On the May River in Old Town Bluffton, the Bluffton Oyster Company still opens its oysters by hand, and the town describes it as the last hand-shucking factory in the state (Town of Bluffton). The town around it was one square mile when it was incorporated in 1852, and on June 4, 1863, Union troops burned about two thirds of it, leaving two churches and roughly 15 buildings standing. By 2019 the Town of Bluffton had grown to 54 square miles, and I live in it.

I'm Jeff Moran, NMLS #483943, a mortgage broker licensed in South Carolina through C2 Financial Corporation, and I have been in the mortgage business since 1996. Bluffton is my home market, and this page covers the whole area around it. A buyer here is choosing among different places: Old Town and the newer neighborhoods of Bluffton, the gated communities on and off Hilton Head Island, Beaufort and Port Royal, and fast-growing Hardeeville across the Jasper County line. The places come first, then what is being built, the bridges and roads, the ballot and the hospitals, and then the things worth looking up on any address before you compare it with another. The facts below come from public sources, cited beside the ones that matter most, and they were checked on September 18, 2026.

What should you know about each part of the area?

Bluffton

The Town grew from that first square mile by taking in land that had been outside its limits. The Town's figure for 1998 is about 750 residents (Town of Bluffton), and the Census Bureau puts it at 36,807 in 2025. A Bluffton mailing address can still be inside the town or out in unincorporated Beaufort County, meaning outside any town's limits, and the town's own property tax is only on the bill if the home is inside. The county's property records show which one a property is in.

Old Town, along the May River, has been a Historic District on the National Register since 1996, with more than 80 buildings that count toward its historic status. The district is governed by the Old Town Master Plan the Town adopted in 2006 (Town of Bluffton). If you are buying in Old Town and thinking about adding on or building, that plan and the Town's historic rules shape what you can do. The Town's planning office can walk you through them before you commit to a design.

In the middle of town, the Buckwalter Parkway corridor is where the MUSC medical pavilion opened in June 2026 and where Novant has been building a freestanding emergency room. Both are in the hospital section below.

Gated communities and clubs

Many of the named communities between Bluffton and Okatie, such as Palmetto Bluff, Belfair, Colleton River and Berkeley Hall, are gated and run by a property owners' association. When you buy in one, you agree to that association's rules on what you can build, change or rent, and you pay its dues along with your mortgage.

In some of these communities, joining the club comes with buying the home. Wexford on Hilton Head and Dataw Island near Beaufort both say on their own sites that membership is required (Wexford, Dataw). Others work the opposite way: the Chechessee Creek Club in Okatie says its membership is not tied to owning property there (Chechessee Creek Club).

A required membership has its own costs, and so do many of the associations. The association's resale documents and the club's membership documents list what is due at purchase and every year, so please ask for both early. They affect your cash to close, and the yearly dues are part of the monthly payment a lender qualifies you on.

Age-restricted communities

Two of the larger communities describe themselves as age-restricted. Sun City Hilton Head is an age-restricted (55+) Del Webb community, and it is in both counties, as the county section below explains. Latitude Margaritaville Hilton Head, built by Minto in Hardeeville on US-278 about 2.5 miles east of I-95, calls itself a "55+ Active Retirement Community" (Latitude Margaritaville). Each community's own rules set its age requirements.

Hilton Head Island

The Town of Hilton Head Island was incorporated in 1983. Many of the island's neighborhoods are gated communities, each with its own association and its own rules. In Sea Pines, for example, the association owns, maintains and secures the roads and common property inside the gates, so the upkeep of those roads is paid for through the association rather than by the Town (Sea Pines CSA). Windmill Harbour and Wexford both have lock-controlled harbors, where a lock holds the water level inside, so a boat kept there goes in and out through the lock (Windmill Harbour Association).

The Town also lists 13 historic Gullah neighborhoods, which it describes as established in the late 1860s. They are Baygall, Big Hill, Big Stoney, Chaplin, Gardner, Grassland, Jarvis, Jonesville, Little Stoney, Marshland, Mitchelville, Spanish Wells and Squire Pope (Town of Hilton Head Island). Since 2021, the Town's land rules have allowed a Family Compound on land in one of those neighborhoods that one family has held since 1956. A compound allows several homes on one parcel, and the land cannot be sold outside the family for three years. If you are looking at land in one of these neighborhoods, please read those rules before you make an offer.

