Chapin, SC, the Capital of Lake Murray: A Home Buyer's Guide to the Sawmill Town, Labor Day and the New Columbia Avenue

Martin Chapin's doctors told him that if he expected to live, he should go to the Piney Woods and breathe the pine. Around 1850 he came south and took their advice. He ended up with thousands of acres and a sawmill. When the railroad wanted to lay track, the SC Picture Project's history of the Chapin Depot says, he sold it land, expecting the trains to haul his lumber out. He gave the land for the streets as well. The station near Chapin's Mill was called Chapin, the town took his name in 1889, and the first train on the Columbia, Newberry and Laurens line came through on July 18, 1890, as the Town's own history records it. He built a hotel along the tracks, and after he died in 1894, his widow sold their home and moved into it.

Chapin is a railroad town of about 1,900 people at the northern tip of Lexington County, near the north side of Lake Murray, and most residents of the Chapin ZIP code live outside the town limits.

I'm Jeff Moran, and I put this guide together for anyone thinking about a home in or around Chapin. My NMLS number is 483943. I've been originating mortgages since 1996, I'm licensed in South Carolina through C2 Financial Corporation, and I work from Bluffton in Beaufort County. Everything below comes from public records and local reporting checked in October 2026, with the source linked beside the facts that carry the most weight.

The lake that covered Chapin's farms

Work on the Saluda Dam began in 1927, and the lake behind it covered most of the farms and homesteads that Chapin families owned. Water started filling the basin on August 31, 1929. Families were paid $15 to $45 an acre for about 100,000 acres, and a dozen towns, six schools and three churches were moved, according to the Lexington County Chronicle's short history of Lake Murray. The Town's history counts about 5,000 people affected. Some of them found work on the project, and others found the change impossible to adjust to. Once finished, the dam was the largest earthen dam built for power anywhere in the world.

The lake also left Chapin cut off by water from the rest of its own county. The town is about 24 miles northwest of Columbia, and Lake Murray lies between it and most of Lexington County, with the nearest arm of the lake reaching within half a mile of the town limits. Chapin calls itself the Capital of Lake Murray, and the Town motto is two words long: Fish Away.

Two of the lake places most tied to the Chapin name are out on the shoreline. Timberlake Country Club, at 222 Timberlake Drive, has run 18 holes along the shoreline since 1988, through the Timberlake Plantation community, on a course Willard Byrd designed. Dreher Island State Park covers about 348 acres on three islands, with around 12 miles of shoreline, and it carries a Prosperity address in Newberry County, outside the Town. From Chapin you reach it by St. Peter's Church Road and Dreher Island Road. If you are looking at a home on the water anywhere around Lake Murray, any dock, ramp or retaining wall at or below the 360-foot line needs Dominion Energy's written approval first. That line is the elevation mark around the shore that Dominion uses for its permits. This winter the lake also has a drawdown, a planned lowering to about 350 feet from December through January, and the Columbia area page covers both.

A walk up Columbia Avenue, from the 1924 school to the Chapin Theatre Company

Most of the Town's public life is strung along one street, and the addresses tell the story in order. The old school campus at 107 Columbia Avenue dates to 1924. In 2021, after Lexington-Richland Five voted to sell it, Town officials argued that Chapin has no traditional town center, and the district gave the Town 16 months to study the site. The Town proposed a theater and town center there, and in February 2023 council gave initial approval to $50,000 for the study and a master plan, as the Post and Courier reported.

The Chapin Branch Library is at 129 Columbia Avenue, a short walk from Town Hall at 157 NW Columbia Avenue, where a wooded nature trail runs behind the building. Town Hall was at 103 Columbia Avenue until the current one opened in 2013. Chapin's first town hall, built in 1948 by Addison Bostain Sr., later became a state highway department licensing station. A donation from his granddaughter, Pat Lewandowski, and the Chapin Historical Association restored it, and it reopened with a ribbon cutting on November 9, 2023.

The Historical Association, started by J.J. Casey and John Thomason, also led the push that put the Chapin Commercial Historic District on the National Register in October 2019. The district takes in the old business blocks bounded by Lexington Avenue, Beaufort Street, Chapin Road and the rear lots along Columbia Avenue. From 1901 to 1922, the businesses there lived on the railroad's passengers and freight, according to the South Carolina Historic Properties Record. The depot itself, built around 1890, has been moved twice and now stands on private property, where a resident hopes to restore it.

Chapin High School is at 300 Columbia Avenue. It calls itself the oldest high school in Lexington-Richland Five, and its site reported 1,544 students enrolled as of August 2026. Further up, the 500 block is filling in. The Town has listed Little Caesars, McAlister's Deli, AM Nail Salon, Carolina Wings, Wendy's and Express Oil there, around a new center at 523 Columbia Avenue that commercial listings call Chapin Peach Center.

