VA Loans in Goose Creek, SC: Nuclear Power School, the Weapons Station Gate, Your BAH and What Berkeley County Asks for With PCS Orders
VA loans · Goose Creek
The Navy moved its Nuclear Power School from Orlando to Goose Creek in a move that began in May 1998 and finished in January 1999, according to NAVSEA's own history of the command. The school is on the Weapons Station side of the base that became Joint Base Lindsey Graham on August 10, 2026, as Navy Times reported, and Red Bank Road is the way to its gate.
A VA loan buys a home in Goose Creek with nothing down for an eligible service member or veteran, and the housing allowance that follows your duty station counts as income on the application. I'm Jeff Moran, NMLS #483943, a mortgage broker licensed in South Carolina through C2 Financial Corporation, and I have been in the mortgage business since 1996. My page on Goose Creek itself covers the city, Crowfield, Carnes Crossroads, the water systems and the tax bill, and how VA loans work in South Carolina covers the Certificate of Eligibility, entitlement and the attorney closing. The VA rules below come from VA's Lenders Handbook, Pamphlet 26-7, and from va.gov, and I re-read them on November 2, 2026.
Your Goose Creek address and your tax district
VA's eligibility and funding fee rules are the same on both sides of the city line, and the tax district is what differs, because the property tax on the home goes straight onto VA's residual income form, which I come to below. Crowfield and Brickhope are inside the city. So is Carnes Crossroads, which the city annexed in 2006, and the Post and Courier reports that its homes carry Summerville mailing addresses. Some homes with a Goose Creek address are outside the city, in unincorporated Berkeley County, and the Berkeley Observer reports that the South Berkeley Fire District, formed on October 1, 2025, serves them.
A mailing address cannot tell you which side a home is on. For a subdivision I have not confirmed, the Berkeley County parcel record shows the tax district, and I am glad to look it up with you. My Summerville page explains the other half of that mailing-address overlap.
Does my BAH change if I buy in Goose Creek?
No. The Basic Allowance for Housing, BAH, is the monthly housing pay a service member receives when the government does not provide quarters. The Marine Corps' manpower office says it plainly: "Once the duty station is known, the BAH compensation is fixed, regardless of where the member lives." So a sailor whose orders say the Weapons Station draws the Charleston rate whether the home is in Crowfield, in Carnes Crossroads or in a Summerville-address neighborhood across the line.
Your rate depends on your rank and whether you have dependents, and the Defense Department's own calculator governs. I run it for your rank and dependency status once I have your orders. The table below uses a round $2,000 a month that I made up, only to show how the arithmetic works.
How does VA count BAH as income?
The Handbook's income chapter says to "include a military quarters allowance in effective income if properly verified." It also says the lender must verify the amount, because "the BAH amount will change from one duty station to another." The allowance is not taxable, so VA lets the lender gross it up at 125 percent when it figures the debt-to-income ratio. That ratio is your monthly debts, the new housing payment included, divided by your gross monthly income. The residual income test uses the actual amount.
| Illustration: an invented allowance of $2,000 a month | Monthly |
|---|---|
| BAH, actual | $2,000.00 |
| Counted in the debt-to-income ratio, at 125% | $2,500.00 |
| Counted in the residual income test | $2,000.00 |
If your LES shows other pay, such as sea pay or submarine pay, the Handbook lets a lender count it only when the pay can be expected to continue because of your assigned duties. The lender verifies the type, the amount and how long you have received it.
Your LES and ETS date
An active-duty client provides a Leave and Earnings Statement, the LES, in place of an employment verification. The Handbook says it can be no more than 120 days old at closing, and 180 days on new construction. The same statement shows your ETS, the end of your current enlistment. When the ETS is within 12 months of the projected closing, the file needs one more item.
That item can be proof that you have re-enlisted or extended past 12 months after closing. It can be a valid local civilian job offer or verified retirement income, or your statement of intent to re-enlist with your commanding officer's letter confirming you are eligible. It can also be an unusually strong factor, such as 10% down from your own funds. VA's occupancy rule also applies. You certify that the home will be your home, and the Handbook says that implies it is "within reasonable proximity" of your place of employment (Chapter 3).
