Buying a Home in Mount Pleasant, SC: Shem Creek, the Old Village, the Bridges and the Neighborhoods East of the Cooper

The Sewee people called the creek Shemee, which meant lost, and over the next two centuries it answered to Rowser's Creek, Parris' Creek and Lempriere's Creek before it settled on Shem Creek (Post and Courier, Moultrie News). In the 1930s Capt. William C. Magwood's boat, the Skipper, became the creek's first engine-powered shrimp trawler, and at the peak about 70 trawlers worked these docks, though by 2011 about ten were left (Town of Mount Pleasant, Shem Creek History; SC Picture Project, Shem Creek). The boats still moored beside the restaurants get a blessing from the town every April, and the Blessing of the Fleet and Seafood Festival held its 39th on April 26, 2026 (Live 5 News).
I'm Jeff Moran, NMLS #483943, a mortgage broker licensed in South Carolina. If you are looking at a home east of the Cooper, this page is what I would want you to know about the town before you compare two addresses. Mount Pleasant is a town of about 95,000 people across the Cooper River from Charleston, all in Charleston County, with the Old Village on the harbor and neighborhoods such as I'On, Park West and Carolina Park along US 17. The Census Bureau counted 95,469 people on July 1, 2025, up 4.9% since 2020 (U.S. Census Bureau, Vintage 2025). Everything here was checked against public sources on September 30, 2026, and the source is beside each fact. The wider three-county picture, the county sales tax on the November ballot and the harbor's flood record are on the Charleston area page.
The creek, the harbor and the bridge
The town's boardwalk runs along Shem Creek from Shrimp Boat Lane, and the county boat landing is at 515 Mill Street (Town of Mount Pleasant). South of the creek, at the far end of the Old Village, Pitt Street runs out onto a causeway built in 1898 as the trolley bridge to Sullivan's Island. Cars were allowed on it in 1923, the trolley stopped in 1927, and the old bridge is now a town park at 990 Pitt Street (SC Picture Project).
Under the Ravenel Bridge, Memorial Waterfront Park opened in 2009 with a 1,250-foot pier, a visitor center, the Sweetgrass Cultural Arts Pavilion and a playground modeled on the bridge itself (Mount Pleasant Magazine). The 22nd Sweetgrass Festival was held there on July 25, 2026, free, from 10 in the morning to 3 in the afternoon (Live 5 News). Next door at Patriots Point, the aircraft carrier USS Yorktown was towed in from Bayonne, New Jersey, and reached the harbor on June 15, 1975. It opened to the public on January 3, 1976 as the first aircraft carrier preserved as a museum (Patriots Point). The destroyer USS Laffey and the Medal of Honor Museum are there too, and the Fort Sumter ferry leaves from the same dock.

The bridge itself is the Arthur Ravenel Jr. Bridge, opened to traffic on July 16, 2005 (SC Historical Society). The Cooper River Bridge Run starts on Coleman Boulevard in Mount Pleasant, crosses the bridge and finishes at Marion Square downtown, and the 50th running is set for April 3, 2027 (Cooper River Bridge Run). On the other side of town, the Isle of Palms Connector was built between 1990 and 1993, and Mount Pleasant Towne Centre opened during 1999 where the Connector meets US 17 North (Wikipedia, Isle of Palms Connector). The Ravenel Bridge and the Connector are how the peninsula and the beach reach the town.
The Old Village and the neighborhoods
The Mount Pleasant Historic District, which everyone calls the Old Village, was listed on the National Register on March 30, 1973. It runs from the harbor on the west to Shem Creek on the north, Royall Avenue on the east and McCants Drive on the south (SC Department of Archives and History). The town publishes its own design guidelines for the district (Old Village Historic District Guidelines, February 2023). So if you are looking at a home inside those lines, please ask the town what review applies before you plan work on the outside of it. Alhambra Hall on Middle Street, built in 1937, reopened on August 27, 2025 after a $4.8 million renovation that added an outdoor patio and an inclusive playground (Live 5 News). The town itself dates to December 20, 1837, when the General Assembly merged the Village of Greenwich, from 1766, with the Village of Mount Pleasant, from 1808 (Post and Courier, Moultrie News).
