Bluffton, SC, for a Home Buyer: the River Town That Stayed One Square Mile Until 1987, and What to Check Before You Buy

At 63 Wharf Street, the Bluffton Oyster Company still shucks by hand, on ground built up from more than a hundred years of discarded shells. The company's own site says it "remains the last hand-shucking house in the state of South Carolina." A short walk away is the public dock on the May River. The Town's About Bluffton page says, "What is now known as the Calhoun Street Dock was once a rest stop for boat travelers between Savannah, Beaufort and Charleston." You can stand on that dock today, in a town of about 36,800, and watch the oyster boats come in.
If you are buying in Bluffton, the first thing to find out is whether the home is inside the Town limits or out in unincorporated Beaufort County, because that changes how much property tax you pay. The flood zone on the parcel is a separate check, and it decides whether a lender requires flood insurance at all. I'm Jeff Moran, NMLS #483943, a mortgage broker licensed in South Carolina through C2 Financial Corporation, in the business since 1996, and I work from Bluffton. The Hilton Head-Bluffton area page covers the whole region, and this page is about Bluffton alone. The river and Old Town come first, then the growth, the communities, the builders, the schools and the commute. The checklist for a specific Bluffton address is at the end, with what each item does to a mortgage. Each fact links to its source, and I checked them all on October 7, 2026.
Bluffton history: Kirk's Bluff, the Heyward House and the 1863 fire
The Town's history page says planter families came up the May River in the early 1800s and built summer homes on the bluff to escape the hot, unhealthy conditions of the rice and cotton plantations. The place started out as Kirk's Bluff and took the name Bluffton in the early 1840s, after a compromise between the Kirk and Pope families, according to the historical marker for the Town. A state marker dates the settlement to 1825 and the incorporation to 1852.
Early on June 4, 1863, about 1,000 Federal troops landed at Hunting Island Plantation and marched on the town. The state marker on Boundary Street records that they burned about 40 homes and outbuildings, roughly two-thirds of the village. A handful of homes and two churches survived; the markers and the Town's plan give different counts. One church is the Church of the Cross on Calhoun Street, a carpenter's gothic building of unfinished cypress completed in 1857 to Edward Brickell White's design, according to its National Register nomination. The other is Campbell Chapel AME on Boundary Street, built in 1853 by enslaved people.
The Heyward House at 70 Boundary Street came through the fire too. The Historic Bluffton Foundation dates it to about 1841, built as a planter's summer home by enslaved West Africans, and the site keeps its original slave cabin. This year the Foundation announced in June that it would sell the home to fund its mission, and then its September update reversed that decision and said it would not sell. It stays a museum.
Down at Bridge and Wharf streets is the Garvin-Garvey House, built about 1870 by Cyrus Garvin, who had been enslaved. The state marker calls it what is believed to be the oldest dwelling built by freedpeople in Bluffton. In June 2023 the National Park Service added it, along with Campbell Chapel, to the Reconstruction Era National Historic Network. Old Town has been a National Register Historic District since June 21, 1996.
The May River, the oysters and the new sewer line in Alljoy
The Town calls the river Bluffton's heart. Its About Bluffton page says, "Tourists and residents come to Bluffton to see oystermen harvest May River oysters the old-fashioned way, using their hands, gloves and small boats called bateaus."
The river is also watched closely. It carries an Outstanding Resource Waters designation from the state. Rising bacteria counts in the headwaters closed part of it to shellfish harvest around 2009 to 2010. The Town adopted a Watershed Action Plan in 2011 and updated it in February 2021, with the stated aim of reopening every shellfish station, according to the Town's May River Watershed Action Plan page. The work continues. On July 22, 2026, the Beaufort-Jasper Water & Sewer Authority, the Town and Beaufort County broke ground on a sewer line for Alljoy, and WTOC reported that its first phase connects about 100 homes now on septic.
The size of Bluffton: one square mile until 1987, about 52 to 54 square miles today
The Town's comprehensive plan says Bluffton "remained a small town of one-square mile until 1987." Most of the land inside today's limits belonged to International Paper, formerly Union Camp, which cut timber here until the late 1990s. The sale of that timberland set off the annexations, starting with Palmetto Bluff and then Buckwalter and the Jones Estate along the New River.