Beaufort, Port Royal and the islands

The Beaufort Historic District covers 304 acres and has been a National Historic Landmark since 1973. If you buy there, additions, renovations, demolition and site work all need a Certificate of Appropriateness from the Historic District Review Board first (City of Beaufort). The review has to happen before the work can start, so if you plan to renovate, it is worth building that time into your plans.

Port Royal is its own town, and Parris Island is inside its limits. A home in Port Royal carries the town's own property tax, listed in the county and town section below, and its flood insurance discount is smaller than the City of Beaufort's, as the flood section explains. Lady's Island is mostly unincorporated, so most homes there carry no town property tax, and small parts of it are inside the City of Beaufort.

St. Helena Island works differently from the rest of the county. Beaufort County's Cultural Protection Overlay dates to 1999. It was updated in May 2023, and it bans golf courses, resorts and gated communities across the whole island (Protect St Helena). In early September 2026, a developer filed a rezoning request for three six-hole courses on more than 500 acres, and residents filled the September 14 council meeting (WTOC). A federal judge had already dismissed the developer's lawsuit challenging the overlay.

Hardeeville, Ridgeland and Jasper County

Hardeeville is the fastest-growing city in the area. It went from 7,527 people in 2020 to 16,459 in 2025, an increase of 118.7% (U.S. Census Bureau). In August 2026, the number of Hardeeville homes for sale was 45.5% higher than a year earlier (Hilton Head Area REALTORS), so a buyer there has more homes to look at than a year ago. TS Conductor opened a $134 million plant in Hardeeville on May 13, 2026, with 288 jobs to start and about 462 planned at full build (WTOC).

What is being built, and what does new construction add?

Since 2020, Bluffton has grown 33% and Hardeeville 118.7%, and much of that growth is new construction. The schools are being built to keep up with it. The Beaufort County School District is building May River Elementary in the New Riverside area of Bluffton, with 800 seats for pre-K through fifth grade and an opening planned for the 2027-28 school year (WTOC, October 20, 2025). Attendance lines for the new school are to be set by October 2026, so please check the district's current map for any address you are considering. Hilton Head Island High School is being rebuilt, and Lady's Island Middle School broke ground on its replacement in May 2026. The $439 million bond voters approved in November 2023 pays for the Hilton Head Island High rebuild, the Lady's Island Middle replacement and a new Bluffton elementary school.

If you are buying a newly built home in Beaufort County, a few government charges are built into the price, and it helps to know what they are.

  • Beaufort County impact fees for roads, parks and libraries have been collected since June 5, 2023. The county's own example for a 2,300-square-foot home comes to $4,607 (City of Beaufort).
  • The school impact fee is $9,535 per new single-family home, effective April 1, 2022, and the Town of Bluffton adopted it (Lowcountry Home Magazine).

What is happening with the Hilton Head bridges and the other roads?

The US-278 bridges to Hilton Head. US-278 over Mackay Creek and Skull Creek is the only road onto the island. The project has been scaled back to replacing only the eastbound bridge. As of April 2026 it was 60% designed, estimated at $311 million, with construction as soon as 2028 and about two and a half years to build (WTOC, April 28, 2026). The State Infrastructure Bank approved $120 million of that on June 23, 2025 (Beaufort County). Where the bridge lands on the island, the plan takes 3.47 acres of the historic Stoney community, and it adds a Gullah history pavilion and better cemetery access (SCDOT).

I-95 Exits 5 and 8. SCDOT broke ground on August 14, 2025 on an $825 million rebuild of I-95 from mile marker 0 to 8, finishing in 2030 (SCDOT Fix the Drive 95). Exit 8, where US-278 meets I-95, becomes a diverging diamond. That is a design where traffic crosses briefly to the left side of the road, so left turns onto the ramps do not wait on a signal. Exit 5 at US-17 gets traffic signals at its ramps and a road running alongside the interstate. The John Smith Road overpass is closed through the end of 2026. If you'll be commuting from Hardeeville or driving to Savannah, you'll be going through that work.

I-95 Exit 3 at Purrysburg Road is on hold. In February 2026, the Post and Courier reported that the State Infrastructure Bank rejected the local financing plan for the new interchange in Hardeeville (Post and Courier, February 16, 2026).

What is on the November 3, 2026 ballot?

