First-Time Home Buyers in Summerville, SC: Your Rent History, a Family Gift, 3% Down and the Lower 4% Tax Assessment
First-time buyers · Summerville
Summerville held its Sweet Tea Festival around Hutchinson Square on September 19, 2026. The town calls itself the Birthplace of Sweet Tea. Inside the town limits, about a third of the homes people lived in from 2019 to 2023 were rented, by the Census Bureau's count.
Renting in Summerville can help you buy: Freddie Mac can count a year of rent from your bank account in your favor, and on a one-unit home Fannie Mae lets family give you the whole down payment. I'm Jeff Moran, NMLS #483943, a mortgage broker licensed in South Carolina through C2 Financial Corporation, in the mortgage business since 1996.
Say you have rented here for a year or two, paid your landlord from your checking account every month, and your parents want to help with the down payment. Each of those can count toward your first purchase in Summerville. If you are still choosing a neighborhood, my Summerville page has the town's story, schools and roads, and the Charleston area page covers the wider three-county region.
The rent you already pay in Summerville
Freddie Mac's Guide says your rent payment history "may positively impact" the credit assessment in Loan Product Advisor, the system a lender uses to underwrite a Freddie Mac loan. It has to be a purchase, and at least one of you has to be a first-time home buyer who has a credit score and will live in the home.
That person also needs at least 12 months of renting, at a monthly rent of at least $300, paid from the bank account the lender verifies. The Census Bureau put the town's median rent, utilities included, at $1,414 a month over 2019 to 2023, far above that $300 floor. Rent that leaves your checking account each month is the simple case. I will ask you for your current monthly rent, because the lender enters it into the system.
If you pay your landlord some other way, please tell me early. Freddie Mac has a separate path built on your own lease and payment records. A lender can use it only with Freddie Mac's written approval, so not every lender offers it, and I will check before we count on it. Rent paid in cash or by money order does not count on that path. The system's feedback on your file shows whether the rent history counted.
First homes around Summerville and what they cost
Summers Corner, the Lennar-led master plan of more than 6,000 acres in Dorchester County, published prices from the mid-$300s as of September 2026. Published builder prices change often, so it is worth rechecking the current price sheet. The Charleston Trident Association of REALTORS reports a 2026 year-to-date median of $400,000 for a detached home in Dorchester County. That median covers detached homes sold across all of Dorchester County, so a home inside Summerville can cost more or less than it.
At 3% down, a $350,000 home in that Summers Corner range takes a $10,500 down payment, and a home at the $400,000 county median takes $12,000. Closing costs come on top of either figure.
New townhomes in Summerville have listed near $250,000. My Summerville FHA page covers those communities, the FHA limit, and how I set a builder's own FHA offer beside a loan from me. FHA has no first-time home buyer requirement, so it is open to any client who will live in the home and meets its rules.
Counting as a first-time home buyer
Fannie Mae's purchase rules treat you as a first-time home buyer when you have not had an ownership interest in a property in the last three years. You answer that question on your loan application. Only one person on the loan needs to answer it that way.
So if you owned a home somewhere else and sold it more than three years before you apply, you count again. A couple where one of you owned before and the other never has can still use the first-time path, through the partner who never owned.
Counting as a first-time home buyer lets you put 3% down on a fixed-rate Fannie Mae loan, as long as the home is a single unit that everyone on the loan will move into. A Summerville townhome or single-family home you will live in works, and a duplex does not. Fannie Mae also has a homeownership education rule for these loans, so a homebuyer course can be part of it. HomeReady, Fannie Mae's other 3% program, carries its own rules, and my article on who qualifies for 3% down sets the choices beside FHA.
Home Possible, with an income limit set by the address
Freddie Mac's Home Possible rules cap your qualifying income, figured for a full year, at 80% of the area median income for the location of the home. The lender checks it in Loan Product Advisor or in Freddie Mac's Income & Property Eligibility tool. The limit comes from Freddie Mac's own figure for the address, so a median income you find somewhere else, HUD's included, does not decide it.
Summerville crosses Dorchester, Berkeley and Charleston counties, so I run the specific address through Freddie Mac's tool before I tell you whether your income fits. The limit that counts is the one Freddie Mac's tool shows for the home you choose.
Home Possible also allows 3% down on a fixed-rate loan to buy a one-unit home, and on that home Freddie Mac requires no minimum contribution from your own savings.
On a Home Possible loan, Freddie Mac's income rules set no maximum on the share of your income the housing payment alone can take. Your total monthly debts, the new payment included, still have to fit the debt-to-income limit that Loan Product Advisor sets. The same section of the Guide lets more of your household's income count, too. Say a relative or friend lives with you in the home you rent now, pays you rent for their room and will move into the new home with you. Home Possible can count that rent as boarder income on a one-unit home. The boarder has to have lived with you for at least a year and cannot be your spouse or domestic partner. They also have to have paid you for the past 12 months, with at least nine of those payments documented. The boarder's rent can count for up to 30% of your qualifying income.
Home Possible also requires one of you to finish a homeownership education program before closing when everyone moving in is a first-time home buyer. The Guide lists Freddie Mac's own free course, CreditSmart Homebuyer U, among the programs that count. HUD-approved counseling agencies and mortgage insurers are on the list too. On a Fannie Mae loan at 3% down, its own education rule applies, and I will tell you which course fits once we know which loan you are using.