I'On was founded on April 30, 1995 and planned by Dover, Kohl & Partners and Duany Plater-Zyberk as a traditional neighborhood, and its plan was negotiated down from more than 1,200 units to about 762 single-family homes (Post and Courier). Park West was built on the Vanderhorst family's former plantation land, and its developers set aside about 550 acres of salt marsh and freshwater wetland (Town of Mount Pleasant Historical Commission). Belle Hall is a little older than both: its first sections, Veranda, Rice Bay and Courtyard, went up in the early 1990s.
Two of the neighborhoods are built around golf. Dunes West's 18 holes along Wagner Creek were finished in 1991, and RiverTowne, off Highway 41, has the area's only Arnold Palmer Signature course, with 13 holes along the Wando River and Horlbeck Creek (Experience Mount Pleasant). Snee Farm was the Pinckney plantation before it became subdivisions and a golf course. Its 28-acre core at 1254 Long Point Road is the Charles Pinckney National Historic Site, with a farmhouse from about 1828, and Pinckney himself was one of the principal authors and signers of the U.S. Constitution (National Park Service).
Brickyard takes its name from the Horlbeck brickyard, which made 25 million bricks between 1850 and 1860 (Historical Marker Database), and Hobcaw Creek held the largest shipyard in colonial South Carolina until those yards closed in 1831 (Historical Marker Database).
Between those neighborhoods are the settlement communities founded by freedpeople after the Civil War. Phillips was founded in the 1870s by people who had been enslaved at Laurel Hill, Parker's Island and Boone Hall and who bought land in 10-acre parcels (Town of Mount Pleasant, Phillips Community). Hamlin dates to 1881, when James Hibben Hamlin sold 30 lots of about 10 acres each (Mount Pleasant Magazine). Six Mile, Scanlonville, Snowden, Ten Mile and Whitehall Terrace are others. The sweetgrass basket stands along US 17 North are run by Hamlin families. The town has been weighing protections for these communities, and in 2024 a proposed Hamlin Acres subdivision was cancelled during a push for historic designation (Post and Courier). I could not confirm where those protections stand today.
Recent openings, and where the new homes are
HomeSense opened its first Charleston-area store on February 26, 2026 on US 17 North, in Sweetgrass Corner near the Connector, the same center as the town's second Trader Joe's (Post and Courier). Floor & Decor opened on Holliday Farms Boulevard in November 2025 (Floor & Decor). New restaurants this year include The Pass, which opened its second location on Houston Northcutt Boulevard in February (WCBD). April brought three more: Bloom and Bean on Shucker Circle, a Dutch Bros Coffee on Highway 41 and Steel City Pizza on Faison Road. Eggs Up Grill opened on Long Point Road in late August (Holy City Sinner, 2026 openings).
Gary Santos Park on Rifle Range Road broke ground on March 17, 2026. It is a $40 million complex with turf fields, tennis and pickleball courts, a playground and a gym building, due in fall 2027 and paid for by the town's $50 million recreation referendum of 2022 (Charleston City Paper). It is named for Gary Santos, who sat on Town Council from 1996 to 2025.
Since January 8, 2019, Mount Pleasant has capped residential building permits under its Building Permit Allocation System (Town of Mount Pleasant). The 2024 to 2029 extension allows 2,400 single-family and 500 multifamily units over five years, released in six-month cycles, which works out to about 480 single-family permits a year (Live 5 News, December 14, 2023). Carolina Park and Liberty Hill Farm are exempt because their development agreements came before the cap, and so are affordable housing and tear-down rebuilds. So if you want a newly built home inside the town, those two communities are where most of it is. Carolina Park is a 1,700-acre plan off US 17 North that started building in 2011 with roughly 1,500 homes, and its Riverside section covers 545 acres with about half of that permanently preserved (Post and Courier). Liberty Hill Farm is K. Hovnanian's community off Rifle Range Road (K. Hovnanian).
