Buying a Home in Goose Creek, SC: The 1719 Church, the Navy's Nuclear School, Crowfield, Carnes Crossroads and What to Check on an Address

The lion and the unicorn are still up there, above the pulpit at St. James, Goose Creek, painted in relief as the Royal Arms of King George I. Legend has it that British troops, burning churches across the Lowcountry in 1779 and 1780, saw the King's own arms over the pulpit and left this one standing. Over the doors, a stuccoed pelican pierces her breast to feed her young, an old Anglican emblem for spreading the Gospel. The parish was created in 1706, the church was dedicated in 1719, and it has been a National Historic Landmark since 1970 (National Park Service, NHL nomination 70000566; Historical Marker Database, St. James Goose Creek). It stands at 100 Vestry Way, inside a city that did not exist until 1961.
I'm Jeff Moran, NMLS #483943, a mortgage broker licensed in South Carolina through C2 Financial Corporation, and I have been in the mortgage business since 1996. I work out of Bluffton, and I wrote this page for anyone weighing a home in Goose Creek. Goose Creek is a Berkeley County city of about 52,000 people, home to the Weapons Station side of Joint Base Lindsey Graham and the Navy's Nuclear Power School, and its Carnes Crossroads section carries Summerville mailing addresses. The city's story comes first here, then what is opening and being built, the roads, the schools and the hospitals. After that comes the homework I would do on any Goose Creek address: whether it is inside the city limits, what the tax bill carries, which of the city's two water systems serves it, and flood. Everything here is what I could confirm in a public source as of October 1, 2026, with the source beside each fact. The three-county picture, including the loan limits and the harbor's flood record, is on the Charleston area page.
Six neighborhoods, one vote and a 1949 Dodge
On March 14, 1961, just under 500 residents voted to form a city. Eight days later, on March 22, Goose Creek was incorporated, with Hilton W. Bunch as its first mayor (Live 5 News, This Day in History, March 22, 2026). Michael Heitzler, the city's historian and a former mayor, put it this way: "People from 6 neighborhoods got together and formed a city" (Post and Courier, Our Gazette, August 2021). The point of incorporating was to bring order to fast residential growth and to provide services such as sanitation. Two years later, in 1963, volunteers refurbished a donated 1949 Dodge fuel truck by hand, fitted it with a pump and made it the town's first fire engine. The department went professional in 1981 under the city's first full-time chief, and it marked 45 years in February 2026. It now runs Station 1 on Button Hall Avenue, Station 2 on Crowfield Boulevard and Station 3 on Old Mount Holly Road, with a fourth going up at Carnes Crossroads (Berkeley Observer, February 21, 2026).
The growth that pushed those six neighborhoods together came from the Navy. The U.S. Ammunition Depot was set up near Goose Creek in November 1941 and became the Naval Weapons Annex in 1959. In 1960 the Polaris Missile Facility Atlantic was built there to arm submarines with the Polaris missile (Wikipedia, Naval Support Activity Charleston). In 1970 the city had 3,825 people. Ten years later it had 17,811 (Wikipedia, Goose Creek, South Carolina). It has kept right on growing. The 2020 census counted 45,946 people, and the Census Bureau's estimate for July 1, 2025 is 52,010 (U.S. Census Bureau, Vintage 2025). That is 12.9% more in five years, and only a little behind Summerville at 53,177. The city likes to call itself South Carolina's 8th largest city (City of Goose Creek, 65th anniversary, March 2026).
The name is older than any of that. English settlers from Barbados took up land along the creek from about 1670, and the colony came to call them the Goose Creek Men. They challenged the Lords Proprietors for decades, and by the 1690s many of them held high colonial offices. They also led the early Indian trade, which dealt first in enslaved Native people and later mainly in deerskins (SC Public Radio, G is for Goose Creek Men, March 16, 2021; Berkeley County Tourism, Goose Creek Men). The creek's own name may have come from its sharp bends, which suggested a goose's neck (SC Encyclopedia, Goose Creek). On June 13, 1715, during the Yamasee War, Capt. George Chicken and about 120 Goose Creek militia ambushed a war party here and are credited with keeping that raid from reaching Charles Town. Three hundred years later to the day, a group led by then-Mayor Heitzler broke ground on the St. James, Goose Creek Chapel of Ease Historical Site to mark it (Post and Courier, Berkeley Independent, 2015).
