from four places a Summerville client might start. The base's own in-processing page puts its main gate on Dorchester Road, and these drives end at the street addresses rather than at a gate, so your own trip will differ a little.

From, approximate, no traffic To East Hill Boulevard on the Air Base To Red Bank Road at the Weapons Station
Hutchinson Square, downtown Summerville about 14 miles, 25 minutes about 19 miles, 35 minutes
Nexton Parkway, in Nexton about 17 miles, 26 minutes about 20 miles, 33 minutes
The Village at Summers Corner about 16 miles, 27 minutes about 25 miles, 45 minutes
Cane Bay Library, in Cane Bay about 23 miles, 40 minutes about 22 miles, 42 minutes

VA wants you living in the home, and the drive comes up in that conversation. The Handbook's occupancy chapter says you certify that you will move in within a reasonable time, which it puts at 60 days after closing. It also says that living there as your home implies the home is within reasonable proximity of your place of employment, and it gives no mileage, so I look at your orders and the address side by side. A service member deployed from the permanent duty station still meets the rule, and if you are on active duty and cannot move in yourself, your spouse or a dependent child living in the home satisfies it for you.

Those miles cost money, and VA counts them. The Handbook's underwriting chapter tells the lender to include "significant commuting costs" with the other job-related expenses taken out of your income, on line 29 of VA's Loan Analysis form. A round trip of about 32 to 51 miles from Summers Corner or Cane Bay is something I ask you about, and it lands in the residual income test I come to below. That test measures what is left each month after taxes, the housing payment, debts and living costs.

Your housing allowance follows your duty station, so a Summerville address leaves it where it was. The Defense Department's own pay pages say you receive BAH, the Basic Allowance for Housing, for the location where you are assigned, and it stays there whatever address you choose to live at. The rate comes from your rank, your dependency status and your permanent duty station's ZIP code. So an airman at the Air Base who buys in Summers Corner draws the same allowance as one who buys next to the base. The Handbook counts it as income once the lender verifies it. Because it is not taxed, the lender may count it at 125 percent for the debt-to-income ratio only, which is your monthly debts divided by your income. The residual income test uses the actual amount.

A brand-new home in Summerville under VA's rules

The Census Bureau's permit file for January through September 2026 lists 370 single-family permits for the Town of Summerville, and the Bureau's count includes its estimate for three months the Town had not yet reported. That is inside the town limits only. Summers Corner is a Lennar-led master plan of more than 6,000 acres in Dorchester County. Nexton's Midtown is planned at 3,000 homes in Berkeley County, with David Weekley and New Leaf building there. Cane Bay carries a Summerville address in Berkeley County too. Lennar is the active builder at Carnes Crossroads on the Goose Creek line. D.R. Horton's Sheep Island page, with its sales office at 110 Terrace View Drive, listed homes from $389,900 on November 4, 2026. That page also carried a military fence incentive of up to $5,000 for a contract signed on or after October 1, 2026 and closed by December 31, 2026. I found no VA-specific rate or closing-cost offer on any Summerville builder's own page, so I name none.

A home that is not finished yet is appraised from paper. VA's appraisal report chapter has proposed construction appraised subject to completion per the plans and specifications, and VA's appraiser puts the reasonable value, what VA judges the home to be worth, on a document called the Notice of Value. The loan can go up to the lower of that value and your contract price, plus the funding fee. If the price is higher than the value, the Handbook says the difference comes from your own funds in cash. For new construction in a newly developed area with no comparable properties, VA's Buyer's Guide says to request a cost-approach appraisal. I do ask for it when the comparable sales are thin. The same guide warns about upgrades you pay for in advance. If you do not go through with the purchase, they are often not refundable or covered by VA's escape clause. I would want the upgrade list in writing before any money changes hands.

VA stopped inspecting new homes itself in 2006. Circular 26-25-1, dated March 31, 2025, says VA relies instead on local building inspections and on construction warranties of one or ten years. The one-year warranty is the builder's own, on VA Form 26-1859, and the builder fixes any defect in its materials or workmanship at its own expense. The same circular says VA now points a veteran with a construction complaint to the local building department, the licensing boards or a lawyer rather than stepping in. So the builder's warranty and the local building department's inspections are what stand behind the home.

South Carolina is on VA's list of states where wood-destroying insect information is required for the entire state, and on a brand-new home VA takes it on the builder's soil-treatment forms, NPMA-99-A and NPMA-99-B, under VA's Circular 26-14-33. On a resale, a termite inspection report does the same job. Most of these communities have a mandatory homeowners' association, and the Handbook's chapter on planned developments conditions the Notice of Value on that membership, with the association's assessments ranking behind the VA loan. The dues go into the residual income form, and I have not published dues for any Summerville community because I have not read the associations' own figures, so please ask the sales office for the resale package.