Beaufort County voters will decide on a one-cent transportation sales tax that would raise $780 million over up to nine years, ending in 2034. Groceries, gas, medicine, rent, mortgage payments and utilities are exempt from it (Beaufort County Penny). The named projects include:

  • SC-170 from US-278 to SC-462, $103.8 million
  • US-278 from SC-170 to the Jasper County line, $52.0 million
  • SC-46 widening, $44.2 million
  • Spanish Wells Road at William Hilton Parkway on Hilton Head, $39.7 million
  • A diverging diamond interchange at SC-170 and US-278
  • A roundabout at Bluffton Parkway and SC-46, $6.0 million
  • Lady's Island Drive at Meridian Road, $8.2 million

A larger $950 million version failed in 2024, and a $120 million transportation tax passed in 2018 (Post and Courier, August 18, 2026). It is a sales tax, so it would not add a line to your property tax bill.

Where are the hospitals and emergency rooms?

Novant Health bought the area's two former Tenet hospitals on February 1, 2024: Hilton Head Medical Center, with 93 beds, and Coastal Carolina Hospital in Hardeeville, with 44 beds (Tenet Healthcare). The state approved Novant's $320 million, 50-bed Bluffton Medical Center in March 2025, with an opening planned for 2028 (Novant Health). Novant also broke ground on April 2, 2025 on a freestanding emergency room with 10 rooms off Buckwalter Parkway, and its announcement targeted spring 2026 for the opening (Novant Health).

Beaufort Memorial's 28-bed Bluffton Community Hospital, a $103 million building, had its frame completed in December 2025 (WTOC). The MUSC Health Bluffton Medical Pavilion at 700 Buckwalter Towne Boulevard began seeing patients on June 2, 2026 (MUSC). Several of these buildings are not open yet, so if you are comparing two addresses, it is worth checking the drive from each one to the emergency rooms that are open today.

What about MCAS Beaufort and Parris Island?

Beaufort County has two Marine Corps installations: Marine Corps Air Station Beaufort and Marine Corps Recruit Depot Parris Island, which is inside the Town of Port Royal. A $30.4 million VA outpatient clinic is planned at 1844 Ribaut Road in Port Royal, opening in 2028, according to the January 2026 announcement from Rep. Nancy Mace's office (Rep. Nancy Mace). It replaces the VA clinic now inside Naval Hospital Beaufort.

If you are buying on orders or as a veteran, how VA loans work in South Carolina covers entitlement, the funding fee and what an attorney closing changes.

Which county and which town is the home in?

The metro is Beaufort County and Jasper County. By the Census Bureau's 2025 estimates, Beaufort County has 204,433 people, up 9.3% since 2020, and Jasper County has 38,533, up 33.7% (U.S. Census Bureau, Vintage 2025).

A few places in this area are not where their address suggests, and it is worth knowing which ones before you compare two homes:

  • Sun City Hilton Head is in both counties. The Del Webb community crosses the Beaufort-Jasper line (Wikipedia: Sun City Hilton Head). Two Sun City homes can get their tax bills from two different counties.
  • Moss Creek has a Hilton Head address, but it is off the island. It is in unincorporated Beaufort County, on the Bluffton side of the bridges (Moss Creek). That puts it outside the Town of Hilton Head Island, so when you compare it with a home on the island, please ask the county which of the Town's charges and rules below apply to it.
  • Hardeeville and Ridgeland both reach into Beaufort County. The SC Association of Counties lists both towns' tax rates in the Beaufort County table as well as the Jasper County table (SC Association of Counties, 2025 Property Tax Rates by County, February 2026 revision). So a home with a Hardeeville or Ridgeland address can be in Beaufort County, with Beaufort County's tax rates on its bill instead of Jasper County's. The Census Bureau counts 156 Hardeeville residents on the Beaufort County side.
  • Daufuskie Island has no bridge. It is reached by boat only, from Beaufort County's public ferry landing at Melrose Landing or a community's own ferry, so moving in, building and everyday trips all run on a boat schedule.

How the county and the town shape the bill

A levy is a tax rate, stated in mills, and a mill is one dollar of tax for every $1,000 of assessed value. In South Carolina, the assessed value is a small share of what the home is worth: 4% for the home you live in as your legal residence, and 6% for other property. Jasper County's own levy is 150 mills, and Beaufort County's is 59.5 mills. The school operating levy is 164 mills in Jasper and 126.1 in Beaufort (SC Association of Counties, 2025).

