VA Loans in Beaufort, SC: When MCAS Beaufort Squadrons Deploy, PCS Orders, Your 4% Tax Rate, BAH and the Flood Zones

VA loans · Beaufort

VMFA-533, an F-35B squadron from Marine Corps Air Station Beaufort, landed at MCAS Iwakuni in Japan on September 5, 2026, its first Japan rotation flying the F-35B.

A VA loan buys a home in Beaufort with nothing down, and a deployment or a set of PCS orders does not undo it. VA's Lenders Handbook, Pamphlet 26-7, Chapter 3, says a service member deployed from a permanent duty station is in temporary duty status and still meets the occupancy requirement. I'm Jeff Moran, NMLS #483943, a mortgage broker licensed in South Carolina through C2 Financial Corporation, and I have been in the mortgage business since 1996. I work from Bluffton, and my page on Beaufort itself covers the city, its festivals and its tax and flood homework for any loan type. This page stays with what changes when the loan is a VA loan and the client serves at the air station, at Parris Island or at the Naval Hospital, or has retired nearby. I checked the sources below on November 2, 2026.

Deployment, orders and VA's occupancy rule in Beaufort

You certify at closing that you will live in the home, and VA's Handbook says "a reasonable time" to move in means within 60 days after the loan closes. A longer wait can be reasonable when you certify a specific date and a specific event, such as a return from a school or a deployment, makes that date possible. Occupancy by your spouse or dependent child satisfies the rule for an active-duty veteran who cannot move in personally. The same chapter says a single or married service member, while deployed from the permanent duty station, can meet the requirement whether or not a spouse is there to occupy the home.

A later move works differently. The Handbook's own example is a veteran living in a home bought with a VA loan who is transferred overseas and rents the home out. That veteran can still refinance with an Interest Rate Reduction Refinance Loan, VA's streamline refinance, on the strength of having lived there before. So a Marine who closes in Beaufort, lives in the home, and later gets orders has not broken anything by renting it out. The next two sections cover what that does to the tax bill and to your VA benefit.

Parris Island, the Naval Hospital and the VA clinic are in Port Royal

Marine Corps Recruit Depot Parris Island is inside the Town of Port Royal, which annexed the island, a separate town with its own tax bill. So is the 127-acre campus of Naval Hospital Beaufort, according to local reporting on the site's future. The new VA clinic is going up at 1844 Ribaut Road in Port Royal too, and the Post and Courier reported a schedule that has patients there in September 2028.

MCAS Beaufort covers about 6,900 acres, and Military OneSource puts the Laurel Bay family housing area four miles west of the air station's main gate. I did not find a source that says which municipality the air station or Laurel Bay falls in, so I will not guess at it. A mailing address that says Beaufort can be in the City of Beaufort, in Port Royal or in unincorporated Beaufort County. The town or fire district sets the tax bill that goes on VA's payment form, and I cover the difference below.

BAH against a Beaufort home payment

Your Basic Allowance for Housing follows your duty station, so a Marine assigned to MCAS Beaufort or Parris Island draws the rate for that duty station whether the home is on Lady's Island, in Burton or in Habersham. The Defense Travel Management Office says the amount is fixed regardless of where the member lives. That same page adds that BAH comes from rental housing cost data and should not be expected to cover the costs of owning.

The Defense Department's BAH calculator is the official source for your rate, so once I have your orders I run it for your rank and dependents and put that figure on the file. The table below uses an invented round figure to show the method. VA's Handbook says BAH counts as income when verified. It is tax-free, so the lender may gross it up to 125% for the debt-to-income ratio only.

Illustration: an invented BAH of $2,400 a month Monthly
BAH as paid $2,400.00
BAH counted at 125% in the debt-to-income ratio $3,000.00
BAH counted in VA's residual income test $2,400.00

Residual income is the money left each month after taxes, the housing payment and your debts, and VA holds a loan to a minimum. My article on VA residual income works it through. The Hilton Head-Bluffton area page covers the rest of the region. The Hardeeville VA page takes the same rules through a Jasper County commute.