Highway 41, Long Point Road and the paths
The biggest road project in town is Highway 41. Charleston County's project, at about $250 million, widens it to four lanes and keeps it at three lanes through the Phillips community. It also adds Laurel Hill Parkway, a new two-lane road from the Park West and Dunes West roundabout over to Highway 41. Town Council upheld its consent on a 5 to 4 vote on July 14, 2026 (Live 5 News, July 15, 2026). The county planned to seek bids in September, and construction could start as early as the first quarter of 2027. The project needs 172 pieces of property, some of them through eminent domain (Live 5 News, March 16, 2026). If you are looking at a home in Park West, Dunes West or RiverTowne, that is your road, and you'll be driving through that work for a while once it starts.
At the other end of town, the I-526 interchange at Long Point Road is being rebuilt for port trucks, mainly a flyover into the Wando Welch Terminal. SC Ports opened that terminal in 1982, and it is the port's largest container terminal (SC Ports Authority). Johnnie Dodds Boulevard, which is US 17 through the older part of town, has a $230 million fix at Houston Northcutt Boulevard, Wingo Way and Mathis Ferry Road on the county's November 3, 2026 transportation sales tax list. Long Point Road is on the same list for what the county calls resiliency work, which means helping the road hold up to flooding and storms (Charleston County transportation project list, March 2026).
Getting around without a car is on the town's list too. Mount Pleasant Way, a master plan from 2021, proposes about 44 miles of connected multi-use paths linking parks, schools, neighborhoods and shopping (Town of Mount Pleasant, Mount Pleasant Way). Coleman Boulevard has been reworked since the early 2000s toward a Main Street role, with planted medians, narrower lanes and sidewalks. The $1.6 million Shem Creek Bridge bike lanes gave it 1.5 continuous miles of bike lane from Houston Northcutt Boulevard to Pherigo Street (Charleston Moves).
Schools: the buildings and the November ballot
Lucy Garrett Beckham High School opened on September 8, 2020 to ninth and tenth graders, to relieve Wando High. It is 245,000 square feet on 44 acres of the old Wando campus, built for $108.4 million, and the design was expanded to hold 1,500 students (Live 5 News). Two years after it opened it was at capacity and added classroom cottages (Post and Courier, Education Lab), so please check current enrollment with the district rather than relying on a listing. Carolina Park Elementary was built between March 2016 and August 2017 for up to 900 students on a $41 million budget (Charleston County School District).
On November 3, 2026, Charleston County voters decide whether to extend the school district's 1% Education Capital Improvements sales tax through 2034. It would continue the 1% tax that is already in place, and it would fund 23 projects. WTMA reported that the Mount Pleasant project on that list is a new multipurpose room at East Cooper Montessori Charter (WTMA, July 27, 2026). Earlier rounds of that tax paid for expanding Carolina Park Elementary, traffic work at Mamie Whitesides, parking at Belle Hall Elementary and a band room at Wando (Post and Courier, Education Lab). The only attendance change the district made for 2026-27 was on the downtown peninsula, so the Mount Pleasant lines did not move this year (Post and Courier, Education Lab, March 2026).
Hospitals and emergency rooms
There are two hospitals in town and, as of this August, a third emergency room. East Cooper Medical Center at 2000 Hospital Drive opened in 1986 with 140 acute-care beds (Mount Pleasant Magazine). Roper St. Francis Mount Pleasant Hospital at 3500 US 17 North has been open since November 2010, with 85 beds, a 24-hour emergency department, an ICU and a helipad (Roper St. Francis). HCA's Trident Health opened its Long Point ER at 7 a.m. on August 18, 2026 (Live 5 News). It is an $11 million freestanding emergency room, open around the clock, on Long Point Road across from Belle Hall Shopping Center, and it is HCA's first in Mount Pleasant.