Those rates alone won't tell you which of two homes costs more to own, because other lines on the bill move the total too. In Jasper County and in Ridgeland, for example, a credit from the local sales tax comes off the property tax bill, and the 2025 table lists no such credit for Beaufort County. So the reliable way to compare a Jasper property with a Beaufort property is to put the two actual tax bills side by side.

When a home is inside a town, the town's levy is added on top. Most towns have an operating levy and a separate levy to pay off their debt. Here are four of them from the 2025 Beaufort County table:

  • Town of Hilton Head Island: 14.3 mills, plus 5.1 for debt
  • Town of Bluffton: 34.3 mills, plus 1.7 for debt
  • City of Beaufort: 61.3 mills, plus 12.6 for debt
  • Town of Port Royal: 72.0 mills

A property outside all of these towns pays none of them, and it pays its fire district's levy instead.

A purchase also resets the home's taxable value, and in South Carolina that reset shows up on your second tax bill after you buy. I explain how that works, and why the tax on a listing reflects the seller's value rather than what you will pay, on the Bluffton property tax page.

Why does Hilton Head charge a 0.25% transfer fee?

A home bought inside the Town of Hilton Head Island carries a real estate transfer fee of 0.25% of the sale price. Beaufort County collects it for the Town, and it pays for the Town's Land Acquisition Program, bringing in about $4.2 million a year (Town of Hilton Head Island). The Town says the fee is usually included in the closing costs of the sale.

Other towns in the area do not charge one because state law stops them. Under SC Code § 6-1-70, a county or town cannot put a fee or tax on the transfer of real estate unless the state legislature has authorized it. The one exception is a town that first enacted a transfer fee before January 1, 1991, and Hilton Head's fee falls under that exception.

Numbers below are made up to show the arithmetic:

Sale price (invented) $600,000
Town transfer fee rate x 0.25%
                                 ---------
Transfer fee $1,500

Please check your purchase contract for whether you or the seller pays it. It is charged alongside South Carolina's deed recording fee, which applies statewide.

Can you rent the home out short term?

The rules depend on the town, and a community's own recorded rules, called its covenants, can be stricter than any of them.

  • Hilton Head Island has required a short-term rental permit since 2023. The fee is $150 per bedroom per year, a Town business license is also required, and the permit year runs May 1 to April 30. Rules added in October 2025 limit a rental to six cars on the driveway, require the permit number in every ad, and issue the permit to a person rather than an LLC. Homes of 3,600 square feet or more need fire suppression or monitoring (Town of Hilton Head Island).
  • The Town of Bluffton charges a $325 short-term rental fee plus a business license, and guests pay a 3% local accommodations tax on stays of 30 days or less. You need one off-street parking space per bedroom, most districts allow one rental per lot, and the permit does not transfer to a new owner (Town of Bluffton). If you are buying a home that is rented today, you'll be applying for your own permit.
  • The City of Beaufort caps short-term rentals at 6% of residentially zoned parcels, and The Point is excluded from that cap (City of Beaufort).
  • Unincorporated Beaufort County requires an annual permit, and it does not transfer to a new owner either.

If you are counting on rental income, the way you plan to use the home also changes how the loan is written. I explain that difference in second home versus investment property.

What should you know about flood and wind insurance here?

FEMA's Community Rating System gives flood insurance discounts to communities that do more than the minimum on flooding. On FEMA's list effective April 1, 2026, the Town of Hilton Head Island and unincorporated Beaufort County are Class 5, a 25% discount. The City of Beaufort is Class 6, 20%, and Port Royal is Class 9, 5% (FEMA CRS Eligible Communities). The discount on a given property depends on which of those it is in, and a flood insurance agent can tell you which rating applies.

On Hilton Head, new homes in FEMA's AE, X and shaded X flood zones have a height rule. AE is part of FEMA's high-risk flood area, where a lender requires flood insurance. Shaded X is a moderate-risk zone. X is the lower-risk zone outside both. The base flood elevation is the height FEMA expects floodwater to reach in a major flood. In all three zones, the lowest floor has to be at least 3 feet above it or 13 feet above mean sea level, whichever is higher (Town of Hilton Head Island). Beaufort County's current flood maps were published in 2021.