Keeping the 4% tax rate when orders take you out of Beaufort County

South Carolina assesses the home you live in at 4% of its value, and other property at 6%. The state's property tax code has a section for active-duty members. A member with permanent change of station orders, or a temporary duty assignment of at least one year, keeps the 4% ratio and the exemptions that go with it after leaving, for as long as the member stays on active duty, even if the home is rented. The code accepts a copy of your orders as proof of your permanent duty station, and it names a current-year Leave and Earnings Statement among the papers. It does not protect a member who claims the 4% ratio on another South Carolina residence.

The Beaufort County Assessor takes the Legal Residence application, and the Assessor's forms page is where it starts. That page does not state a deadline, so please ask the Assessor for this year's date and for exactly what to attach.

The table uses the 2025 millage for the City of Beaufort from the South Carolina Association of Counties. A mill is one dollar of tax for every $1,000 of assessed value, and a 4% home is exempt from the school operating levy.

Illustration: a $400,000 market value, invented, inside the City of Beaufort Yearly tax
At 4%, assessed at $16,000, school operating levy exempt, 169.7 mills $2,715.20
At 6%, assessed at $24,000, school operating levy added, 295.8 mills $7,099.20
Difference, by my own arithmetic $4,384.00

Both lines leave out special levies, fees and credits. The assessor sets the actual value and the ratio. The county's millage and the home's tax district come from the parcel, and the City's City Limits map and the county parcel record show which side of the line it is on. Habersham is in unincorporated Beaufort County, as the area page explains, so a Habersham bill carries a fire district's levy where a downtown bill carries the City's.

Buying here, then buying again at your next station

Your VA entitlement is the amount VA will guarantee for you. The Handbook says that with full entitlement, VA guarantees 25% of a loan above $144,000, and VA sets no county loan limit for a veteran with full entitlement. The county limit comes back into play once part of your entitlement is tied up: the guaranty left for a new loan is 25% of the new county's single-unit conforming limit, less what is still in use. Beaufort County's 2026 limit is $832,750, and the box at the bottom of this page shows it. If you keep the Beaufort home and its VA loan after orders, the guaranty tied up in it stays tied up while you keep that loan, and what is left is figured against your next county's limit.

Illustration: a Marine buys at $400,000, keeps the home on orders, buys again Guaranty
25% of the $400,000 Beaufort loan, tied up while you keep it $100,000.00
25% of a $832,750 limit at the next station, assuming the same limit as Beaufort $208,187.50
Left for the second loan, by the Handbook's method $108,187.50
A second loan that guaranty covers at 25% $432,750.00

Above that loan size, a lender may ask for a down payment. The figures come from Chapter 3 of the Handbook, and the loan size and the next county's limit are invented. My article on keeping a first VA home covers the two routes in full.

The funding fee is the other thing that changes on the second use. VA's table, read November 2, 2026, charges a first purchase with less than 5% down 2.15% of the loan, and a later one with less than 5% down 3.3%. At 5% down or more it is 1.5%, and at 10% or more it is 1.25%, either time. The fee can be financed.

Funding fee on each $100,000 of loan First use After first use
Less than 5% down $2,150 $3,300
5% down or more $1,500 $1,500
10% down or more $1,250 $1,250

The fee is waived for a veteran who receives VA compensation for a service-connected disability, or who is eligible for it and draws retirement or active-duty pay instead. The funding fee explainer covers who else is exempt.

Flood zones, wind coverage and the VA payment form

VA's loan analysis form has a line for it. The Handbook's instructions for VA Form 26-6393 say to include the flood insurance premium for a property in a special flood hazard area, which is FEMA's high-risk zone. They also say to use the increased tax amount when taxes are expected to rise. So a Beaufort flood premium reduces the residual income on the form as well as raising the payment.