A gift from family toward the down payment
Fannie Mae's gift rules let a gift pay all or part of the down payment, closing costs or reserves on a home you will live in. On a one-unit home, nothing has to come from your own account, and the Guide says, "All funds needed to complete the transaction can come from a gift."
The giver can be a relative by blood, marriage, adoption or legal guardianship. It can also be someone with a close, family-like tie: a fiancé, a domestic partner, a former relative or a long-standing mentor.
On a new Lennar home in Summers Corner or Carnes Crossroads, the gift cannot come from Lennar or from the real estate agent on the sale, because Fannie Mae counts them as interested parties. The gift also needs a signed gift letter, and Can My Parents Give Me Money for a Down Payment? walks through the paperwork on your side and on the giver's.
Filing for the lower 4% tax assessment on a Dorchester County home
In South Carolina, the home you live in as your legal residence can have its property tax figured on 4% of its value. The SC Department of Revenue's guide says you have to apply before the first penalty date, which is the first day a late penalty can be added to that year's unpaid property tax bill. Without an application the home is assessed at 6%. You file a new application when you move to a different legal residence. You file with the Assessor through Dorchester County's legal residence page. The address on the application has to match the address on your driver's license and on your car registrations.
The Assessor's form asks for a copy of the South Carolina driver's license or ID of each resident, with current dates and the new address. It also asks for copies of every vehicle registration for each resident.
If your car still has another state's tags, Dorchester County's out-of-state tags page sets the order. You take the old registration or title to the Auditor's Office to have the vehicle appraised. Then you take that receipt and proof of South Carolina insurance to the DMV to register the car here.
On a home in Dorchester District Two, the 4% assessment takes the district's school operating tax of 186.2 mills off your bill, by the SC Association of Counties' 2025 report. A mill is $1 of tax for every $1,000 of assessed value. You still pay the district's school debt tax of 65 mills. A Summerville address in Berkeley or Charleston County files with that county instead, and my FHA page has those offices and the January 15 filing deadline those counties have used.
Bills that come with owning inside the town
Inside the Town of Summerville, these become your bills once you own the home:
| Line | Where it is billed | Amount |
|---|---|---|
| Solid waste fee | On the property tax bill | $176.25 a year |
| Stormwater fee | On the property tax bill | $96 a year |
| Water base charge, 3/4-inch or 5/8-inch meter | Summerville Commissioners of Public Works (CPW) | $12.00 a month, plus $2.65 per 1,000 gallons |
| Residential sewer | Summerville CPW | $29.50 a month, flat |
The SC Association of Counties lists the two flat fees, and the Summerville CPW fee schedule has the water and sewer charges that took effect July 1, 2026.
Freddie Mac's Guide encourages lenders to set up an escrow account on a loan to a first-time home buyer. With one, the tax bill and its two fees are collected a little each month with your payment, along with your homeowners insurance. Escrow Accounts, Explained shows how the account works.
Your next step
Once you have a Summerville address or a community in mind, I can price it as your first purchase, with that parcel's tax bill and the Town's fees in the payment. The pricing tool shows you options for your own scenario. You choose a rate option, you can change that choice later, and the application opens from there. You are also welcome to call me first and talk it through. Getting pre-approved in South Carolina lists the documents I will ask you for, and the South Carolina page shows where I am licensed.
Nothing on this page is a loan approval, a denial or a commitment to lend, and it is not tax advice. The Dorchester County Assessor decides whether a home gets the 4% assessment, Freddie Mac's tool decides whether an income fits Home Possible at a given address, and the builder's current price sheet has the price that applies. Please confirm each before you rely on a figure here.
Common questions
Do I count as a first-time home buyer if I owned a home before moving to Summerville?
Under Fannie Mae's purchase rules, you count when you have not had an ownership interest in a property in the last three years. If you sold your last home more than three years ago, you qualify as a first-time home buyer again, and only one person on the loan has to meet that test.
Can my rent payments help me get approved for a home in Summerville?
They can on a Freddie Mac loan. Loan Product Advisor can weigh a year or more of rent paid from your bank account in your favor. One of you has to be a first-time home buyer who has a credit score and will live in the home.
Is there an income limit on first-time home buyer loans in Summerville?
Freddie Mac's Home Possible has one, set at 80% of the area median income for the home's location, so I check the specific address in Freddie Mac's tool. Fannie Mae's 3% down purchase rules list no income limit among their conditions.
Can my parents give me the whole down payment on a Summerville home?
Yes, on a one-unit home you will live in. Fannie Mae lets a relative's gift cover the entire down payment and closing costs, with a signed gift letter. The builder and the real estate agent on the sale cannot be the ones giving it.
Do I have to take a homebuyer class to buy my first home in Summerville?
Often, yes. Freddie Mac's Home Possible requires one of you to finish a course before closing when everyone moving in is a first-time home buyer, and its free CreditSmart Homebuyer U counts. Fannie Mae's 3% down loan points to its own education rule.
When do I file for the 4% assessment on my first home in Dorchester County?
You apply with the Dorchester County Assessor once you own the home and live in it, before a late penalty can be added to that year's property tax bill. The address has to match your driver's license and every car registration, so it helps to update those first.

“Jeff is someone you can really trust and feel comfortable working with. He is always easy to talk to, super helpful, and if you have questions he will take his time and explain everything to you. You can tell he really cares about people and not just about doing business. I would definitely recommend Jeff to anyone looking for a broker they can trust.”