The Navy in Goose Creek today
The Weapons Station side of Joint Base Lindsey Graham, renamed from Joint Base Charleston at a ceremony on August 10, 2026, lies partly in Goose Creek and partly in North Charleston (Navy Times, August 10, 2026). Red Bank Road is the way to its gate, and inside is the Naval Nuclear Power Training Command, which moved here from Orlando between May 1998 and January 1999. It has about 2,500 students and 500 staff, and it teaches officers and enlisted sailors the science and engineering of naval reactor plants. The course runs about a year in two six-month halves, and the second half is Power School (Joint Base Charleston, Life at NNPTC). The school covers more than 50 acres in the central part of the original Marrington tract (Wikipedia, Naval Support Activity Charleston). If you are coming here on orders, how VA loans work in South Carolina covers entitlement, the funding fee and the attorney closing.
Naval Health Clinic Charleston, at 110 NNPTC Circle near the Weapons Station entrance, moved here in 2007 and serves about 18,000 active-duty members, dependents and veterans (Live 5 News, August 3, 2023). Behind the gate, Marrington Plantation covers more than 1,600 acres of woodland recreation off Red Bank Road (Joint Base Charleston, Marrington Plantation).
Off base, Century Aluminum has been bringing the part of its Mt. Holly smelter that stood idle for years back into production, more than 50,000 metric tons' worth. The company put about $50 million into the restart and added more than 100 jobs. It said the restart would bring the plant to full production for the first time since 2015. Metal from the restarted lines was flowing by April 2026 (Post and Courier, Berkeley Independent). The company's target for full output was June 30, 2026 (Manufacturing Dive, 2025). I have not confirmed whether it met that date.
Crowfield, Brickhope, Carnes Crossroads and the parks
Crowfield Plantation is Goose Creek's first golf-course neighborhood, and the course wraps a ruin. The land was granted to John Berringer in 1701 and sold in 1721 to Arthur Middleton. His son William built a two-story brick mansion there around 1730, named it for Crowfield Hall, his great-aunt's manor in England, and laid out a formal garden around it. Rawlins Lowndes owned it during the Revolution, and "that elegant most admired seat" was his description of it. The 1886 Charleston earthquake all but destroyed it. Since 1990 the ruins have been inside Crowfield Golf & Country Club, visible from several holes on the back nine (Historical Marker Database, Crowfield Plantation). In the 1930s West Virginia Pulp and Paper, later Westvaco, bought the 2,850-acre plantation for its pine timber, and Westvaco's master plan for the neighborhood started in 1981. It has grown to about 4,000 homes in 27 subsections (Crowfield HOA, History of Crowfield; Post and Courier, Worth Crowing). Crowfield is inside the city limits; the city's own Fire Station 2 is at 950 Crowfield Boulevard.
Brickhope Plantation was built under a 2004 development agreement with the city. Mayor Greg Habib has said the current council revised that agreement to lower the total number of units, add a commercial piece, and favor single-family homes and townhomes over apartments (ABC News 4, 2024). In April 2026 the mayor held four "Creek Conversations" town halls on growth and what it does to city services. Two of them were at the Brick Hope Plantation Clubhouse and the Planters Walk Clubhouse (Live 5 News, May 1, 2026).
Carnes Crossroads is in Goose Creek, and its mail says Summerville. The city annexed 2,500 acres there in 2006 (Post and Courier). The homes, shops and restaurants built there since then are inside Goose Creek city limits with Summerville addresses. I come back to that in the homework section, because it reaches your tax bill and your voting precinct. Other names you will see on listings, such as Liberty Hall, Sedgefield, Boulder Bluff, The Oaks and The Hamlets, carry Goose Creek addresses. The Berkeley County parcel record will tell you whether any of those homes is inside the city limits.
