VA Loans in Bluffton, SC: the Drive to MCAS Beaufort and Parris Island, Your BAH and VA's Rules on a New Home
VA loans · Bluffton
On July 2, 2026, WTOC reported that Bluffton had opened its Fourth of July weekend with a flag ceremony at Veterans Memorial Park, part of Buckwalter Place Park. Councilman Dan Wood said his father, who served in World War II, is recognized at the park, and the Sons of the American Revolution presented the Town a certificate for the way it displays the flag.
A VA loan buys a home in Bluffton with nothing down for a service member who drives to MCAS Beaufort or Parris Island, and it works on a new home from a builder or a resale. I'm Jeff Moran, NMLS #483943, a mortgage broker licensed in South Carolina through C2 Financial Corporation, and I have been in the mortgage business since 1996. I work from Bluffton. My page on Bluffton covers the river, Old Town and the communities, and this page covers what changes when the loan is a VA loan. I checked the sources below on November 2, 2026.
The drive from Bluffton to MCAS Beaufort and Parris Island
A service member assigned to either base can live in Bluffton and drive in. By my own routing on OpenStreetMap data, run on October 7, 2026 with no traffic, the gate at MCAS Beaufort is about 30 miles and 40 minutes from Town Hall in Old Town. The Parris Island gate is about 29 miles and 41 minutes, and Naval Hospital Beaufort is about 28 miles and 38 minutes. From Buckwalter Place Boulevard in the western part of town, the same three trips run about 23 to 25 miles and 32 to 35 minutes. VA wants you living in the home, and the drive from Bluffton is part of that conversation. You have a reasonable time to move in, which VA's Lenders Handbook puts at within 60 days after closing. The same chapter says that living in the home "as the Veteran's home" implies the home is within reasonable proximity of your place of employment. It puts no mileage on that phrase, so I read your orders and the address together.
If you are deploying, a service member deployed from the permanent duty station is in temporary duty status under that chapter and still meets the occupancy requirement. If you are on active duty and cannot move in yourself, a spouse or dependent child living in the home satisfies the rule for you.
The drive costs money, and VA counts it. The Handbook's credit underwriting chapter lists "significant commuting costs" among the job-related expenses taken out of income. A 25-to-30-mile trip each way is something I ask you about, and my article on VA residual income shows where it lands on the form.
Your housing allowance follows the base
Basic Allowance for Housing, BAH, is the monthly housing pay a service member receives when the government does not provide quarters. The Defense Travel Management Office says that once the duty station is known, "the BAH compensation is fixed, regardless of where the member lives." A Marine at MCAS Beaufort who buys in Bluffton draws the allowance for that duty station, and the Bluffton address does not change it. The Defense Department's own calculator gives the exact figure for your rank and dependents, and I run it once I have your orders.
Your quarters allowance counts as income once it is properly verified, and the Handbook's income chapter adds that it is not taxable. For the debt-to-income ratio only, a lender may count tax-free income at 125%. Say a service member's allowance is $2,500 a month, a made-up figure that is not any rank's rate. It counts as $3,125 in the ratio, and the residual income test uses the $2,500 as it is.
VA on a new home in Bluffton
Bluffton has grown fifty-fold since 1990, and the Town's Director of Growth Management told WTOC on August 26, 2026, "We're at about 80% developed residential uses in the town." As of October 7, 2026, Pulte was selling at Midpoint at New Riverside and K. Hovnanian was selling at The Lakes at New Riverside, both inside the Town. On September 24, 2026, a Tri Pointe Homes release said the company had bought 60.4 acres for the last 76 homesites in New Riverside, with sales planned for 2028. Most of what is for sale in Bluffton is resale, and a VA loan works on either kind.
On a new home, VA's appraiser sets the reasonable value on a document called the Notice of Value. A purchase loan can go up to the lower of that value and the purchase price, plus the funding fee, according to the Handbook's maximum loan table. If the price is higher than the value, you pay the difference in cash from your own funds.
| Illustration: a new home, invented figures | Amount |
|---|---|
| Contract price with the builder | $450,000.00 |
| VA reasonable value on the appraisal | $440,000.00 |
| Cash from your own funds, by the Handbook | $10,000.00 |
A builder's price list and VA's appraisal are two separate numbers, so I ask for the Notice of Value early and read its conditions with you before you sign anything you cannot walk away from. Any condition the appraiser places on the Notice of Value has to be met before closing, and I go through those with you. The funding fee, which I describe below, is added to the loan on top of whichever figure is lower.
Please send me the builder's written offer, including the lender it names, the contract and closing dates and the community's monthly dues. If the builder is offering to pay your funding fee, your prepaid taxes and insurance or a rate buydown, I want to see that in writing too. VA limits what a seller can contribute, and I confirm where that offer lands. Then I price the same VA loan beside the builder's lender, and you choose the one that works best for you.
The VA funding fee on a Bluffton purchase
VA charges a one-time funding fee, figured on the loan amount, and you can finance it. VA's table, which I read on November 2, 2026, charges a first-use purchase 2.15% with less than 5% down, 1.5% with 5% or more down and 1.25% with 10% or more. After a first use, the fee with less than 5% down is 3.3%.
| Illustration: first use, nothing down, invented price | Amount |
|---|---|
| Contract price | $450,000.00 |
| Funding fee at 2.15% | $9,675.00 |
| Loan amount if the fee is financed | $459,675.00 |
That loan works only if the reasonable value is at least the contract price. The fee is waived for a Veteran who receives VA compensation for a service-connected disability, or who is eligible for it and draws retirement or active-duty pay instead. It is also waived for a surviving spouse receiving Dependency and Indemnity Compensation, and for an active-duty member with proof of a Purple Heart on or before closing.
