Buying a Home in Alpharetta, GA: The Old Milton County Seat, Avalon, the North Point Arena Plan and What to Check on an Address
Just after 1 a.m., by a vote of four to three, the Alpharetta City Council rezoned North Point Mall around a 20,000-seat arena for a National Hockey League team the city does not have. It was the council's August 24, 2026 meeting, and the vote came after hours of public comment, as the AJC reported. The approval only holds if the NHL awards a franchise to play there. If no team comes by August 24, 2031, the zoning reverts.
That is a long way from how Alpharetta began, as a Methodist camp ground beside a spring. Alpharetta is a city of about 65,800 residents in north Fulton County along GA 400, and it is home to a historic downtown and City Center, the Avalon district, North Point and Wills Park. The population figure is the 2020 count from the Census Bureau.
I'm Jeff Moran, NMLS #483943, a mortgage broker licensed in Georgia through C2 Financial Corporation, and I have been in the mortgage business since 1996. My office is in Bluffton, South Carolina, so what I've written about Alpharetta comes from the public record, with the source named beside each fact that matters, checked on October 31, 2026. I start with the city's story and what is happening in it. After that come the city limits, the tax bill, the creek and the water, which I would look up with you on any address you are considering.
Alpharetta's history, from New Prospect Camp Ground to Fulton County
Before there was a town, there was New Prospect Camp Ground, a Methodist campground beside a natural spring where travelers stopped overnight from the 1830s on. The town was incorporated on December 11, 1858, and it became the seat of the new Milton County, according to the New Georgia Encyclopedia.
Milton County lasted until January 1, 1932, when the legislature merged it into Fulton County, as the encyclopedia's Milton County entry explains. Today's City Hall stands on the site of the old Milton County Courthouse, and the Alpharetta and Old Milton County History Museum is inside City Hall. That old county and the modern City of Milton next door are two different places, so a reference to Milton County in an old record means the county Alpharetta was once the seat of.
Nobody has settled where the name came from. A Georgia place-names author told Appen Media that the name has two possible origins. One joins the Greek letter "alpha" to "retta". The other traces it to Alfarata, a girl in a 19th-century song called "The Blue Juniata".
Alpharetta stayed small and rural into the 1980s, when Georgia 400 connected it to the rest of the metro. North Point Mall became a major economic center in the 1990s, and by 2002 the North Point area was a center for offices, shops, theaters and restaurants, the AJC wrote in 2025.
Downtown Alpharetta, City Center and the Roswell Street project
City Center opened in stages over the winter of 2014 into 2015, and Choate Construction, which built it, reported the opening in December 2014. It holds City Hall at 2 Park Plaza and a 25,000-square-foot Fulton County library built on land the city donated. The complex also takes in the Town Green and the 5-acre Brooke Street Park, whose arboretum and Veterans Memorial are behind City Hall along Haynes Bridge Road.
Downtown's next retail project, Alpharetta District Places, broke ground at a June 30 ceremony on 2.4 acres along Roswell Street between Old Milton Parkway and Marietta Street. The plan is four buildings with 34,000 square feet of shops and restaurants and nearly 100 parking spaces. Some spaces are as small as 400 square feet, for small businesses. The developers, Market District Development and McKibbon Places, told Appen Media they expected tenants to move in by mid-2027.
New homes downtown are coming in small numbers. Trilogy Investment bought 2.2 acres near downtown for Uptown Rowe, a group of 16 townhomes with move-ins expected in the fourth quarter of 2026, Atlanta Agent Magazine reported.
Avalon, Encore Park and the amphitheatre
Avalon opened in October 2014 on 86 acres at GA 400, Old Milton Parkway and Westside Parkway. North American Properties built it, starting with a $300 million first phase, and its apartments opened that November. The second phase, Boulevard East, followed in April 2017. The 330-room Hotel at Avalon and its conference center are a joint venture that includes the City of Alpharetta itself, according to the Urban Land Institute's case study.
At Encore Park, the Ameris Bank Amphitheatre opened in 2008 as the Verizon Wireless Amphitheatre and took the bank's name in December 2018, Patch reported.
Taste of Alpharetta, Brew Moon Fest and the Saturday farmers market
The 34th Taste of Alpharetta ran downtown on Thursday, May 14, 2026, from 5 to 10 p.m., and Brew Moon Fest followed on Saturday, June 6. In the fall, the Scarecrow Harvest fills downtown with more than 100 scarecrows made by local groups and families, as the city's visitors bureau describes it.
On Saturday mornings in season, the Alpharetta Farmers Market runs from 8:30 a.m. to 12:30 p.m. on the City Center Town Green. It moved there in April 2026 from Old Canton Street to make way for crews building a boutique hotel, the AJC reported. Listings disagree on this year's opening and closing dates, so I would check the visitors bureau's calendar.
Wills Park, the Big Creek Greenway and the Alpha Loop
Wills Park, at 11925 Wills Road near downtown, is the city's largest park, and it has horses. The Wills Park Equestrian Center has been running since the early 1970s, with a covered arena, four outdoor rings and nearly 30 stalls. The city and the Wills Park Equestrian Foundation broke ground on the first phase of a $10 million rebuild that adds a new competition ring, barns and shaded seating, Patch reported. The park's arboretum dates to 2008.
