HELOCs and Second Mortgages in Mount Pleasant, SC: When the Dollar Cap Comes Before the Home's Value
HELOCs and second mortgages · Mount Pleasant
Since January 8, 2019, Mount Pleasant has capped how many new homes it permits. The Town's extension for 2024 through 2029 is reported at 2,400 single-family and 500 multifamily units over five years, released in six-month cycles (Live 5, December 2023). Carolina Park and Liberty Hill Farms are exempt because their development agreements came first (Town of Mount Pleasant, Building Permit Allocation System). This page is for the owner of a home that is already built and has a lot of value in it.
If your Mount Pleasant home is worth far more than you owe on it, the limit on a HELOC is usually a dollar cap and not the home's value. The lines I work with stop at $750,000, and on one sheet the cap falls to $500,000 once your combined loan-to-value passes 65%. A HELOC is a variable-rate credit line you draw from as you need it, and a second mortgage leaves your first mortgage exactly where it is.
I'm Jeff Moran, NMLS #483943, a mortgage broker licensed in South Carolina through C2 Financial Corporation, NMLS #135622, and I have been in the mortgage business since 1996. I am licensed across the state and work with clients by phone, so we can go through your first mortgage and your plans from wherever you are. My Mount Pleasant page covers the town itself, the Charleston area page covers the region, and the home equity page puts a HELOC next to the other ways of using equity. The loan terms below come from the written sheets of three second-mortgage lenders, all dated May 2026.
The $750,000 line and the home it takes to reach it
Lenders measure room with the combined loan-to-value ratio, or CLTV: your first mortgage balance plus the new loan, divided by the home's value. On the credit union's May 1, 2026 matrix, a line can reach $750,000 only when the CLTV is 65% or less. Above 65%, at a score of 680 or higher, the most it will lend is $500,000.
Work that backward. A $750,000 line at 65% CLTV needs a home worth $750,000 divided by 0.65, which is about $1,153,846, and that is with no first mortgage at all. Each dollar still owed on the first mortgage raises the value needed by about $1.54.
The second line-of-credit sheet reads differently. Its primary home HELOC allows $750,000 at a CLTV of 75% or less with a score of 720, which means a home worth $1,000,000 with nothing owed. That $750,000 is available on the 5-year or 3-year draw terms, because the 10-year draw term on that sheet stops at $500,000. Its HELOC also asks for an initial draw of at least 80% of the line, which a client who wants most of a line to stay unused should hear before choosing it.
A third lender's sheet is built for larger loans: second mortgages from $150,000 up to $1,000,000, with the first and second mortgages together limited to $3,000,000 up to 80% CLTV and $2,000,000 above that.
What the cap does on a typical county home
The appraisal sets the value, so a median price only shows the arithmetic. The Charleston Trident Association of REALTORS reports a 2026 year-to-date median of $728,800 for detached homes in Charleston County. That is a county figure, and it is not a Mount Pleasant median. I will use it with a first mortgage balance of $150,000, a figure I picked to show a client who has paid the first mortgage down.
| Credit score | Max CLTV | Both loans combined on $728,800 | Room for the line | Line cap | Most you could borrow |
|---|---|---|---|---|---|
| 720 or higher | 95% | $692,360 | $542,360 | $500,000 | $500,000 |
| 680 to 719 | 90% | $655,920 | $505,920 | $500,000 | $500,000 |
| 660 to 679 | 80% | $583,040 | $433,040 | $200,000 | $200,000 |
| 640 to 659 | 80% | $583,040 | $433,040 | $100,000 | $100,000 |
At 720 or higher, a $500,000 line puts the CLTV at $650,000 divided by $728,800, or about 89.2%. The county's 2026 conforming limit is $832,750, which applies to a first mortgage and says nothing about a second one. A first mortgage above it is a jumbo loan, and the second mortgage is its own loan with its own caps.
What a larger line asks for
The credit union's sheet takes an automated valuation on loans up to $400,000 and a full appraisal above that. It requires title insurance on amounts over $250,000. On a line over $500,000 the margin carries an extra 0.25%.
It also asks for cash reserves, which it counts as the principal and interest on both mortgages plus taxes and insurance. For a primary home at a score of 680 or higher, the schedule runs from none up to a $200,000 line, to 6 months up to $350,000, 9 months up to $500,000 and 12 months above that. The reserves have to be your own funds, and the sheet does not allow gift funds. The second line-of-credit sheet asks for 6 months of full payments on both mortgages and a full appraisal above $400,000. Its closed-end second mortgage has its own tiers. They include $500,000 at 90% CLTV with a score of 720, and $750,000 at 75% with a 740, which drops to a $500,000 cap if you use personal bank statements.
Primary home or second home
Lenders sort a home by how it is used, and the sort changes the limit. On the credit union's sheet a second home is limited to one unit, caps at 90% CLTV at a score of 680 or higher and 80% below that, and its margin carries an extra 0.50%. Investment properties are not eligible on that sheet.
South Carolina taxes a home you own and live in as your legal residence at a lower assessment, and Charleston County's assessor says you must apply for it and be approved, with a deadline of January 15 (Charleston County Assessor). I mention it because how you use the home decides which column of each sheet applies, so please tell me early.
Your documents and the next step
Please provide your most recent first mortgage statement, all pages, and the current declarations page of your homeowners insurance policy. I will tell you what else a lender needs after we talk. A second mortgage does not change your Town property tax bill, and my South Carolina page covers how closings work in the state. If you would rather replace the first mortgage and take cash out in one loan, cash-out refinancing in South Carolina covers that route.
HELOCs and second mortgages are not priced in the Rate & Best Fit tool on this site, so the next step is a call to me. I will go over your first mortgage, the likely value of your home and the amount you want, and tell you which lender and which loan fits.
Nothing on this page is a loan approval, a denial or a commitment to lend, and it is not tax advice. Each lender sets its own terms and can change them, and the figures above come from sheets dated May 2026. The appraisal sets your home's value, and the lender's guidelines at the time of your application govern.
Common questions
How much can I borrow with a HELOC on a Mount Pleasant home?
It depends on your credit score, your first mortgage balance and the home's value. Take the home's value, multiply by the CLTV limit for your score, and subtract your first mortgage balance. Then compare the result to the lender's dollar cap, which falls as the combined loan-to-value rises on the credit union's sheet. The smaller of the two is your ceiling, and the tables above show the arithmetic.
What home value do I need for the largest line?
On the credit union's sheet, the top line requires a CLTV of 65% or less, so the home has to be worth the line divided by 0.65 with no first mortgage at all. It has to be worth more for every dollar you still owe. On the second line-of-credit sheet the top line takes a score of 720, a CLTV of 75% or less and a 5-year or 3-year draw term. The arithmetic is in the first section above.
Do I need cash reserves for a large HELOC?
On the credit union's sheet, yes. For a primary home at a score of 680 or higher, a smaller line needs none, and the requirement rises to 6, 9 and then 12 months as the line grows. Reserves are counted as principal and interest on both mortgages plus taxes and insurance, and they have to come from your own funds.
Is a HELOC a better choice than a cash-out refinance on a high-value home?
It depends on your first mortgage rate and balance. A HELOC leaves the first mortgage alone, which matters if your rate is lower than what is available today. A cash-out refinance replaces it. I price both against your balance and timeline so you can compare the payments side by side.
Can I get a HELOC on a second home in Mount Pleasant?
Yes, with lower limits than a primary home. On the credit union's sheet a second home must be one unit, with up to 90% CLTV at a score of 680 or higher and 80% below that. An investment property is not eligible on that sheet, so please tell me how the home is used and I will tell you which lender applies.
