HELOCs in West Ashley, SC: Paying for Work on an Older Home and What the Appraisal Does to Your Limit
HELOCs and second mortgages · West Ashley
The Bridge Pointe townhomes in the Shadowmoss area were built in the late 1980s, and a mapping error left them exposed in the Church Creek basin. They flooded four times in three years. The city approved an $8 million buyout of 36 homes, 32 of them at Bridge Pointe, and demolition began at 8:30 a.m. on July 10, 2019 (Post and Courier). The land is now a 6-acre ecological park built to hold stormwater and release it slowly (City of Charleston).
On a West Ashley home, how much a HELOC can lend comes down to the appraised value, your first mortgage balance and your credit score, and one lender's sheet lowers the limit when the appraisal reports a declining market. A HELOC is a credit line secured by your home. You draw from it as you need it, and your first mortgage stays exactly as it is.
I'm Jeff Moran, NMLS #483943, a mortgage broker licensed in South Carolina through C2 Financial Corporation, NMLS #135622, and I have been in the mortgage business since 1996. I am licensed across the state and work with clients by phone. My West Ashley page covers the area itself, the Charleston area page covers the region, and the home equity page sets a HELOC beside the other ways of using equity. The loan terms below come from lender sheets dated May 2026, and I am quoting what they say.
A HELOC for work on an older home
West Ashley's first suburbs followed the Ashley River Memorial Bridge, which opened in 1926. The Crescent and Windermere date to 1926, Stono Park to 1928 and Byrnes Downs to 1943 (CHS MLS history of West Ashley). Out along Bees Ferry and Glenn McConnell, Grand Oaks Plantation added about 1,400 homes in the late 1990s (Post and Courier). A home from either era may be heading into a kitchen, a roof or a drainage project, and the cost of those usually arrives in stages.
That is what a line of credit is built for. The credit union's May 1, 2026 matrix gives a 10-year draw period with interest-only payments, then 20 years of repayment, on lines from $25,000. It qualifies you on the principal and interest payment that would apply over 20 years, so the lower interest-only payment is not the one the lender uses to check your debt ratio. The second line-of-credit sheet works in a similar way: it qualifies you at the start rate plus 2% on the full line over the repayment period, and its HELOC starts at $125,000. A project smaller than that points to the credit union. On any line under $50,000 the credit union adds 0.50% to the margin.
A third lender's sheet is stricter about the work itself. If the appraisal is marked "subject to" and not "as is," the required work must be finished before closing, and an unpermitted addition can be considered at the underwriter's discretion but gets no value. Please tell me about additions and open permits at the start.
What the appraisal does to your limit
For the example I will use $436,000, the 2026 year-to-date median for all home types across the Charleston region reported by the Charleston Trident Association of REALTORS. That is a regional figure, not a West Ashley median, and the appraisal sets your real value. Say the first mortgage balance is $250,000.
| Credit score | Max CLTV | Both loans combined on $436,000 | Room for the line |
|---|---|---|---|
| 720 or higher | 95% | $414,200 | $164,200 |
| 680 to 719 | 90% | $392,400 | $142,400 |
| 660 to 679 | 80% | $348,800 | $98,800 |
| 640 to 659 | 80% | $348,800 | $98,800 |
The credit union's sheet has a second rule. When an appraisal or automated valuation reports a declining market on a one-unit primary home, the combined loan-to-value is capped by how steep the decline is. I am not saying West Ashley is in a declining market. I am showing what the sheet does if a report says one is, for a client with a score of 720 or higher.
| Decline the valuation reports | Max CLTV | Both loans combined on $436,000 | Room with a $250,000 first mortgage |
|---|---|---|---|
| None | 95% | $414,200 | $164,200 |
| 1% or less | 85% | $370,600 | $120,600 |
| Over 1% to 5% | 80% | $348,800 | $98,800 |
| Over 5% to 10% | 75% | $327,000 | $77,000 |
| Over 10% | 65% | $283,400 | $33,400 |
The last row is close to the credit union's $25,000 minimum line, so a large reported decline can leave a client with a first mortgage of that size almost no room. The third lender has a simpler version: its maximum combined loan-to-value drops 5 points below its normal maximum for a home in a declining market.
City, district and flood zone
West Ashley is one place with two governments. Most of it is in the City of Charleston, and some unincorporated pockets are served by the St. Andrews Public Service District, which was created in 1949 when the area was entirely unincorporated (Post and Courier). The 2025 tax year lists a City millage of 82.0 mills, the district's 73.0 mills and, from the 2026 service year, a $132 annual City stormwater charge on the property tax bill (SC Association of Counties). A second mortgage does not change any of that, but those charges are part of the monthly picture the lender looks at.
The Church Creek basin covers nearly 5,000 acres. It includes Shadowmoss, Hickory Hill, Hickory Farms, Grand Oaks, Village Green, Forest Lakes and Canterbury Woods (Post and Courier, 2017). The city began a $12.6 million Windermere drainage project in June 2026 (Live 5), and the Lake Dotterer flood project in the Church Creek basin was being designed this spring, with the design due to finish by June 2026 (Live 5).
A line against a home in a high-risk flood zone comes with an insurance requirement. The federal flood rule for credit unions says the credit union cannot make a loan secured by a home in a high-risk zone unless it is covered by flood insurance for the term of the loan. The third lender requires flood insurance, escrowed, on any property in a FEMA special flood hazard area. I look up the zone by address before I tell you which lender fits.
Your documents and the next step
Please provide your most recent first mortgage statement, all pages, and the current declarations page of your homeowners insurance policy. If you are planning work, a contractor's estimate helps me size the line. My South Carolina page covers the rest of the state.
HELOCs are not priced in the Rate & Best Fit tool on this site, so the next step is a call to me. I will go over your first mortgage, the likely value of your home and what the work will cost, and tell you which lender and which loan fits.
Nothing on this page is a loan approval, a denial or a commitment to lend, and it is not tax advice. Each lender sets its own terms and can change them, and the figures above come from sheets dated May 2026. The appraisal sets your home's value, and the lender's guidelines at the time of your application govern.
Common questions
Can I use a HELOC to pay for a renovation on my West Ashley home?
Yes. A HELOC lets you draw as the work is invoiced, with interest-only payments during the draw period on the credit union's sheet. The lender qualifies you on a payment that includes principal, so plan for the larger payment. The other line-of-credit lender asks for a much larger minimum line, so a smaller project points to the credit union.
Does a flood zone affect my ability to get a HELOC in West Ashley?
It can. A credit union cannot make a loan on a home in a high-risk flood zone unless the home is covered by flood insurance for the term of the loan. Another lender I use requires escrowed flood insurance in a special flood hazard area. The zone is a fact about your specific address, so I look it up before suggesting a lender.
Can an appraisal lower how much I can borrow?
On the credit union's sheet, yes. If an appraisal or valuation on a one-unit primary home reports a declining market, the maximum combined loan-to-value falls from 95% toward 65% as the reported decline grows. The tables above show the arithmetic on an example value.
Does my first mortgage change if I add a HELOC?
No. A HELOC is a second mortgage that comes behind the first and has its own rate, payment and closing costs. If your first mortgage rate is lower than what is available today, that is a reason to prefer a second mortgage over a cash-out refinance, and cash-out refinancing in South Carolina covers that route. I price both so you can compare.
Do I pay the City or the St. Andrews district for services if I have a HELOC?
A HELOC does not change who bills you. Depending on where your address is, the City's levy or the district's levy appears on your Charleston County tax bill, and either amount are part of the monthly costs the lender reviews. Your county tax record shows which one applies to your home.