The Big Creek Greenway is a paved path along Big Creek. In Alpharetta it runs north from Big Creek Park near Mansell Road toward Marconi Drive off Windward Parkway, with a trailhead at 3100 Kimball Bridge Road. The full greenway continues north toward Forsyth County in three separate sections, with a gap of a couple of miles in northeast Alpharetta, TrailLink notes.
The city is also building the Alpha Loop, a trail ring around its centers, and it has planned a connection from the Loop to the Big Creek Greenway. At its August 17, 2026 meeting the council approved a design-build contract of about $15.9 million for a section of roughly a mile, from Encore Parkway to Morrison Lake at Haynes Bridge Road, Appen Media reported. Construction is expected to take about 18.5 months once it starts, and I did not find a start date.
The North Point Mall plan and its 2031 deadline
New York Life owns North Point Mall and chose Jamestown to run it, and the plan the council approved in August is Jamestown's. It covers nearly 100 acres in three phases. Along with the arena, it calls for nearly 1,400 apartments, all of them rentals, and 907,000 square feet of shops and restaurants, compared with about 1.3 million in the mall today. A 2022 plan from a different developer was turned down, and Atlanta News First reported that real demolition is likely a year or more away. Near North Point, the future of the mall site depends on a league decision that has not been made.
In July 2023 the council voted 6 to 1 to rezone 8.6 acres in the North Point area for 85 for-sale townhomes by The Providence Group, Appen Media reported.
GA 400 express lanes and bus rapid transit in Alpharetta
Construction of the SR 400 Express Lanes started in April 2026, and the Atlanta area guide covers the full project. Inside Alpharetta, the northbound flex lane, a shoulder that used to open to traffic at busy times, closed for good from just south of the Webb Bridge Road overpass to Exit 11 at Windward Parkway. Four northbound lanes stay open during construction, WSB-TV reported, and GDOT says the express lanes open to traffic in 2031.
The city and GDOT disagreed over where Alpharetta's express-lane ramp should go. GDOT preferred a spot near Webb Bridge Road, the city wanted one near North Point, and I did not find a final decision. The city also proposed a dedicated flyover just south of the Old Milton Parkway interchange for MARTA's planned bus rapid transit. That line would run from the Windward Parkway Park and Ride to North Springs station in Sandy Springs, with a stop at North Point, according to MARTA's GA 400 corridor page.
Just past the city's north end, a new GA 400 interchange at McGinnis Ferry Road, Exit 11A, opened in 2026 after five years of work. The City of Milton announced it on June 26. It is Milton's project, near Milton's Deerfield area at the Forsyth line.
Schools, hospitals and employers in Alpharetta
Alpharetta's public schools are part of Fulton County Schools, and Alpharetta High School is at 3595 Webb Bridge Road. The last North Fulton redistricting was in fall 2022, according to the district's redistricting page. I did not find a 2026 boundary change or new school construction in Alpharetta. The district's current attendance map is where you confirm which schools serve a particular address.
I could not find a full-service hospital inside the city. Northside's Alpharetta Medical Campus, at 3400 Old Milton Parkway, offers outpatient and specialty care, and Northside sends emergencies to its Atlanta or Forsyth hospitals. Wellstar's Avalon Health Park opened in phases with urgent care, imaging, a lab, primary care and specialists, and it tells patients to call 911 or go to an emergency room in an emergency. The nearest Wellstar hospital is Wellstar North Fulton Hospital in Roswell.
Tech Alpharetta, an organization the City set up in 2012, calls Alpharetta the Technology City of the South and counts nearly 700 technology companies in the city, by its own count. Kloeckner Metals lists its corporate headquarters at 1105 Lakewood Parkway in Alpharetta on its own site.
An Alpharetta mailing address and the city limits
An Alpharetta address on the envelope does not tell you the home is inside the City of Alpharetta. The City of Roswell has said that parts of Roswell use Alpharetta mailing addresses in the 30009 and 30022 ZIP codes, Patch reported. After the Postal Service split 30004, 286 Milton addresses around Bethany Road moved into 30009, according to Appen Media. Halcyon, the development just north of the city, has an Alpharetta mailing address and is in Forsyth County, outside the city limits.
The Fulton County assessor's record shows which city taxes a property, and that is the record I go by. Only a home inside Alpharetta's city limits gets the city's own tax bill and its homestead exemptions, which come next.
The city is in Fulton County and borders unincorporated Forsyth County. The conforming and FHA loan limits are the same in both counties, so crossing that line does not change the limits your loan is measured against.
Alpharetta's city property tax and homestead exemption
Inside the city limits, Alpharetta sends its own property tax bill, separate from Fulton County's. The city rate has been 5.75 mills since 2009, and the budget the council backed on first reading in June kept it there, Appen Media reported. A mill is one dollar of tax for every $1,000 of assessed value, and Georgia assesses a home at 40% of its fair market value. The city says current-year city taxes are due December 1.