Parks, Boone Hall and the calendar
Palmetto Islands County Park at 444 Needlerush Parkway has a 50-foot observation tower, a kayak dock on Horlbeck Creek and a dog park. Its Splash Island waterpark is closed for 2026 and expected to reopen in 2027 (Charleston County Parks). The county also runs the Mount Pleasant Pier at 71 Harry Hallman Jr. Boulevard and Laurel Hill County Park, and the town runs the Park West Recreation Complex, the indoor 25-yard pool at the R. L. Jones Center on Egypt Road, and the tennis complex on Whipple Road.
Boone Hall was first recorded in 1681 as a 470-acre wedding gift to Major John Boone, and Capt. Thomas Boone is credited with planting the first oaks of its allee in 1743 (Town of Mount Pleasant, Boone Hall). Its Pumpkin Patch runs from September 25 to November 1, 2026, and the 42nd Lowcountry Oyster Festival is there on February 28, 2027 (Explore Charleston). The Mount Pleasant Farmers Market has set up on Tuesdays from April through September at Moultrie Middle School, 645 Coleman Boulevard, every season from 1998 on (Experience Mount Pleasant). The 31st Christmas Light Parade comes down Coleman Boulevard from Live Oak Drive to Patriots Point Road on December 13, 2026 (Explore Charleston).
Now the homework: the address and the town limits
The town itself lies entirely in Charleston County, so the county side of the tax bill works the same way across it. Between two addresses, the difference comes down to whether the home is inside the town limits. Some homes with a Mount Pleasant mailing address are in unincorporated Charleston County, and those parcels are served by the East Cooper Fire District, which levies its own 14.8 mills. A mill, if the word is new to you, is $1 of tax for every $1,000 of assessed value. That fire district line applies to addresses in the district and to nothing inside the town (SC Association of Counties, 2025 Property Tax Rates by County, February 2026 revision). I could not confirm which streets fall outside the limits, so please have the listing agent pull the county parcel record, which shows the tax district, before you compare two homes.
The lines on a Mount Pleasant tax bill
For the 2025 tax year the Town of Mount Pleasant levies 44.3 mills, and Charleston County's base levy is 50.6 mills. The school district levies 142.5 mills for operations and 23 mills for debt (SC Association of Counties, 2025 Property Tax Rates by County). A home you live in as your legal residence is assessed at 4% of its value and is exempt from the school operating mills, and it still pays the school debt mills. So on those three lines alone, a legal residence inside the town pays 50.6 plus 44.3 plus 23, which is 117.9 mills. With a made-up value of $600,000, the assessed value at 4% is $24,000, and $24,000 times 0.1179 comes to $2,829.60. That leaves out the fire district, every other levy, the county's $150 solid waste fee and any credit, so please take it only as an example of how the arithmetic works.
Charleston County also takes a local option sales tax credit off the bill. The county figures that credit by multiplying the home's appraised value by a credit factor, which is a small decimal published for each town. Mount Pleasant's 2025 factor is 0.000370, so on that same $600,000 example the credit is $600,000 times 0.000370, which comes to $222. You get the 4% rate only after you apply for it with the Charleston County Assessor and the Assessor approves it. The county's deadline is January 15, and refunds reach back only two years (Charleston County Assessor). A purchase also resets the taxable value, and in South Carolina that reset shows up on your second tax bill after you buy. The South Carolina page walks through that timing.
Fees on a new home, and where the water comes from
If you are buying new construction, the town collects development impact fees for recreation, fire protection, municipal facilities and equipment, and transportation. The town code's schedule lists per-home lines for a single-family home of $2,412.53 for recreation, $204.24 for fire and $493.56 for municipal facilities (Town of Mount Pleasant code, Appendix A). I could not confirm the effective date of that schedule or the transportation line. Mount Pleasant Waterworks charges its own impact fee as well, which I have not verified at the source. So please ask the builder for the full list of fees and which ones are already in the price.
Water and sewer come from Mount Pleasant Waterworks, which serves about 90,000 people. Its water is pumped from the Charleston, or Middendorf, Aquifer through six wells averaging about 2,000 feet deep, and the utility estimates that water at more than 50,000 years old. It is treated at four reverse-osmosis plants, and the utility also buys treated surface water from Charleston Water System (Mount Pleasant Waterworks). Rates went up 7.5% for the 2026 fiscal year, about $8.22 a month more for a home using 5,000 gallons (Mount Pleasant Waterworks, FY26 Rates).
