Conventional Loans on James Island, SC: City, Town and County Addresses, Flood Insurance Classes and Older Homes
Conventional loans · James Island
In 1996 the South Carolina Supreme Court invalidated the Town of James Island's first incorporation because its parts were not contiguous. The Court's 2011 opinion in Cabiness v. Town of James Island explains that the Town had tried to connect them through waterways that Charleston and Folly Beach had already annexed. The same opinion found the petition for the third attempt insufficient. Charleston County's official results show voters approved a fourth incorporation on April 24, 2012, by 1,464 votes to 268.
A conventional loan on a James Island home follows the same Fannie Mae and Freddie Mac rules at a City address, a Town address and an unincorporated county address. Charleston County's 2026 conforming limit, the largest loan Fannie Mae and Freddie Mac will buy, is $832,750 for all three. I'm Jeff Moran, NMLS #483943, a mortgage broker licensed in South Carolina through C2 Financial Corporation, NMLS #135622, and I have been in the mortgage business since 1996. I work from Bluffton. The loan rules below come from Fannie Mae's Selling Guide and Eligibility Matrix and from Freddie Mac's Guide, and I checked the local facts on November 3, 2026.
My James Island page covers the island's history and neighborhoods, and the Charleston area page covers the region. The three governments on the island (the City of Charleston, the Town of James Island, and Charleston County for addresses in neither) change the tax bill and the flood insurance discount. Those are the parts of a conventional loan that vary from one James Island street to the next.
The 2026 conforming limit against James Island prices
The conforming loan limit is the largest loan that Fannie Mae and Freddie Mac will buy, and a loan above it is a jumbo loan. FHFA's 2026 conforming loan limit for a one-unit home in Charleston County is $832,750, and all of James Island is in that county. The limit applies to the loan amount. A bigger down payment lets you buy a higher-priced home and stay under it.
The Charleston Trident Association of REALTORS' September 2026 report for James Island, which the association calls Area 21, shows a median price of $710,000 for detached homes sold so far this year, across 384 closed sales. A median is the middle sale, so half of those homes sold for more. The average is $910,502. The report notes that it leaves out sale concessions, and its area may not match the island's edges exactly.
| Illustration: loan on two James Island prices | Down payment | Loan amount | Against the $832,750 limit |
|---|---|---|---|
| $710,000 (the median), 5% down | $35,500 | $674,500 | $158,250 under |
| $710,000, 10% down | $71,000 | $639,000 | $193,750 under |
| $710,000, 20% down | $142,000 | $568,000 | $264,750 under |
| $910,502 (the average), 5% down | $45,525 | $864,977 | $32,227 over |
| $910,502, 10% down | $91,050 | $819,452 | $13,298 under |
| $910,502, 20% down | $182,100 | $728,402 | $104,348 under |
At the median price every row is under the limit with room to spare. At the average price, 10% down leaves the loan $13,298 under the limit and 5% down leaves it $32,227 over. On a higher-priced home the down payment can therefore decide whether the loan is conforming or jumbo, and the conforming versus jumbo explainer shows where that line falls.
Down payment minimums for a home you will live in
For a one-unit home you will live in, Fannie Mae's Eligibility Matrix caps a fixed-rate loan at 97% of the home's value and an adjustable-rate loan at 95%. Those caps correspond to 3% and 5% down.
The 3% tier carries conditions. Fannie Mae's Selling Guide asks for a fixed-rate loan of up to 30 years on a one-unit home you will live in. At least one person on the loan must also have had no ownership interest in a property in the last three years. On the $710,000 median, 3% down is $21,300. Fannie Mae's HomeReady program is a separate route to 3% down, and who qualifies for 3% down on a conventional loan compares both with FHA.
Mortgage insurance and the rest of the payment
Mortgage insurance is a premium that protects the lender, and Freddie Mac's Guide requires it on a conventional loan above 80% of the home's value. In the table above, the 20% rows have none and the 5% and 10% rows do. My article on removing mortgage insurance explains how a conventional loan ends it.
Fannie Mae's Selling Guide counts principal and interest, homeowners, flood and mortgage insurance, real estate taxes, special assessments and association dues together as your monthly housing expense. An escrow account is the account where the lender holds part of each payment until the tax and insurance bills come due. The Selling Guide's escrow section says first mortgages generally include one for taxes and for property and flood insurance premiums. Each difference in the sections below lands in that payment.
City, Town and county: three governments on one island
The City of Charleston's James Island FAQ says many areas of the Town as it stood before 2011 are not in today's Town, so some properties are in unincorporated Charleston County and in neither the Town nor the City. It also says a property in the Town cannot be annexed into the City, and a property in the City cannot be annexed by the Town. A neighborhood name will not tell you which government an address answers to, and I have not confirmed that for any named neighborhood. The County's parcel search will.
Charleston County's guide to finding a property's jurisdiction sends you to the County's public GIS search, where an address or parcel number brings up a "selected parcel" box that shows the jurisdiction. If that box reads anything other than Charleston County, the guide says to contact the municipality directly.
Inside the Town, the Town's own property tax page says the Town gives a Local Option Sales Tax credit equal to the gross property tax each taxpayer would owe, so taxpayers owe no net property tax to the Town. That covers the Town's own tax. I have not confirmed from an official page what a Town address pays the other governments on the bill, so the county tax bill for the specific address is the document to read.
The James Island Public Service District, called the PSD, lists wastewater, solid waste, and fire and rescue as its services, with four fire stations and about 13,000 wastewater customers on the island.