The plan's People chapter puts the result at 54 square miles. By my own measure of the county's municipal boundary map, the Town is about 52.4 square miles in 34 separate pieces, so I write it as about 52 to 54 square miles. Annexed tracts and unincorporated pockets are right next to each other, and the street name does not tell you which one you are on.
The population has climbed the same way. The Town's plan counts 738 people in the 1990 Census and 27,716 in the 2020 Census, and the Census Bureau's July 1, 2025 estimate is 36,807.
The build-out is now in sight. Kevin Icard, the Town's Director of Growth Management, told WTOC in August, "We're at about 80% developed residential uses in the town." A month later, a September 24 release said Tri Pointe Homes had bought 60.4 acres for the final 76 homesites in New Riverside, with sales projected for 2028. Its division president called it "one of the last new home opportunities in Bluffton." The town that grew fifty-fold in 35 years is close to the end of its empty land. So most of the homes you will look at in Bluffton are resale, and the new-home choices come down to the three communities below.
Old Town today: the Welcome Center, the farmers market and the festival
The Town opened its own Welcome Center on February 3, 2025, in the Squire Pope Carriage House at 111 Calhoun Street, a building of about 1850 that came through the 1863 fire.
The Farmers Market of Bluffton's history page says it began as a volunteer effort at the oyster park in 2008. It now sets up at Martin Family Park, 68 Boundary Street, on Thursday afternoons all year, and the hours shift by season, so please check the market's site for the week. The festival's own site lists this year's Historic Bluffton Arts & Seafood Festival as October 9 through 18, 2026, its 22nd year, ending with the Street Fest on Saturday and Sunday, October 17 and 18.
Buckwalter, New Riverside and the two hospitals going up
Most of the newer homes are along Buckwalter Parkway and Bluffton Parkway and out SC-46 toward New Riverside, and that is where the next hospitals are being built. Beaufort Memorial's Bluffton Community Hospital at 10 Innovation Drive, by the Buckwalter Place plaza, topped off on December 4, 2025. The hospital's page says the building is expected to open in early 2027. Novant Health's planned Bluffton Medical Center, 50 beds at $320 million near Lake Point Drive and Buckwalter Parkway, is expected to break ground in early 2027 and open around 2029, WTOC reports.
Beaufort County's one-cent transportation sales tax on the November 3, 2026 ballot lists SC-46 from the SC-170 roundabout to the Jasper line at $44.2 million and Buckwalter Parkway from US-278 to SC-46 at $10.1 million.
Bluffton's communities, and which ones are inside the Town limits
A Bluffton mailing address reaches well past the Town. By my own count of FEMA's flood policy data, more policies with a Bluffton ZIP code are in unincorporated Beaufort County than inside the Town, and the 29909 ZIP reaches into Jasper County and the City of Hardeeville. I ran each subdivision's outline against the county's municipal boundary and school zone maps, and the table is what came back. A large community can touch more than one zone, so the zone for a specific home depends on the address. The table is in no particular order.