Central Creek Park, at 147 Old Moncks Corner Road, opened on December 16, 2022. It is a $9 million park built for children of all abilities. Debra's Playground, about 26,000 square feet, is named for Councilwoman and Mayor Pro Tem Debra Green-Fletcher. The park also has a barrier-free splash pad called Splash Creek (Live 5 News, December 16, 2022). John McCants Veterans Park on Anita Drive has a dog park, trails, a pavilion and a food forest, and Lake Greenview Park on Pandora Drive has trails around its lake (City of Goose Creek, Parks). The Wannamaker North Trail, a 13-mile mountain-bike trail that is also open to hikers, runs through the north end of Wannamaker County Park and is reached only from the Goose Creek side, at 455 Westview Boulevard (Charleston County Parks).
Goose Creek's push for a downtown
The city is working on one. The city's 2021 Comprehensive Plan, amended in February 2024, lays out "village nodes" at Carnes Crossroads, a Civic Village, a Central Village, Liberty Hall and the Red Bank Road corridor (City of Goose Creek, Comprehensive Plan). The centerpiece is what the city calls the Central Creek Destination District. In March 2024, JJR Development unveiled a mixed-use plan for the vacant Super Carpets site on US 52. The first phase would be a four-story building with 111 rental units and a lobby café. Officials described a walkable, more downtown-like area (Live 5 News, March 18, 2024). The plan may have changed since then, so if a walkable downtown matters to you, please ask the city's planning department where phase one stands. In May 2026 the city replaced zoning rules that had not been updated since the 1980s with a single Unified Development Ordinance. Mayor Habib said "what we require of developers is much higher than they had been in the past" (Live 5 News, May 6, 2026).
New places to eat keep showing up. Sunrise Bistro, an all-day breakfast diner, opened on St. James Avenue in February 2026 (Berkeley Observer, February 3, 2026). Hungry Howie's followed on the same street in July, and La Braza Minera opened on Red Bank Road in May (Holy City Sinner, 2026 openings). Out at the Carnes Crossroads shopping center on North Main Street, Five Guys opened in January (Post and Courier). Kairos Mediterranean joined it there in June (Holy City Sinner, 2026 openings).
The city's own calendar leans on the nickname "the Creek" for its events. Christmas in the Creek is a tree lighting at the Municipal Center and a mile-long parade down St. James Avenue to Marilyn Street. The 2026 parade is set for Saturday, December 12 at 9:30 in the morning (City of Goose Creek, Christmas in the Creek Parade). City Hall is the Marguerite H. Brown Municipal Center at 519 North Goose Creek Boulevard, named for a councilwoman who served from 1975 to 2014, and council meets there at 6 p.m. on the second Tuesday of each month (City of Goose Creek, Residents).
New homes being built, and the fee the city charges on them
Avalon Point, by Beazer Homes, is 142 Department of Energy Zero Energy Ready homes, a mix of townhomes and single-family homes, on Red Bank Road (Beazer Homes). On College Park Road, council annexed 11 parcels totaling 36.25 acres in October 2024 for Berkeley Farms, a mixed-use planned development by RCB Development. It allows no more than 300 multi-family units, and 10% of the homes must meet federal affordability standards, which a planning official called "the very first one" of its kind in the city (Post and Courier, Our Gazette, October 2024). Laurel Bay, proposed in 2023 on 560 acres at the edge of the city off US 52, would hold nearly 1,000 homes, apartments and townhomes across its Medway and Monarch tracts (Live 5 News, October 3, 2023). If you are looking near there, the city's planning department can tell you where that proposal stands. At Carnes Crossroads, about 5,000 more homes are expected over time (Post and Courier). Lennar is the builder working there now (Lennar, Carnes Crossroads). Berkeley Habitat for Humanity broke ground on March 25, 2026 on a 22,000-square-foot Mission Center at 108 Red Bank Road, with the ReStore and offices inside. It is due in January 2027 and was billed as the start of revitalization on Red Bank Road (Live 5 News, March 25, 2026).