Flood
Mount Pleasant takes part in FEMA's Community Rating System, the program that earns residents a discount on National Flood Insurance Program premiums. I found three different classes quoted for the town, though, and could not confirm which one is current. Please ask your insurance agent for the discount that applies to the specific address. For any home in a Special Flood Hazard Area, the high-risk zone on FEMA's map, the lender requires flood insurance, and that premium is part of the monthly payment. The harbor's tidal flood record and the seller disclosure rules are on the Charleston area page.
The way these facts reach your mortgage
Everything above that recurs lands in the monthly payment a lender counts: the county, town and school debt mills, the fire district line where it applies, flood insurance where it applies, and any association dues. I did not publish dues for I'On, Carolina Park, Dunes West, Park West, RiverTowne or Belle Hall, because I have not confirmed them against the associations' own resale documents. Please ask the listing agent for the association's resale package before you settle on what to offer. Mount Pleasant is entirely in Charleston County, so one set of 2026 conforming and FHA loan limits applies to every address in town, and the box below this article shows them.
Pre-approval in South Carolina explains what the letter is based on. If you are coming to Joint Base Lindsey Graham on orders, how VA loans work in South Carolina covers entitlement, the funding fee and the attorney closing. If Summerville is on your list as well, the Summerville page does the same homework for a town that reaches into three counties. Once you are ready, you can see your rate options for a Mount Pleasant purchase, with no credit pull and no account, and choose a rate option that works for you. You can change that selection later if your plans shift.
Nothing on this page is a loan approval, a denial or a commitment to lend, and none of it is tax advice. The Charleston County Assessor sets the classification and the value on a specific parcel, and the town decides whether a parcel is inside its limits, so please confirm both before you rely on them.
Common questions
Does a Mount Pleasant address mean the home is inside the Town of Mount Pleasant?
Not always. The town lies entirely in Charleston County, but some homes with a Mount Pleasant mailing address are on unincorporated county land, where the East Cooper Fire District levies its own line and the town's levy does not apply. The county's parcel record shows the tax district for any address, and the listing agent can pull it for you.
Where is new construction in Mount Pleasant?
Mostly in Carolina Park and Liberty Hill Farm, which are exempt from the town's permit cap because their development agreements came before it. Affordable housing and tear-down rebuilds are exempt too. Everything else falls under the Building Permit Allocation System, which allows a set number of single-family and multifamily units from 2024 through 2029, released in six-month cycles.
What is happening on Highway 41?
Charleston County is widening it to four lanes, with three lanes through the Phillips community, and building Laurel Hill Parkway from the Park West and Dunes West roundabout to Highway 41. Town Council upheld its consent on July 14, 2026, and construction could begin as early as the first quarter of 2027. If you are looking at a home in Park West, Dunes West or RiverTowne, that is the road you will be driving during the work.
Which hospitals and emergency rooms are in Mount Pleasant?
East Cooper Medical Center on Hospital Drive, open since 1986, and Roper St. Francis Mount Pleasant Hospital on US 17 North, open since November 2010 with a 24-hour emergency department. Trident Health's Long Point ER, a freestanding emergency room open around the clock on Long Point Road, opened on August 18, 2026.
Where does Mount Pleasant's water come from?
Mount Pleasant Waterworks pumps it from the Charleston, or Middendorf, Aquifer through six wells averaging about 2,000 feet deep and treats it at four reverse-osmosis plants. It also buys treated surface water from Charleston Water System. Rates rose 7.5% for the 2026 fiscal year.
Does Mount Pleasant get a flood insurance discount?
The town takes part in FEMA's Community Rating System, which is what earns the discount on National Flood Insurance Program premiums, but I found different classes quoted and could not confirm the current one. Please ask your insurance agent for the discount on the specific address, and remember that a home in a Special Flood Hazard Area needs flood insurance as a condition of the loan.