| Community | Inside the Town? | Elementary zone(s) today | Middle school | High school |
|---|---|---|---|---|
| Palmetto Bluff | Yes | Bluffton, Pritchardville | H.E. McCracken | May River |
| Hampton Lake | Yes | Bluffton, Pritchardville, River Ridge Academy | McCracken, River Ridge | May River |
| Hampton Hall | Yes | Bluffton, River Ridge | McCracken | Bluffton, May River |
| The Farm at Buckwalter | Yes | Bluffton | McCracken | Bluffton, May River |
| Rose Dhu Creek | Yes | Bluffton | McCracken | Bluffton, May River |
| Baynard Park | Yes | River Ridge Academy | River Ridge | May River |
| Seagrass Station | Yes | Bluffton, River Ridge | McCracken, River Ridge | Bluffton, May River |
| New Riverside (The Haven, Heritage, Alston Park, Midpoint, The Lakes, New Riverside Village) | Yes | Pritchardville and/or Bluffton | McCracken | May River (some Bluffton) |
| Four Seasons at Carolina Oaks | Yes | Pritchardville | McCracken | May River |
| Westbury Park | Split, about a quarter inside | Bluffton, Okatie | McCracken | Bluffton |
| Belfair | No (about 5% inside) | Okatie, Red Cedar | Bluffton, McCracken | Bluffton, May River |
| The Crescent | No | Okatie, Red Cedar | Bluffton | Bluffton, May River |
| Berkeley Hall | No | Okatie | Bluffton | May River |
| Colleton River | No | M.C. Riley, Red Cedar | Bluffton | Bluffton |
| Rose Hill | No | Bluffton, Okatie, River Ridge | Bluffton, McCracken | Bluffton, May River |
| Eagle's Pointe | No | Okatie | Bluffton | May River |
| Sun City Hilton Head (Beaufort side) | No | Okatie, River Ridge | Bluffton, River Ridge | May River |
| Moss Creek (Hilton Head mailing address) | No | M.C. Riley, Red Cedar | Bluffton | Bluffton |
Palmetto Bluff, the first and largest of the annexations, sells through its own real estate company and publishes no prices. Belfair, Berkeley Hall and Colleton River are gated golf communities on the unincorporated side, with a club membership that comes with the property. Hampton Hall has a staffed gate, and a social membership is listed as a standard buyer fee. Hampton Lake and Rose Dhu Creek are gated with no golf. The one-time club and transfer charges those communities collect at closing run from five to six figures, and they come out of your cash to close.
Bluffton home prices, from the latest REALTORS report
The Hilton Head Area REALTORS report for 29910 and 29909 is the monthly report for the two Bluffton ZIP codes, and August 2026 is the latest. The median sale price in August was $531,225, down 9.9% from August 2025, while the year-to-date median was $540,000, up 0.2%. Closed sales for the year through August were 1,621, up 7.1%, and inventory stood at 695 homes, down 17.4%. The year-to-date days on market rose from 80 to 136.
New-construction builders in Bluffton, and how much land is left
Bluffton is mostly a resale market now. The Census Bureau's 2024 permit count shows 331 single-family permits issued by the Town, and its 2025 estimate is about 506, with the Town reporting 395 in seven months. That compares with 1,621 closed sales in the two Bluffton ZIP codes in the first eight months of 2026 alone. Two builders had three active communities inside the Town when I read their pages on October 7, 2026. Offers change by the week, so please read these as the shape of what was on offer rather than a quote.
Pulte sells at Midpoint at New Riverside, 107 Midpoint Boulevard, with collections starting at $477,990 and $560,990. Its financing offer, described on Pulte's Midpoint page, is a builder forward commitment, a block of rate the builder bought ahead of time, through Pulte Mortgage. It covers conventional and FHA loans and a 7/6 ARM, which is fixed for seven years and then adjusts every six months. You are not required to use Pulte Mortgage to buy the home, but the rate offer requires it, and the loan had to lock and close by October 31, 2026.
K. Hovnanian sells at The Lakes at New Riverside from the upper $300s, and at Four Seasons at Carolina Oaks, an age-restricted 55+ community inside the Town, from the upper $400s. K. Hovnanian's Four Seasons page listed incentives of up to $90,000, reduced by 5% of the purchase price ($25,000 on a $500,000 home) if the client does not use its lender or pay cash. It notes that seller contribution limits may affect maximum financing.
An incentive tied to the builder's lender is worth what it saves you against the pricing you could get elsewhere. The agency rules also cap how much a seller can pay toward your costs, so a $90,000 figure is not $90,000 off your loan. Please send me the builder's incentive sheet before you sign, and I will show you both loans side by side with the dollars in each.
Bluffton schools by attendance zone, and the boundary change still coming
The Beaufort County School District serves all of Bluffton. According to the district's attendance zone page, the schools with Bluffton attendance zones are Bluffton, Pritchardville, Red Cedar, Okatie and M.C. Riley elementaries, Bluffton and H.E. McCracken middle schools, Bluffton High and May River High, and River Ridge Academy, a K-8.