If you are buying new construction inside the city, the builder pays a city development impact fee on each new home. The city's fee schedule and a Post and Courier report quote different figures on different bases, and council approved a study to recalibrate the fee, so I am not publishing a figure here. Mayor Habib's line on it was that growth "should pay for itself," but "there has to be some finesse" (Post and Courier, Berkeley Independent). Please ask the builder which fees are already in the price and which ones you pay at closing.
Red Bank Road, US 52 and US 176
Red Bank Road has been under construction, in one form or another, since March 2022. Berkeley County Water & Sanitation laid a large sewer main between Sunrise Boulevard and Henry E. Brown Jr. Boulevard from March 2022 to April 2025, to add capacity and stop overflows (Live 5 News, January 28, 2025). SCDOT followed with raised concrete medians, drainage, sidewalks, resurfacing and new signals. That work was expected to wrap up by August 2026 (Post and Courier, Berkeley Independent, 2026). I have not confirmed that it did. If you are looking at a home off Red Bank Road, I would drive it at the hour you would commute, so you can see for yourself where things stand.
The intersection of US 52 and US 176 is next. A five-year county study found it "failed at all points," with the most congestion of any intersection in Berkeley County and more than 600 crashes over the study period. Berkeley County's preliminary plans add turn lanes between the two highways and on the Red Bank Road approach, which should mean less time stopped at that light waiting to turn. It will take a while. Design alone is expected to run more than two years in two phases, and the second phase has to be worked out with the railroad. The county's share comes from the transportation penny tax, a one-cent sales tax (Post and Courier, Berkeley Independent).
North of there, US 176 toward Carnes Crossroads and Cane Bay went from two lanes to five when phase one of the widening opened in December 2025. The next phase, from Nexton Parkway to Jedburg Road, won a $22.5 million federal grant in July 2026 (Live 5 News, July 2, 2026). The county's transportation penny tax, first levied in 2009 and renewed in 2014 and 2022, pays the county's share of that work (Post and Courier, Berkeley Independent, 2026).
Schools and hospitals
Goose Creek's schools are in the Berkeley County School District. Voters approved the school district's own penny tax, a 1% education sales tax, in 2022 with about 70% of the vote, and it runs through December 31, 2029. Its project list includes renovating and expanding Goose Creek High School, with more than a dozen classrooms and two-story wings, and athletic upgrades at Stratford High (BCSD, Penny Project Info; Live 5 News, August 12, 2026). The district has said the Goose Creek High additions are among its remaining large projects. The district's Option F rezoning, effective August 2026, redrew lines around Nexton, the 17A and 52 corridors and Berkeley Commons, mostly north and west of the city (Live 5 News, December 16, 2025). The district's current attendance map is the place to confirm the schools for any address you are considering.
Roper St. Francis Berkeley Hospital is at 100 Callen Boulevard, where US 17A meets US 176 at Carnes Crossroads. It opened on October 4, 2019 as a 50-bed, $120 million hospital, the first in Berkeley County in 44 years (Post and Courier, October 2019). The expansion that finished on June 10, 2026 took it to 100 beds and 35 emergency bays (Berkeley Observer, June 13, 2026). It has a Summerville address and is inside Goose Creek city limits. Naval Health Clinic Charleston serves the base community. Trident Health has opened a CareNow urgent care in the city (HCA South Atlantic). Trident's nearest freestanding emergency room is outside the city, at 401 North Live Oak Drive in Moncks Corner.