A City address carries one more line. The City's stormwater page says a single-family home in the City's jurisdiction pays a flat $132 a year, and that the charge moved from the water bill to the county tax bill beginning with the 2026 service year. Fannie Mae counts real estate taxes and special assessments in your housing expense, so a tax bill that differs by government also changes the income a loan needs.
Flood insurance by address
FEMA's Community Rating System, or CRS, gives a community a class number for what it does beyond the minimum to reduce flood damage, and a lower class earns a bigger discount on flood insurance premiums. FEMA's CRS list effective April 1, 2026 has a separate entry for each of the three governments on the island.
| Government | CRS class | Premium discount on FEMA's list |
|---|---|---|
| Charleston County (unincorporated parcels) | 2 | 40% |
| Town of James Island | 5 | 25% |
| City of Charleston | 6 | 20% |
Live 5 News reported in February 2025 that the Town moved from Class 6 to Class 5, and the mayor credited that in part to council ordinances strengthening building standards in low-lying areas that often flood. Those include ending slab-on-grade construction in a special flood hazard zone.
A discount only helps a home that carries a policy. Freddie Mac's Guide counts a flood premium in the monthly housing expense only when coverage is required, and FEMA's Flood Map Service Center shows the flood zone for a specific address. I suggest asking an insurance agent for a quote on the address early in the contract, along with which CRS class the quote reflects. My article on buying a home in a flood zone covers the insurance side.
Older homes and the lender's property standard
Much of the island's housing is not new. A broker's page on Fort Johnson Estates describes homes built from the 1950s through the late 1980s at the end of Fort Johnson Road, and says some of them are on the marsh or on tidal creeks. Wikipedia dates the laying out of Riverland Terrace to 1925.
Freddie Mac's Guide, section 5601.1 requires a property to be safe, sound and structurally secure, with utilities and mechanical systems that meet community standards and property insurance that covers hazards specific to its location. I read that as questions about the roof, the wiring, the plumbing and the heating and cooling in an older home, and about the flood policy in a low-lying one.
Fannie Mae's Selling Guide measures a purchase against the lower of the sales price and the current appraised value. A home that appraises under the contract price therefore needs more cash from you to keep the same percentage down.
Live 5 News reported in May 2023 that 199 properties in the Clarks Point neighborhood and along Oak Point Road were moving from septic tanks to PSD sewer, with federal money that had to be used by December 2026. I could not confirm where that work stands, so on a home with a septic tank, please ask whether the sewer connection is done, scheduled or still to be paid for.
Checking a James Island address before you make an offer
- The County GIS parcel search, which shows whether the home answers to the City, the Town or Charleston County.
- The FEMA flood zone for the address, and a flood insurance quote early in the contract that names the CRS class it reflects.
- For a home built in the 1950s through the 1980s, the age and condition of the roof, wiring, plumbing and heating and cooling.
- For a home on a septic tank, whether a PSD sewer connection is done, scheduled or still to be paid for.
- For a home in an association, its current dues and resale package. I have not confirmed dues for any James Island neighborhood.
- For your pre-approval, please provide all pages of your last two months of bank statements, even if the last page is intentionally left blank, your last two years of W-2s, and your most recent pay stubs. Getting pre-approved in South Carolina lists the rest.
Once you have an address in mind, I can run the conventional payment with that parcel's tax situation, the mortgage insurance, a flood premium if the address needs one and any association dues. You'll see pricing for your scenario, choose a rate option, which you can change later, and the application opens from there. You are also welcome to call me and talk it through first.
Nothing on this page is a loan approval, a denial or a commitment to lend, and it is not tax advice. The lender's underwriting decides what a client is approved for, the appraisal sets the value, FEMA's map decides the flood zone, and the Charleston County Assessor decides the tax classification. Please confirm each before you rely on a figure here.
Common questions
What is the conforming loan limit on James Island, SC?
James Island is entirely in Charleston County, so one 2026 conforming limit applies to every address on the island, whether it is in the City of Charleston, the Town of James Island or unincorporated county. The box below this article shows the current figure, and a loan above it is a jumbo loan.
How much do I need to put down for a conventional loan on James Island?
The minimum is lowest for a fixed-rate loan on a one-unit home you will live in when someone on the loan has not owned a property in the last three years. Otherwise the minimum is higher, and a loan of no more than four fifths of the home's value avoids mortgage insurance.
Does a conventional loan on a James Island home require mortgage insurance?
Freddie Mac requires mortgage insurance on a conventional loan when the loan is more than four fifths of the home's value. A monthly premium counts in the monthly housing expense, and the insurance can end once the loan meets the cancellation rules.
Does it matter if a James Island home is in the City, the Town or the county?
The conventional loan rules and the conforming limit stay the same. The tax bill and the flood insurance discount differ by government, and the County's GIS parcel search shows which government an address answers to.
Does a flood zone change a conventional loan on James Island?
A flood zone decides whether flood coverage is required, and when it is, the premium is part of the monthly housing expense. FEMA lists a different flood insurance discount for the City of Charleston, the Town of James Island and unincorporated Charleston County.
Can I use a conventional loan to buy an older home on James Island?
Yes, when the home meets Freddie Mac's standard of being safe, sound and structurally secure, with utilities and mechanical systems that meet community standards. The appraisal sets the value, and a home that appraises under the contract price needs more cash from you to keep the same percentage down.