Two more of VA's rules apply on a build. Your Leave and Earnings Statement, the LES (your military pay record), is good for 180 days instead of 120 when the home is new construction, which covers a closing months out. And VA caps what a builder may add to the sale. The Handbook's fees chapter defines a seller concession as anything of value the builder adds for which you pay nothing more and which a seller is not customarily expected to provide. Concessions above 4 percent of the reasonable value are "excessive, and unacceptable." Paying your closing costs and paying points at the going market level stay out of that count. Please send me the builder's written offer with every incentive on it, the fence included, and I read each line against that rule and price the same VA loan from me beside the builder's lender for the same closing date.

VA's residual income test on a Summerville home

VA treats the 41 percent debt-to-income ratio as a guide and calls it secondary to residual income, which is what is left each month after taxes, the housing payment, your debts and certain living costs. Four lines on VA's form change with a Summerville address.

  • Property tax goes in at the amount the county will bill, and the form uses the higher figure when taxes are expected to rise, so on a brand-new home I check whether the current bill covers the lot alone. Summerville is in three counties, so the parcel's county and whether it is inside the town limits set the line, and my Summerville page has the tax rates.
  • Flood insurance goes in when the home is in a Special Flood Hazard Area, FEMA's high-risk zone. Unincorporated Dorchester County holds Class 8 in FEMA's Community Rating System, effective October 1, 2025, which is a 10 percent discount on a federal flood policy there; the Town's own class is not something I have confirmed.
  • Maintenance and utilities are figured at 14 cents per square foot of living area, so a 2,200-square-foot home carries $308 a month, by my own arithmetic.
  • Your round-trip miles and shift hours go on the job-related expense line, along with any association dues on the line above it.

South Carolina is in VA's South region. On a loan of $80,000 or more the Handbook's guideline is $441 a month for a household of one, $738 for two, $889 for three, $1,003 for four and $1,039 for five. The figure drops 5 percent for an active-duty or retired serviceperson. The household I made up below is an active-duty family of three in a new home in Summers Corner, and every figure is invented to show the arithmetic.

Illustration: an active-duty household of three, invented figures Monthly
Gross income, base pay plus allowances $7,400
Less estimated income tax and Social Security $900
Less the full housing payment, taxes, insurance and dues included $2,650
Less maintenance and utilities, 2,200 square feet at 14 cents $308
Less a car payment $400
Less significant commuting costs, a 32-mile round trip to the Air Base $220
Residual income $2,922
VA guideline, South region, household of three, less 5 percent for active duty $844.55

That family's ratio, figured without grossing up the allowance, is $3,270 divided by $7,400, about 44 percent, which is above VA's 41 percent guide. VA's form puts the commuting cost in the same debts section as the car payment, so it counts in the ratio as well as in the residual test. Their residual income is more than three times the guideline, and the Handbook says a ratio over 41 percent needs no supervisor's justification when residual income beats the guideline by at least 20 percent. My article on VA residual income walks through the form line by line.

The active-duty 4% assessment, filed in one of three counties

South Carolina assesses the home you live in at 4 percent of its value instead of 6 percent, and you have to apply for the lower ratio before you get it. The state's property tax code says you apply to the county assessor before the first penalty date for the year you first claim it. It is written for a service member. A copy of your orders filed with the assessor is proof enough of your permanent duty station. If you later receive orders for a permanent change of station, a PCS, or a temporary duty assignment of at least a year, you keep the 4 percent ratio for as long as you stay on active duty. That holds even if you rent the home out, and you apply by the first penalty date again.

The filing goes to the county the parcel is in, and a Summerville address can be in any of three.

Where the parcel is Examples The office, and what it asks a military client for
Dorchester County Most of the town, Summers Corner The Assessor, (843) 832-0162. The county's page says to wait until the deed is recorded before applying, and that an active-duty member who is not living in the home applies again each year by the penalty date; the form asks for a current LES and orders
Berkeley County Nexton, Cane Bay, Sangaree Real Property in Moncks Corner. Its 4% checklist has a section for active-duty military and spouses that asks for orders showing South Carolina as the duty station, and a separate supplement application after PCS orders
Charleston County A small part of the town The Assessor on Bridge View Drive in North Charleston; the deadline is typically January 15

Dorchester County's legal residence page also asks that the address on the application match the address on your driver's license and your car registrations, which is worth doing first. My Goose Creek VA page covers Berkeley County's checklist and the supplement.

A veteran with a permanent and total service-connected disability may owe no property tax on the home at all, under section 12-37-220(B)(1) of the state code, which requires a certificate signed by the county service officer. For a Dorchester County parcel that officer is at the county's Veterans Affairs office, 500 North Main Street in Summerville, (843) 832-0050, which since April 15, 2024 handles claims only for Dorchester County residents. Please ask there before you count on the exemption, and I will carry whatever they confirm into the payment.

The funding fee, and the county limit if part of your benefit is in use

VA charges a one-time funding fee on most loans, figured on the loan amount, and you may finance it. The va.gov table sets a first-use purchase at 2.15 percent of the loan with less than 5 percent down, 1.5 percent with 5 percent or more down and 1.25 percent with 10 percent or more down. After a first use it is 3.3 percent with less than 5 percent down, and the fee is the same for active duty, Guard, Reserve and veterans. I do not have a Summerville median sale price from a source I trust, so the price below is one I made up.