The City has studied its own tidal flooding. The City's Flood Vulnerability Assessment models nearly a third of The Point under water with 3 feet of sea-level rise. The Mossy Oaks neighborhood is in an 800-acre floodplain that got a drainage project of about $6 million, according to the SC Rural Infrastructure Authority. FEMA's Community Rating System list puts the City of Beaufort in Class 6, a 20% discount on a flood policy, and unincorporated Beaufort County in Class 5, 25%. Please ask me for the FEMA zone before you write an offer, and ask an insurance agent about wind. The state's coastal wind pool covers everything east of the west bank of the Intracoastal Waterway, as SC Code § 38-75-310 draws it. Downtown is on the west bank of the river and Lady's Island is on the east, so the address decides which side of that line a home is on.

Historic District homes and the VA appraisal

A VA purchase loan is capped at the lower of VA's reasonable value, the figure VA's appraiser sets, and the purchase price, plus the funding fee. If the price is above the reasonable value, you cover the difference in cash from your own funds. An older home in the 304-acre Historic District is appraised the same way as any other, and the appraiser's value is what the loan follows.

Renovation is a separate question. Additions, demolition, new construction and site work in the district need the City's Certificate of Appropriateness first, on the City's Historic District page, through staff review or the Historic District Review Board. If you plan work on a home there, please tell me before you make an offer, so we can plan the loan and the City's review together.

Retired and disabled veterans in Beaufort

A veteran retiring to Beaufort uses the same loan. A veteran who receives VA compensation for a service-connected disability pays no funding fee. The Beaufort County Auditor publishes a separate guide to property tax exemptions for 100% permanently and totally disabled veterans, and the Auditor's office is the one to ask what it covers for a specific home.

What to send me for a VA purchase in Beaufort

When you're ready, please send the following, and I'll take it from there.

  • Your Certificate of Eligibility, or the service record I can pull it with, which also shows any guaranty still tied up in an earlier VA loan.
  • Your most recent Leave and Earnings Statement, all pages, and your orders, with the date they start.
  • If you have a disability rating, a pending claim or a Purple Heart, the award letter or claim status, because it decides the funding fee.
  • The address or parcel number, so I can check the town or city, the tax district and the FEMA flood zone.
  • If the home is in the Historic District, a note about any work you plan.

Once you have an address in mind, I can run the full payment with that parcel's tax bill, a flood premium where the zone requires one and your allowance. You'll see pricing for your scenario, choose a rate option, which you can change later, and the application opens from there. You are also welcome to call me and talk through your orders and your timeline first. Nothing on this page is a loan approval, a denial or a commitment to lend, and it is not tax or legal advice. Pre-approval in South Carolina explains what you receive, and VA loans in South Carolina covers the benefit itself.

Common questions

Can I use a VA loan to buy a home in Beaufort, SC?

Yes. VA requires no down payment, sets no maximum loan with full entitlement, and counts your housing allowance as income when it is verified. A home in the City of Beaufort, on Lady's Island or in Burton works the same way, though each is taxed differently.

Does deployment affect a VA loan on my Beaufort home?

No. VA's Handbook says a service member deployed from a permanent duty station is in temporary duty status and meets the occupancy requirement. A spouse's occupancy also satisfies the rule when an active-duty veteran cannot move in personally.

Is Parris Island in Beaufort?

No. Marine Corps Recruit Depot Parris Island is in the Town of Port Royal, and so are Naval Hospital Beaufort and the new VA clinic. A home in the City of Beaufort and a home in Port Royal have different tax bills.

Can I keep the 4% property tax rate if I get PCS orders?

South Carolina's property tax code lets an active-duty member with permanent change of station orders keep the 4% ratio after leaving, for as long as the member stays on active duty, even if the home is rented. You apply through the Beaufort County Assessor with a copy of your orders, and the Assessor can tell you what else to attach.

Will my BAH change if I buy in Beaufort instead of Port Royal?

No. BAH is set by your duty station, your rank and your dependents, not by the address of the home you buy.

Do I need flood insurance on a VA loan in Beaufort?

A lender requires it for a home in FEMA's high-risk flood zone, and VA's loan analysis form includes the premium in your costs. I look up the FEMA zone for the address before we go further.