The Town of Bluffton line and the 4% assessment
South Carolina assesses the home you live in at 4% of its value and other property at 6%. The Beaufort County Auditor's FY2026-27 millage card lists 157.9 mills at 4% for the Town of Bluffton and 121.9 mills for unincorporated Bluffton. A mill is one dollar of tax for every $1,000 of assessed value, and the Town's own levy of 36 mills accounts for the gap. A Bluffton mailing address can be on either side of that line. This illustration assumes an invented price and an assessment at the purchase price.
| Illustration: a $450,000 home, invented | Yearly tax |
|---|---|
| In the Town, 4% assessed at $18,000, 157.9 mills | $2,842.20 |
| Unincorporated Bluffton, 4%, 121.9 mills | $2,194.20 |
| In the Town, 6% assessed at $27,000, 284 mills | $7,668.00 |
| Difference, 6% against 4% in the Town, by my arithmetic | $4,825.80 |
The tax lines leave out credits, fees and flat charges, and the parcel's own bill is the figure that counts.
If orders move you, South Carolina's property tax code is written for you. An owner with permanent change of station orders, or a temporary duty assignment of at least one year, keeps the 4% ratio and its exemptions for as long as the owner stays on active duty. That holds even if the home is rented, unless the owner or someone in the household claims the 4% ratio on another South Carolina home. You apply through the Beaufort County Assessor, and please ask the office for this year's deadline and the papers to attach.
The county limit and your entitlement
Your entitlement is the amount VA will guarantee for you. With full entitlement, the Handbook says VA guarantees 25% of a loan above $144,000, and VA sets no maximum loan amount. That means the dollar limit does not apply, and you can buy with nothing down at any price a lender will approve you for.
If part of your entitlement is still tied up in an earlier VA loan, the lender looks at the county limit instead. The 2026 conforming one-unit limit for Beaufort County is $832,750, and the box at the bottom of this page shows it. A loan larger than what your remaining entitlement covers can then need a down payment. My article on keeping a first VA home walks through the two routes, which matters when orders send you to a new station.
Flood and wind on a Bluffton address
By my count of FEMA's OpenFEMA policy data, 45 of 1,889 single-family flood policies inside the Town, or 2.4%, are in a current high-risk zone. FEMA's community status data shows no Community Rating System class for the Town of Bluffton and Class 5 for unincorporated Beaufort County. That means the flood discount differs across the line. FEMA's map decides the zone for a specific lot, and I look it up for the address. An insurance agent quotes wind coverage, and I do not estimate it.
Documents to send me for a VA purchase in Bluffton
Whenever you're ready, please send the following, and I'll take it from there.
- Your Certificate of Eligibility, or the service record I can pull it with, which also shows any entitlement still in use on an earlier VA loan.
- Your most recent Leave and Earnings Statement, all pages, and your orders with the date they start.
- If you have a disability rating, a pending claim or a Purple Heart, the award letter or claim status, because it decides the funding fee.
- The address or parcel number, so I can check the Town, the tax district and the FEMA flood zone.
- For a new home, the builder's written offer, the lender it names, the contract and closing dates, and the community's monthly dues.
Once you have an address or a community in mind, I can run the full payment with that parcel's tax bill and your allowance. You'll see pricing for your scenario, choose a rate option, which you can change later, and the application opens from there. You are also welcome to call me and talk through your orders and your timeline first. Nothing on this page is a loan approval, a denial or a commitment to lend, and it is not tax or legal advice.
VA loans in South Carolina covers the benefit itself. The bases are near Beaufort and Port Royal, and VA loans in Beaufort covers that side. Hardeeville is its own town with its own page, VA loans in Hardeeville. The Hilton Head-Bluffton area page covers the region, and South Carolina mortgage covers the state.
Common questions
Can I use a VA loan to buy a home in Bluffton, SC?
Yes. VA requires no down payment, sets no maximum loan amount with full entitlement, and counts your housing allowance as income when it is verified. It works on a resale home or a new one from a builder, inside the Town of Bluffton or outside it.
Is Bluffton too far from MCAS Beaufort or Parris Island for a VA loan?
The Handbook asks that the home be within reasonable proximity of your place of employment, and it gives no mileage. Bluffton is about 25 to 30 miles from either gate. I look at your orders and the address together before we go further.
Does my BAH change if I live in Bluffton?
No. BAH follows your duty station, your rank and your dependents, so a Bluffton address leaves it where it is.
Can I use a VA loan to buy a new construction home in Bluffton?
Yes. VA's appraiser sets a reasonable value on the Notice of Value, and if the price is above it, you cover the difference in cash. I ask for the builder's written offer early, and I read it against the appraisal before you sign.
Can I keep the 4% property tax ratio if I get PCS orders?
South Carolina's property tax code lets an active-duty owner with permanent change of station orders keep the 4% assessment ratio for as long as the owner stays on active duty, even if the home is rented. You apply through the Beaufort County Assessor, who can tell you what to attach.
Is the property tax lower on a Bluffton home outside the Town limits?
Yes. Unincorporated Bluffton carries fewer mills because the Town's own levy is not charged there. The parcel record shows which district a home is in, and the 4% ratio is applied for separately with the county.

“Jeff is someone you can really trust and feel comfortable working with. He is always easy to talk to, super helpful, and if you have questions he will take his time and explain everything to you. You can tell he really cares about people and not just about doing business. I would definitely recommend Jeff to anyone looking for a broker they can trust.”