May River Elementary is under construction on the May River High campus in New Riverside, 800 seats, opening for 2027-28. WTOC's story on the new school says Pritchardville Elementary was at 141% of capacity when ground broke in October 2025. A new school means new lines. District staff presented rezoning options for the Bluffton area to the board's Operations Committee in April, with a decision expected this fall, and I found no board vote as of October 7. The district's boundary lookup gives the zone for an address today. If a school is part of your decision, please ask the district which zone the address will be in for 2027-28 rather than relying on the listing, because today's lines are the ones that will move.
The commute from Bluffton, and the bases
I routed these on OpenStreetMap on October 7, 2026, from Town Hall and without traffic. The Hilton Head bridges are about 6 miles away and Hilton Head Island Airport about 12. Downtown Savannah is about 22 miles, Savannah/Hilton Head International Airport about 27, and downtown Beaufort about 28. US-278 toward the bridges backs up in season.
MCAS Beaufort, Parris Island and Naval Hospital Beaufort are each about 25 to 30 miles from Bluffton, roughly 35 to 40 minutes without traffic. Your housing allowance follows the duty station rather than the home, as the Defense Travel Management Office explains. VA loans in South Carolina covers entitlement, the funding fee and what the attorney closing changes here.
Before you buy a Bluffton home: the checklist I run on any address
I work through these items on any specific Bluffton address, and each one changes something in the loan.
Look up the parcel record and its tax district. Beaufort County's property search shows the tax district for every parcel, and that field settles whether the Town's levy is on the bill. For the 2026 tax year, the County Auditor's millage page puts districts 610, 613 and 614 inside the Town. They carry 284 mills on property assessed at 6% and 157.9 mills at the owner-occupied 4% rate; a mill is one dollar of tax for every $1,000 of assessed value. District 600, Bluffton outside the Town, carries the same county, school and Bluffton fire lines without the Town's 36 mills: 248 and 121.9. On the August median price, the difference comes to the estimate below, before the local option sales tax credit and the flat charges:
| $531,225 home, 4% owner-occupied | Assessed value | Mills | Estimated tax |
|---|---|---|---|
| Inside the Town (district 610) | $21,249 | 157.9 | $3,355 a year |
| Unincorporated Bluffton (district 600) | $21,249 | 121.9 | $2,590 a year |
| Difference, the Town's line | 36.0 | $765 a year |
On a second home or an investment property, assessed at 6%, the same home runs about $9,052 inside the Town and $7,905 outside it. South Carolina resets a home's taxable value to the purchase price, and the reset shows up on your second bill. The Bluffton property tax page walks through the reset, the 4% application and what it does to an escrow account. I run your payment from the parcel's actual tax district rather than the tax line on the listing.
Check the flood zone. The lender orders a flood determination on every loan, and it requires flood insurance only if the building is in FEMA's high-risk zone. By my own count of FEMA's policy data, only about 2.4% of the single-family homes with a flood policy inside the Town that took effect in 2025 were in a high-risk zone. FEMA's Community Status Book shows no Community Rating System class for the Town of Bluffton and Class 5 for unincorporated Beaufort County. Under FEMA's Community Rating System, Class 5 takes 25% off the premium portion of every National Flood Insurance Program policy written there, high-risk zone or not.
By the same count, policies on single-family homes with a Bluffton ZIP that took effect in 2025 had a median cost of about $650 a year. The ones rated in the AE zone, FEMA's high-risk zone along the river and marsh, inside the Town ran a median of about $1,380. Please ask the seller for any elevation certificate they hold, a surveyor's form showing the home's height against the flood level, and I put the quoted premium inside the payment we qualify you on.
Get the association's resale package. On a club community, the dues and the one-time charge at closing are two different numbers. Only the dues go into the monthly payment; the one-time fee is cash you bring to closing on top of the down payment. Colleton River's own site puts its capital contribution at $165,000, and a realtor fee guide lists Hampton Lake's community enhancement fee as $15,000 or 3% of the price, so the figure is worth confirming on the address you are considering. When you are ready, please request the complete resale package from the association, all pages, including the current dues, any assessment and the transfer or capital contribution figure. I will put the dues into the payment and the one-time fee into your cash to close.
