HELOCs and Second Mortgages on James Island, SC: The Flood Insurance Question and Which Government Bills Your Home
HELOCs and second mortgages · James Island
The Town of James Island was incorporated in the 1990s, again in 2002 and again in 2006. The City of Charleston challenged each one, and the South Carolina Supreme Court struck each one down. The fourth incorporation, in 2012, stood (Town of James Island, history). About half of the island lies inside the City of Charleston, and the rest is the Town and unincorporated Charleston County (City of Charleston, James Island FAQ). So a ZIP code does not tell you who governs a James Island home.
On James Island, a HELOC comes with a flood insurance question that depends on your address. The credit union I use cannot make a loan on a home in a high-risk flood zone unless the home is covered by flood insurance for the whole term. Another lender requires escrowed flood insurance in any FEMA special flood hazard area. A HELOC is a variable-rate credit line secured by your home, and your first mortgage stays exactly as it is.
I'm Jeff Moran, NMLS #483943, a mortgage broker licensed in South Carolina through C2 Financial Corporation, NMLS #135622, and I have been in the mortgage business since 1996. I am licensed across the state and work with clients by phone. My James Island page covers the island itself, and the Charleston area page covers the region. Across Wappoo Cut, West Ashley has its own page. The home equity page puts a HELOC beside the other ways of using equity, and the loan terms below come from lender sheets dated May 2026.
The flood rule on a second mortgage
The federal flood rule for credit unions says a credit union cannot make a loan secured by a home in a high-risk zone unless the home is covered by flood insurance for the term of the loan. The credit union's May 1, 2026 matrix lists a $6 flood certification fee, which is how the zone gets checked.
The third lender's sheet is specific. Flood insurance is required in any area FEMA designates as a special flood hazard area, usually zone A or V. The coverage has to be at least the lowest of the home's replacement cost, the most the National Flood Insurance Program offers, or the unpaid balance of the mortgage. The premium is escrowed, the policy has to name the lender as loss payee, and the lender will force-place coverage if a policy lapses. I go over the policy with your insurance agent on a real file.
The discount on that premium depends on which government has your home. The Town of James Island is in FEMA's Community Rating System at Class 5, a 25% discount on flood insurance in the special flood hazard area from October 2025 (Live 5). Unincorporated Charleston County was reported at Class 2, a 40% discount (Post and Courier, June 2023). I do not quote a class for the City part of the island, so ask your insurance agent for the figure at your address.
On the island itself, the City was set to approve a $4.5 million contract in September 2026 for tidal and stormwater work in Laurel Park, Marlborough and the New Central Park Cluster neighborhoods (Live 5).
Three governments, three sets of bills
| Town of James Island | City of Charleston part | Unincorporated | |
|---|---|---|---|
| Sewer | James Island Public Service District | Charleston Water System | James Island Public Service District |
| Property tax | The Town's own levy is offset by a sales tax credit, so it nets to zero | City millage of 82.0 mills, plus a $132 annual stormwater charge from the 2026 service year | County and district levies only |
| Flood insurance discount | 25% (Class 5) | I confirm by address | 40% (Class 2) |
The sources behind the table are the Town's tax page, Charleston Water System's sewer map and the SC Association of Counties' 2025 report. In March 2025 the Town ended its cost-sharing agreement with the district, and the Town estimated that Town residents would see about 15% more on their overall bill (Live 5). A second mortgage does not change any of these bills, but they are part of the monthly picture a lender reviews.
An example on the island median
The appraisal sets the value, so a median only shows the arithmetic. The Charleston Trident Association of REALTORS reports a 2026 year-to-date median of $705,000 for detached homes in its James Island area, up from $679,000 a year earlier, on 349 closed sales. The area may not match the island's boundary exactly. Say the first mortgage balance is $380,000, and compare two requests on that home.
| Credit score | $150,000 request (CLTV 75.2%) | $250,000 request (CLTV 89.4%) |
|---|---|---|
| 720 or higher | Fits | Fits (95% limit) |
| 680 to 719 | Fits | Fits, just under the 90% limit |
| 660 to 679 | Fits | Does not fit: the 80% limit allows $184,000 |
| 640 to 659 | The line cap is $100,000 | The line cap is $100,000 |
The CLTV is the first mortgage plus the new line, divided by the home's value. For the first request that is $530,000 divided by $705,000, and for the second it is $630,000 divided by $705,000. The credit union takes an automated valuation up to $400,000 and a full appraisal above that, and it requires title insurance on loans over $250,000. The second line-of-credit sheet starts at a $125,000 line, and at a score of 660 or 680 it stops at 75% combined loan-to-value. On this home that leaves $148,750, just short of the first request.
Renting the home for short stays
The Town allows stays under 30 days only in a full-time owner-occupied home under a short-term rental permit, and the proof includes the 4% legal-residence tax bill. Otherwise the minimum rental is 30 days (Town of James Island, short-term rentals). The credit union's sheet makes investment properties ineligible. It allows a home that is listed as a rental on tax returns but is also occupied by the owner part-time to qualify as a second home, provided the rental income is not used to qualify and the location reasonably supports a second home. If rental income is part of your plan, please tell me at the start, because it decides which sheet we are reading.
Your documents and the next step
Please provide your most recent first mortgage statement, all pages, and the current declarations pages of your homeowners policy and, if you have one, your flood policy. I will tell you what else a lender needs after we talk.
HELOCs and second mortgages are not priced in the Rate & Best Fit tool on this site, so the next step is a call to me. I will go over the flood zone, your first mortgage, the likely value of your home and the amount you want. My South Carolina page covers the rest of the state.
Nothing on this page is a loan approval, a denial or a commitment to lend, and it is not tax or legal advice. Each lender sets its own terms and can change them, and the figures above come from sheets dated May 2026. The appraisal sets your home's value, and the lender's guidelines at the time of your application govern.
Common questions
Do I need flood insurance for a HELOC on a James Island home?
If the home is in a high-risk flood zone, plan on it. The credit union I use cannot make the loan without flood insurance for the term of the loan, and another lender requires escrowed coverage in any special flood hazard area. The zone is a fact about your specific address, so I look it up before suggesting a lender.
Does it matter whether my home is in the Town, the City or the county?
It matters for several bills. The jurisdiction decides your sewer provider, the property tax lines and the flood insurance discount. It does not change what the lenders allow, and I confirm which one applies from your county tax record.
Does a HELOC change my property tax bill?
No. A second mortgage is a loan against the home and does not change how the home is assessed or taxed. The Town's levy, the district's levy and the City's charges stay exactly as they are, and the lender reviews them as part of your monthly costs.
Can I get a HELOC on a James Island home I rent out for short stays?
It depends on how the home is used. The credit union's sheet does not allow investment properties, and it allows a home you also use part of the time to qualify as a second home when the rental income is not used to qualify. The Town also limits stays under 30 days to full-time owner-occupied homes with a permit. Please send me the address and how you use the home.
Is a HELOC better than a cash-out refinance on James Island?
It depends on your first mortgage rate. A HELOC leaves the first mortgage alone, and a cash-out refinance replaces it. If your first mortgage rate is lower than what is available now, a second mortgage may come out ahead, and I price both so you can compare. Cash-out refinancing in South Carolina covers the refinance route.