Illustration: first-use funding fee on an invented $375,000 home Fee
Nothing down, loan of $375,000, at 2.15 percent $8,062.50
5 percent down, loan of $356,250, at 1.5 percent $5,343.75
10 percent down, loan of $337,500, at 1.25 percent $4,218.75

You pay no funding fee if you receive VA compensation for a service-connected disability, or are eligible for it and draw retirement or active-duty pay instead. The same is true for a surviving spouse receiving Dependency and Indemnity Compensation, VA's monthly benefit for survivors, and for an active-duty member with evidence of a Purple Heart before closing.

Your entitlement is the amount VA will guarantee on your behalf. With all of it available there is no cap on the loan, because the Handbook says "there are no maximum dollar amounts prescribed for VA-guaranteed loans," and VA guarantees a quarter of any loan above $144,000. If part of your entitlement is tied up in an earlier VA loan, VA measures the guaranty against the county's one-unit conforming limit, the largest loan Fannie Mae and Freddie Mac buy there. The guaranty is 25 percent of that limit, less the entitlement still tied up. That limit is $832,750 in Dorchester, Berkeley and Charleston counties alike for 2026. My article on keeping a first VA home walks through the two routes, which matters when orders move you from Summerville to the next station.

Documents to send me for a VA purchase in Summerville

When you're ready, please send the following, and I'll take it from there.

  • Your Certificate of Eligibility, VA's form showing your benefit, or the service record I can pull it with, which also shows any entitlement tied up in an earlier VA loan.
  • Your most recent Leave and Earnings Statement, all pages, with the ETS date (end of term of service) visible, and your orders to the Air Base or the Weapons Station.
  • If you have a VA disability rating, a pending claim or a Purple Heart, the award letter or the claim status, because it decides the funding fee.
  • The address or parcel number, so I can check which county it is in, whether it is inside the town limits, and the FEMA flood zone.
  • For a brand-new home, the builder's written offer with every incentive listed, the contract and closing dates, the square footage from the plans, and the association's monthly assessment from the resale package.
  • Your round-trip miles to the base and your shift hours, for the job-related expense line.

Once you have a community or an address in mind, I can run the residual income test and the full payment with that parcel's tax bill, the dues and a flood premium if the zone requires one. Then I set it beside any builder offer you have in hand. You'll see pricing for your scenario, choose a rate option, which you can change later, and the application opens from there. You are also welcome to call me and talk through your orders and your timeline first. Getting pre-approved in South Carolina lists the rest of what I ask for, and the South Carolina page shows where I am licensed. Nothing on this page is a loan approval, a denial or a commitment to lend, and it is not tax or legal advice.

Common questions

Can I use a VA loan to buy a home in Summerville, SC?

Yes. A VA loan works on a resale or a brand-new home with a Summerville address, inside the town limits or in Nexton, Cane Bay, Summers Corner and the other communities outside them. VA requires no down payment, sets no maximum loan amount when your full entitlement is available, and counts your housing allowance as income once it is verified.

Is Summerville too far from Joint Base Lindsey Graham for a VA loan?

The Handbook asks that the home be within reasonable proximity of your place of employment and gives no mileage. By my own routing, downtown Summerville is about 14 miles from East Hill Boulevard on the Air Base and about 19 from Red Bank Road at the Weapons Station, and Cane Bay is about 22 or 23 miles from either. I look at your orders and the address side by side, and the commuting cost goes on VA's form.

Can I use a VA loan on a new construction home in Nexton or Summers Corner?

Yes. VA's appraiser values a home that is still being built from the plans and specifications, subject to completion, and the loan is capped at the lower of that value and the contract price, plus the funding fee. VA relies on a one-year or ten-year construction warranty and on the local building department's inspections, and your Leave and Earnings Statement is good for 180 days instead of 120.

Does a VA loan require a termite inspection in Summerville?

South Carolina is on VA's list of states where wood-destroying insect information is required statewide. On a resale that is a termite inspection report, and on a brand-new home it is the builder's soil-treatment forms, NPMA-99-A and NPMA-99-B.

Can I keep the 4% assessment ratio on my Summerville home if I get orders to a new station?

Yes. Under South Carolina's property tax code, an active-duty owner who receives permanent change of station (PCS) orders keeps the 4 percent ratio for as long as the owner stays on active duty. A temporary duty assignment of at least a year counts the same way, and it holds even if the home is rented. You apply to the assessor of the county the parcel is in by the first penalty date, and Dorchester County asks an active-duty owner who is not living in the home to apply again each year.

Does my BAH change if I buy in Summerville?

No. The Defense Department pays the allowance for the location where you are assigned, not where you live, and sets it by your rank, your dependency status and your duty station's ZIP code. A Summerville address leaves it where it is, and I run the Defense Department's calculator for your rank once I have your orders.