How does VA's residual income test work on a Goose Creek home?
VA treats the 41% debt-to-income ratio as a guide that is, in the Handbook's words, "secondary to the residual income." Residual income is what is left each month after taxes, the housing payment, your debts and certain living costs. South Carolina is in VA's South region, so a family in Crowfield and a family at Avalon Point use the same table. On a loan of $80,000 or more, the Handbook sets the South guideline at $441 for a household of one, $738 for two, $889 for three, $1,003 for four and $1,039 for five. It lowers each figure by 5% for an active-duty or retired serviceperson.
| Illustration: the South region guideline, active duty, loans of $80,000 and up | Monthly |
|---|---|
| Household of two, $738 less 5% | $701.10 |
| Household of three, $889 less 5% | $844.55 |
| Household of four, $1,003 less 5% | $952.85 |
Five lines on the form depend on the address and the duty.
- Maintenance and utilities are figured at 14 cents per square foot of living area. A 2,000-square-foot home carries $280 a month, by my own arithmetic, and the figure is the same whichever of the city's two water systems serves the home.
- Property tax goes in at the amount the county will bill, and the form uses the higher amount when taxes are expected to rise.
- Flood insurance goes in when the home is in a Special Flood Hazard Area, which is FEMA's high-risk zone. Association dues go in for a home in a planned community.
- Significant commuting costs go in as a job-related expense. The drive from Crowfield or Carnes Crossroads to the Weapons Station gate runs along Red Bank Road, where the Post and Courier reported that a county sewer project and SCDOT median and signal work were expected to be finished by August 2026.
- A county study found the intersection of US 52 and US 176 "failed at all points," as the Post and Courier's coverage of the plans describes it. Your own round-trip miles and your shift hours are what go on the form.
My article on VA residual income walks through the form line by line, and my article on military pay covers BAH and BAS together.
Does Berkeley County give a military client the 4% tax rate?
South Carolina assesses a home you live in as your legal residence at 4% of its value instead of 6%, and the 4% rate is not automatic: you apply for it. The county's 4% Legal Residence Checklist has a section for active-duty military and spouses. It asks for orders reflecting South Carolina as your current duty station, your driver's license "regardless of issuing state," and utility bills or a letter of connect. If South Carolina is your home of record, it also asks for your federal and state income tax returns.
A service member who is receiving the 4% rate and then gets PCS orders, or a TDY of at least a year, files a separate Active Duty Military Special Assessment Supplement Application. Berkeley County's notice puts the filing date at the first penalty date, usually January 15, and says it is annual. Berkeley County Real Property can be reached at (843) 719-4061, and please ask them whether your own situation qualifies before you rely on it.
A veteran with a permanent and total service-connected disability may owe no property tax on the home. Section 12-37-220(B)(1) of the South Carolina code exempts the home of an eligible veteran, requires a certificate signed by the county service officer, and extends the exemption to an unmarried surviving spouse who lives in the home. The county service officer signs that certificate, and I would ask there before counting on it.
How much is the VA funding fee, and who does not pay it?
VA charges a one-time funding fee on most loans, figured on the loan amount, and you may finance it into the loan. The fee is the same for active duty, Guard, Reserve and veterans. On a first-use purchase, the va.gov funding fee table sets it at 2.15% of the loan with less than 5% down, 1.5% with 5% or more down and 1.25% with 10% or more down. After a first use it is 3.3% with less than 5% down.
I do not have a Goose Creek median sale price I trust yet, so the table uses a $400,000 home I made up. It is an illustration of the arithmetic and not a Goose Creek price.
| Illustration: first-use funding fee on an invented $400,000 home | Fee |
|---|---|
| Nothing down, loan of $400,000, at 2.15% | $8,600.00 |
| 5% down, loan of $380,000, at 1.5% | $5,700.00 |
| 10% down, loan of $360,000, at 1.25% | $4,500.00 |
You pay no funding fee if you receive VA compensation for a service-connected disability, or are eligible for it but draw retirement or active-duty pay instead. The same is true for a surviving spouse receiving Dependency and Indemnity Compensation, a client with a proposed or memorandum rating before closing, and an active-duty member with evidence of a Purple Heart before closing. The funding fee explainer covers how the fee reaches the loan amount.