Now the homework: the mailing address and the city limits
In Goose Creek, the mailing address does not tell you whether a home is inside the city limits. Since the 2006 annexation, the homes and about 25 businesses at Carnes Crossroads, Roper's hospital among them, have been inside Goose Creek city limits with Summerville mailing addresses and the 29486 ZIP code. About 1,000 city residents are affected, and the Post and Courier has reported misdirected tax payments and confusion over voting precincts and city services as a result (Post and Courier). The fix is a bill in Congress, H.R. 3095, which would require the Postal Service to assign a unique ZIP code to a list of communities, with Goose Creek the only one in South Carolina. It passed the House 278 to 121 on July 21, 2025 (GovTrack, H.R. 3095). Its place in the Senate now is worth checking before you count on a new ZIP code.
The reverse is also true. Some Goose Creek addresses are outside the city, in unincorporated Berkeley County. Those homes get fire service from the South Berkeley Fire District, formed on October 1, 2025. That is when the Goose Creek Rural Fire Department, which had served the unincorporated areas since 1959, merged with the Pine Ridge department (Berkeley Observer, September 30, 2025). A home inside the city limits is served by the city fire department instead. On any address, please have the listing agent pull the Berkeley County parcel record, which shows the tax district, before you compare it with another home.
The lines a Goose Creek tax bill carries
Goose Creek is a Berkeley County city, and the tax bill on a Goose Creek home comes through Berkeley County. For the 2025 tax year, the City of Goose Creek levies 60 mills and Berkeley County's base levy is 46.5 mills. A mill is $1 of tax for every $1,000 of assessed value. A home you live in as your legal residence is assessed at 4% of its value. The legal-residence exemption also takes the school operating tax off your bill, which is the part of the school tax that pays for running the schools day to day. You still pay the part that pays down the school district's debt. Berkeley County's deadline to apply for the 4% rate on the 2025 bill was January 15, 2026, with online filing through the county portal (SC Association of Counties, 2025 Property Tax Rates by County, February 2026 revision).
Berkeley County also takes a local option sales tax credit off the bill. The county figures it by multiplying the home's appraised value by a published factor, and Goose Creek's 2025 factor is 0.001704, the highest among the county's larger municipalities. On a made-up $400,000 appraised value, that is $400,000 times 0.001704, or $681.60 off the bill. That example only shows how the factor works. It leaves out every other line on the bill. Berkeley County's Stormwater Utility Fee also appears on tax notices for developed property in the City of Goose Creek (Berkeley County, Stormwater Utility Fee). The county charges a fire fee by square footage as well. The county can tell you the single-family stormwater amount, and whether the fire fee applies inside the city, since the city runs its own fire department. A purchase resets the taxable value, and the South Carolina page explains why the second bill after closing is the one to look at.
The two water systems, and the one that serves the home
Goose Creek has two water systems. Goose Creek Public Works supplies about 9,300 residences with water drawn from Lake Moultrie and treated at Santee Cooper's plant. Charleston Water System supplies about 3,600 Goose Creek residences, mainly in The Oaks and parts of Crowfield, from the Bushy Park Reservoir, and it charges more. The city once offered $4 million to buy that territory against a $9 million asking price (Post and Courier, Berkeley Independent). Those counts may have changed since that report. The listing agent can tell you which utility bills the home. Sewer across the county, Goose Creek included, comes from Berkeley County Water & Sanitation, the same utility that built the Red Bank Road main (BCWS, New to the Area). On a new home, you will also want to ask the builder about tap or capacity fees, the one-time charges to connect the home to water and sewer.
The creek that named the city once supplied Charleston. Goose Creek water first entered Charleston's mains in the fall of 1904. Heavy rain washed out part of the dam in July 1916. The City of Charleston bought the reservoir the next year (Charleston Water System, The Search for a Suitable Water Supply). The Goose Creek Reservoir, on the Hanahan side, has not been a drinking-water source for decades (WCBD).