The city's basic homestead exemption takes $45,000 off the assessed value for city taxes, though it does not apply to the small part of the rate that pays the city's bond debt. The city also has its own floating homestead exemption. It holds the yearly growth in a homesteaded home's taxable value to 3% or the rate of inflation, whichever is lower, and it applies automatically. There are senior exemptions at 65 and at 70, and the one at 70 has income limits.
Filing your homestead exemption with Fulton County also files the city's basic exemption, and you need to own and live in the home on January 1 of the tax year. I explain that filing in do I have to apply for the Georgia homestead exemption myself. The senior exemptions are filed separately with the City Finance Department.
Georgia's HB 581 created a statewide floating exemption that local governments could opt out of. Alpharetta did not opt out, because it already had a cap of its own, Appen Media reported. The county and the school district made their own choices for their parts of the bill, and this post on the HB 581 cap shows how to check each line.
This year the city and county bills are due at different times. Fulton County's list of this year's property values was not approved in time, so a judge let the county send temporary bills at 2025 rates, due October 15. Alpharetta was left out of that order because it bills its own city taxes, CBS News Atlanta reported. On the county side, Fulton held its general fund rate at 8.87 mills on October 7. Fulton County Schools proposed 18.08 mills, up from 17.08, and I had not seen the board's final vote when I checked.
Big Creek and the flood map in Alpharetta
Alpharetta's stretch of the Big Creek Greenway follows the creek, and the path closes when the creek rises. The National Weather Service issued Big Creek flood warnings near Alpharetta in February, May and late July 2026, and Patch carried the warnings for Fulton and Forsyth. The July warnings said parts of the greenway near Alpharetta could close under water.
The USGS has published flood-inundation maps for a 12.4-mile reach of Big Creek, from the McGinnis Ferry Road bridge down to where Hog Wallow Creek joins it, built with the cities of Alpharetta and Roswell. For a specific home, FEMA's Flood Map Service Center shows whether the address is in a mapped high-risk zone. If it is, the lender requires flood insurance, and that premium goes into the monthly payment.
Water and sewer in Alpharetta come from Fulton County
The City of Alpharetta does not run water or sewer service. Fulton County Public Works does, through its North Fulton system, so you open the account with the county, as Fulton County's water service page explains. The county's Customer Service Center at 11575 Maxwell Road in Alpharetta has a walk-in window and a payment kiosk.
Alpharetta's city and county taxes in your mortgage payment
For a home inside the city, I include both bills in the payment estimate: Fulton County's, which carries the county and school taxes, and the city's own 5.75-mill bill. I figure each one with the exemptions you will have once you file, including the city's $45,000 basic exemption and its 3%-or-inflation cap. If your taxes are paid through an escrow account, the monthly set-aside the lender uses to pay taxes and insurance, both bills come out of it. Both belong in the payment a lender qualifies you on.
Georgia's transfer tax and intangible recording tax work the same way here as anywhere in the state, and the Georgia page covers both. Georgia closings are handled by an attorney, and what the closing attorney does walks through that part. The loan-limits box below this article shows the Fulton County limits.
Pre-approval in Georgia covers what the letter is based on. Once you're ready, you can run your numbers for an Alpharetta purchase and choose a rate option. Your selection can change as we go, and the application opens from there. If you would rather talk it through with me first, I'm happy to walk through it with you.
Nothing here is a loan approval, a denial or a commitment to lend, and it is not tax advice. The value and exemptions for a specific property are set by Fulton County's assessor and tax commissioner and by the City of Alpharetta, so please confirm them with those offices.
Common questions
Is every Alpharetta mailing address inside the City of Alpharetta?
No. Some Alpharetta ZIP codes reach into Roswell, Milton and unincorporated land, and Halcyon has an Alpharetta mailing address and is in Forsyth County. The Fulton County assessor's record for the property shows which city taxes it.
Does Alpharetta send its own property tax bill?
Yes. A home inside the city limits gets a city bill from Alpharetta, due December 1, and a separate bill from Fulton County for the county and school taxes. The city's rate has been unchanged since 2009.
Does Alpharetta cap how fast my taxable value can rise?
Yes, for the city's part of the bill. Alpharetta has its own floating homestead exemption that holds yearly growth in a homesteaded home's taxable value to 3% or the rate of inflation, whichever is lower. It did not opt out of the statewide HB 581 cap. The county and school lines follow their own decisions.
Is an NHL team coming to Alpharetta?
No team has been awarded. The council rezoned North Point Mall around a 20,000-seat arena in August 2026, and that zoning reverts on August 24, 2031 if the NHL has not awarded a franchise by then.
Where is the nearest hospital to Alpharetta?
I could not find a full-service hospital inside the city. Northside's Alpharetta Medical Campus offers outpatient and specialty care, and the nearest Wellstar hospital is Wellstar North Fulton Hospital in Roswell.

“Jeff is someone you can really trust and feel comfortable working with. He is always easy to talk to, super helpful, and if you have questions he will take his time and explain everything to you. You can tell he really cares about people and not just about doing business. I would definitely recommend Jeff to anyone looking for a broker they can trust.”