Is there a VA loan limit in Berkeley County?
With your full entitlement available there is no cap, because the Handbook says "there are no maximum dollar amounts prescribed for VA-guaranteed loans." Your entitlement is the amount VA will guarantee on your behalf. The loan is limited by what VA's appraiser says the home is worth and by the purchase price, plus the funding fee. If part of your entitlement is still tied up in an earlier VA loan, VA measures the guaranty against the county's one-unit conforming limit. That limit is $832,750 in Berkeley County for 2026, and a lender may ask for a down payment.
Can I use a VA loan on a new home in Goose Creek?
Yes. Beazer's release on breaking ground there describes Avalon Point as 142 homes, townhomes and single-family, on Red Bank Road. ABC News 4 reports that the council revised the 2004 development agreement for Brickhope Plantation to favor single-family homes and townhomes over apartments. I did not find a VA-specific offer from any Goose Creek builder, so I name none here.
The rules that matter on a new build are VA's. A seller concession is anything of value the seller or builder adds, and concessions above 4% of the home's reasonable value are "excessive, and unacceptable," with normal discount points and your closing costs left out of the count. Your LES is good for 180 days instead of 120, which covers a closing months away. Please bring me the builder's written offer with the lender it names, and I will set it beside the same VA loan from me for the same loan amount and closing date.
What to send me for a VA purchase in Goose Creek
When you're ready, please send the following, and I'll take it from there.
- Your Certificate of Eligibility, VA's form showing your benefit, or the service record I can pull it with, which also shows any entitlement tied up in an earlier VA loan.
- Your most recent Leave and Earnings Statement, all pages, with the ETS date visible, and your orders to the duty station.
- If you have a VA disability rating, a pending claim or a Purple Heart, the award letter or the claim status, because it decides the funding fee.
- The address of the home and its Berkeley County parcel record, which shows whether it is inside the city and which tax district bills it.
- The home's square footage, your round-trip miles to the gate or workplace, the association's monthly assessment and the FEMA flood zone.
- For new construction, the builder's current written offer, with every credit listed.
Once you have an address or a community in mind, I can run the residual income test and the full payment with that parcel's tax bill. You'll see pricing for your scenario, choose a rate option, which you can change later, and the application opens from there. You are also welcome to call me and talk through your orders and your timeline first. My South Carolina page and my Charleston area page cover the rest of the metro. Nothing on this page is a loan approval, a denial or a commitment to lend, and it is not tax or legal advice.
Common questions
Can I use a VA loan to buy a home in Goose Creek, SC?
Yes. Goose Creek is a Berkeley County city, and a VA loan works on a resale or a new home inside the city or in the unincorporated areas that carry a Goose Creek address. VA requires no down payment, sets no maximum loan amount with full entitlement, and counts your housing allowance as income.
Does my BAH change if I live in Goose Creek and work at the Weapons Station?
No. Your allowance is set by your permanent duty station, your rank and your dependents, so a Goose Creek address, or any other address, leaves it where it is. I am glad to run the Defense Department's calculator for your rank once I have your orders.
Do I get the 4% property tax rate in Berkeley County if I am active duty?
Berkeley County has a section of its 4% Legal Residence Checklist for active-duty military and spouses, and it asks for orders showing South Carolina as your duty station. If you later receive PCS orders, the county has a separate annual supplement application, usually due January 15. Please confirm your own situation with Berkeley County Real Property.
Does a Carnes Crossroads address count as Goose Creek for a VA loan?
Carnes Crossroads is inside the city of Goose Creek and carries a Summerville mailing address. The VA eligibility and funding fee rules are the same either way. The parcel record shows which city and tax district apply, and that is what goes on the residual income form.
Can a VA loan pay for a new home at Avalon Point or Brickhope?
Yes, a VA loan can buy a new home from a builder. VA limits what a builder may add to the sale to 4% of the home's reasonable value. I am glad to look over any builder offer with you before you sign.
Does the funding fee apply if I have a VA disability rating?
Not if you receive VA compensation for a service-connected disability. If your claim is still pending at closing, the fee is paid, and I can tell you how a refund works if the award is made retroactive to before closing.