Flood
In February 2026 the city published a resilience plan on flooding and summer heat, with community projects such as a food forest. State law requires every city plan of that kind to include a resilience element. City officials said the city is prone to both hazards because of its nearness to the coast and decades of development (Live 5 News, February 26, 2026). After storms in late July 2023, the Boulder Bluff and Beverly Hills neighborhoods were waterlogged, and state, county and city crews worked on ditches and drainage there (Live 5 News, August 22, 2023). FEMA's Community Rating System gives some communities a discount on National Flood Insurance Program premiums, so please ask your insurance agent whether Goose Creek has one and what it is worth on the specific address. For a home in a Special Flood Hazard Area, the high-risk zone on FEMA's map, the lender requires flood insurance, and the premium is part of your monthly payment. South Carolina's seller disclosure asks about flood history, and the harbor's flood record is on the Charleston area page.
The way these facts reach your mortgage
Everything above that recurs lands in the monthly payment a lender qualifies you on: the county and city property tax, the school district's debt portion, the stormwater fee, flood insurance where it applies, and association dues. Crowfield has a homeowners association, and the place to get its dues, or any dues at Brickhope, Carnes Crossroads or Avalon Point, is the association's own resale package. The listing agent can get that for you before you settle on a payment. Because Goose Creek is in Berkeley County, one set of 2026 conforming and FHA loan limits applies, the same as the rest of the metro, and the box below this article shows them.
Pre-approval in South Carolina explains what the letter is based on and what it is worth when you make an offer. If you are also looking across the county line into Dorchester County, the Summerville page does this same homework for a town in three counties. Once you are ready, you can price a Goose Creek purchase, with no credit pull and no account, and choose a rate option. You can change that selection later if your plans shift, so pick the one that works best for you today.
Nothing on this page is a loan approval, a denial or a commitment to lend, and none of it is tax advice. The Berkeley County Assessor sets the classification and the value on a specific parcel, and the city decides whether a parcel is inside its limits, so please confirm both before you rely on them.
Common questions
Is Carnes Crossroads in Goose Creek or Summerville?
The homes and businesses on the 2,500 acres the city annexed in 2006 are inside Goose Creek city limits, and they carry Summerville mailing addresses with the 29486 ZIP code. Roper St. Francis Berkeley Hospital is one of them. A bill to give Goose Creek its own ZIP code passed the House 278 to 121 on July 21, 2025, and where it stands in the Senate now is worth checking. The Berkeley County parcel record shows the tax district for any Carnes Crossroads address.
Which county is Goose Creek in?
Berkeley County. Its tax bill, its 4% legal-residence application and its school district all come through Berkeley County. The 2026 conforming and FHA loan limits for Berkeley County are the same as the rest of the Charleston metro.
Where does Goose Creek's water come from?
From one of two utilities, depending on the address. Goose Creek Public Works draws from Lake Moultrie through Santee Cooper's treatment plant and serves most of the city. Charleston Water System serves about 3,600 residences, mainly in The Oaks and parts of Crowfield, from the Bushy Park Reservoir. Sewer comes from Berkeley County Water & Sanitation.
What is the Nuclear Power School in Goose Creek?
It is the Naval Nuclear Power Training Command, on the Weapons Station side of Joint Base Lindsey Graham. The move from Orlando ran from May 1998 to January 1999, and it has about 2,500 students and 500 staff. It trains officers and enlisted sailors in the science and engineering of naval reactor plants over about a year, with Power School as the second six months.
Is there a hospital in Goose Creek?
Yes. Roper St. Francis Berkeley Hospital at Carnes Crossroads opened in October 2019 and grew to 100 beds and 35 emergency bays in June 2026. Naval Health Clinic Charleston serves the base community, and Trident Health has a CareNow urgent care in the city. Trident's nearest freestanding emergency room is in Moncks Corner.
When is the Christmas in the Creek parade?
The 2026 parade is set for Saturday, December 12 at 9:30 in the morning, running about a mile down St. James Avenue to Marilyn Street. The city also lights a tree at the Marguerite H. Brown Municipal Center earlier in December.