Wind coverage works differently here. State law set up the SC Wind and Hail Underwriting Association to provide wind and hail insurance. It covers property in what the law calls the "coastal area." In Beaufort County, that means everything east of the west bank of the Intracoastal Waterway (SC Code § 38-75-310). So depending on which side of the waterway a property is on, its wind coverage may come from that association or from a private insurer. All of Beaufort and Jasper counties are in a wider "seacoast area" that the state can add to the association's territory if insurance becomes hard to find. Either way, the wind premium is part of your monthly payment.

The state's SC Safe Home program gives grants of up to $7,500 for strengthening an owner-occupied single-family home in a coastal county. The Department of Insurance lists it as not currently accepting applications, and it opens twice a year (SC Department of Insurance).

For a property in FEMA's high-risk flood area, the lender will require flood insurance, and that premium becomes part of your monthly payment along with the wind and homeowners policies. I explain how to price flood insurance before you make an offer in buying a home in a flood zone.

How do these facts reach your mortgage?

Prices differ a lot across the area. In August 2026, the median detached home on Hilton Head sold for $1,099,000, and the median Hilton Head condo or villa sold for $529,000. The Bluffton median was $531,225 and the Hardeeville median was $445,000 (Hilton Head Area REALTORS, August 2026).

That spread decides which loan limits matter to you. The 2026 conforming and FHA limits for both counties are in the box below this article. The conforming limit is the largest loan Fannie Mae and Freddie Mac will buy in a county, and a loan above it is called a jumbo loan. The page on conforming versus jumbo loans explains what changes when a loan crosses that limit.

The county and town levies, the homeowners, flood and wind insurance, and any association or required membership dues are all part of the monthly payment a lender qualifies you on. The Hilton Head transfer fee is part of your cash to close instead, and an impact fee reaches you through a new home's price and the size of the loan. The South Carolina page covers attorney closings and the rest of the state's rules.

When you're ready, you can run your numbers for a purchase in Beaufort or Jasper County: rates for your scenario and South Carolina closing costs, with no credit pull and no account. Choose the option that works best for you, and the application opens from there.

Nothing here is a loan approval, a denial or a commitment to lend, and it is not tax advice. The value the county uses for a specific property, and whether it gets the 4% rate, are set by that county's assessor, so please confirm them with the county office.

Common questions

Is Sun City Hilton Head in Beaufort County or Jasper County?

Both. Sun City Hilton Head, the Del Webb age-restricted community, crosses the Beaufort-Jasper county line, so the county depends on where in Sun City the home is. The county the home is in decides which county and school levies are on its tax bill, so please confirm it with the county assessor before you compare two Sun City homes.

Is Moss Creek on Hilton Head Island?

No. Moss Creek has a Hilton Head mailing address, but it is in unincorporated Beaufort County, on the Bluffton side of the US-278 bridges. That puts it outside the Town of Hilton Head Island, so before you compare it with a home on the island, please confirm with Beaufort County which of the Town's charges apply to it.

Is there a transfer tax when you buy on Hilton Head Island?

Yes. The Town of Hilton Head Island charges a real estate transfer fee of 0.25% of the sale price on property bought inside the Town, collected by Beaufort County and used for the Town's Land Acquisition Program. South Carolina law bars new local transfer fees, and Hilton Head's is allowed because the Town first enacted it before January 1, 1991. Your purchase contract shows whether you or the seller pays it.

When will the Hilton Head bridge be replaced?

The US-278 project has been scaled back to replacing the eastbound bridge only. As of April 2026 it was 60% designed, with construction as soon as 2028 and about two and a half years of building after that.

Can I rent out my home in Bluffton?

Inside the Town of Bluffton, a short-term rental needs a Town permit, a business license and one off-street parking space per bedroom. Guests pay the 3% local accommodations tax on stays of 30 days or less. The permit does not transfer to a new owner, so a buyer applies for their own. A community's covenants can be stricter than the Town's rules.

Is there a hospital in Bluffton?

Two are being built. Beaufort Memorial's 28-bed Bluffton Community Hospital had its frame completed in December 2025, and Novant's 50-bed Bluffton Medical Center was approved in March 2025 with an opening planned for 2028. The MUSC Health Bluffton Medical Pavilion opened on Buckwalter Towne Boulevard in June 2026, and Novant runs the two existing hospitals nearby, Hilton Head Medical Center and Coastal Carolina Hospital in Hardeeville.