Ask about water, sewer and septic. The Beaufort-Jasper Water & Sewer Authority serves Bluffton for water and sewer. Older homes in Alljoy and parts of Old Town may still be on septic until the new line reaches them, and a private system brings appraisal and program rules of its own. BJWSA's capacity fees come to about $15,973 on a lot or custom build unless the developer already paid them, according to its residential customer fees page.
Ask about wind coverage and the homeowners policy. State law gives South Carolina's wind and hail association a coastal area that, in Beaufort County, lies east of the Intracoastal Waterway. Mainland Bluffton is west of that line, so most Bluffton homes are written by private carriers. Please ask your agent whether the association is available for your address anyway, and please get the homeowners quote early, because it is part of the payment.
Ask about fees on a new home, and about renting it out. A development-agreement area is a tract annexed under a contract with the Town. A new home in one, such as New Riverside, Hampton Lake or Baynard Park, pays a $900 municipal improvement fee and a $25 boat-ramp fee to the Town, according to the Town's fee schedule. Those come on top of the county's own impact fees. A builder normally carries these in the price, so please ask which are already in it.
If you plan to rent the home out short term, the Town requires a permit at $325 a year on the same fee schedule, and the Town's short-term rental page says the permit does not transfer to a new owner. The way you intend to use the home changes how the loan is written, so please tell me that at the start.
Your mortgage on a Bluffton home
The whole Town is in Beaufort County, so the conforming and FHA loan limits in the box below apply to every Bluffton address inside the Town and in the unincorporated communities on the Beaufort side. If you own a business here, the self-employed page explains how your complete income tax returns get read.
Once you have an address in mind, I can run the payment with that parcel's tax district, the quoted insurance and that community's dues in it. Getting pre-approved in South Carolina explains what I'll ask you for and what you get back. You'll see pricing for your scenario, choose a rate option, which you can change later, and the application opens from there. If you would rather talk it through first, you can call me, and we can go over the address and the numbers before you do anything else.
Nothing here is a loan approval, a denial or a commitment to lend, and it is not tax advice. The Beaufort County assessor sets the value used for a specific property and decides whether it gets the 4% rate. The parcel record is what says whether the home is inside the Town of Bluffton, so please confirm all three before you rely on any of them.
Common questions
Is Bluffton, SC in Beaufort County?
Yes. The whole Town of Bluffton is in Beaufort County, and so are the unincorporated communities with a Bluffton address such as Belfair, Berkeley Hall, Colleton River and Rose Hill. The 29909 ZIP code reaches across the line into Jasper County and the City of Hardeeville, which is where Sun City's western neighborhoods are.
Bluffton or Hilton Head Island: how do they differ for a home purchase?
Bluffton is the mainland town across the bridges, with no town transfer fee and no flood discount inside the Town limits. The August 2026 median sale price for its two ZIP codes is in the home prices section above. Hilton Head Island has a transfer fee on purchases, a Class 5 flood discount and one road on. The island page covers the rest.
Is Bluffton, SC in a flood zone?
Parts of it are, mostly along the May River and the marsh. Among single-family flood policies inside the Town that took effect in 2025, about 2.4% of the homes were in FEMA's high-risk zone by my count of FEMA's data. The zone on a specific parcel decides whether a lender requires flood insurance, and unincorporated Beaufort County gets a 25% discount that the Town does not.
How much are HOA fees and initiation fees in Bluffton communities?
Dues run from a few hundred dollars a year in some neighborhoods to five figures a year in the club communities. The club communities add a one-time fee at closing that runs from tens of thousands of dollars to well into six figures in the sources read in 2026.
Is Bluffton a town or a series of golf communities?
It is both. Old Town, the original square mile on the May River, holds a National Register district with its own galleries, market and festival, and the Town limits now cover about 52 to 54 square miles of planned communities around it. Several gated golf communities with a Bluffton address, Belfair and Colleton River among them, are outside the Town in unincorporated Beaufort County.
How much are property taxes in Bluffton, SC?
For the 2026 tax year, an owner-occupied home inside the Town is taxed at 157.9 mills on 4% of its value, and one in unincorporated Bluffton at 121.9 mills. On the same home, that is about 30 percent more tax a year inside the Town than outside it, before credits and flat fees. A purchase resets the taxable value, and the Bluffton property tax page explains how.