Lexington Medical Park Chapin is at 565 Columbia Avenue, with Lexington Family Practice Chapin for checkups and same-day sick visits, an on-site lab and X-ray, and Lexington Women's Care Chapin. Lexington Health's listing also shows urgent care and imaging at its Chapin location. It has no emergency department, and the Columbia area page lists the emergency rooms nearby. At 830 Columbia Avenue is the Chapin Theatre Company, which has staged shows in the area since 1979, starting as a recreation commission program in a high school auditorium. It bought its own building in April 2022 and opened its first show there on March 16, 2023. That puts the high school, the library, the doctor's office and the theater all on Columbia Avenue, with Town Hall just off it on NW Columbia Avenue.

Off the avenue, the district opened new classroom wings on July 23, 2026 at Chapin Elementary, with 12 classrooms replacing eight portables, and at Lake Murray Elementary, with 18 classrooms replacing 16 portables, per Lexington-Richland Five's announcement. Spring Hill High, established in 2013, is out on Broad River Road at 11629. Since July 1, 2026, Chapin Middle has been at 1130 Old Lexington Highway, in the building that used to be Chapin Intermediate.

The Columbia Avenue rebuild, the new roads and the old oak

SCDOT broke ground on May 29, 2026 on the Columbia Avenue corridor project, which the local papers call the Chapin bypass. Through downtown, the avenue becomes a boulevard with raised grassy medians and new sidewalks, and the design takes special care to protect a historic oak tree on Columbia Avenue. One new road runs from near Chapin High School to a new roundabout. A second continues past U.S. 76, which is Chapin Road here, and Lexington Avenue to Amicks Ferry Road. SCDOT says the new roads open before Columbia Avenue is widened, and at least one lane each way stays open during the widening.

I have not found a finish date I can cite, so SCDOT's project page is the place to check on timing. If you will be commuting toward Columbia, Exit 91 on I-26 is Chapin's interchange at Columbia Avenue. SCDOT opened all lanes of its I-26 widening between Exits 85 and 101 in December 2024, with crews still finishing work at Exit 91 at the time.

Labor Day on the parade route, and the parks around town

Labor Day is Chapin's day. The 2026 parade stepped off at 9:30 on the morning of Monday, September 7, with the theme "Stars, Stripes & Service: Celebrating 250 Years," followed by live music, vendors, food and a classic car show, as WACH reported. Streets close from 9 a.m. that morning. A 2022 Post and Courier story counted the festival in its 43rd year. The same story says Strom Thurmond and Carroll Campbell marched through town together in the 1980s, and George W. Bush started his presidential primary campaign on the same route. In 2025, the American Legion Riders of Post 193 led the parade.

For the rest of the year, Crooked Creek Park on Old Lexington Highway has 27 holes of disc golf and a community center with a gym and an indoor walking track. Melvin Park on Eptings Camp Road has seven tennis courts and nine pickleball courts you can reserve in two-hour blocks, plus a splash pad and baseball fields. The Irmo-Chapin Recreation Commission runs both.

The Town of Chapin and the 29036 ZIP code

The Town counted 1,809 people at the 2020 census on just under 2 square miles, and the Census Bureau's 2025 estimate is about 1,945. The 29036 ZIP code around it had about 27,000 residents on 55 square miles of land in 2020, according to ZIP-Codes.com. That works out to roughly fifteen times the Town's population on about 28 times its land. The same database lists Lexington as the main county for the ZIP, with Newberry and Richland also covered. I have not seen a county or postal record that says which parts of 29036 fall in Newberry or Richland, so the parcel's county and tax district on the county record is the way to know for a specific address.

The Town of Chapin itself is entirely in Lexington County. The 2026 conforming and FHA loan limits are the same in Lexington, Newberry and Richland counties, so the limit on your loan does not change whichever county the parcel turns out to be in. If Irmo or the Town of Lexington is also on your list, I've written the same kind of guide for Irmo and for Lexington.

Sewer service for new homes in and around Chapin

Chapin's wastewater plant handles 2.4 million gallons a day. It replaced a lagoon rated at 1.2 million, and ground was broken in March 2018. A new home that will connect to that plant needs a sewer tap, which is the home's approved hookup to the Town's sewer. The Town's water and sewer system also reaches past the town limits into unincorporated Lexington County, where much of the new growth is, so a Town sewer decision can reach a home that is not in the Town.

Bill Mitchell won the mayor's race on November 4, 2025, after running on slowing growth, and on November 17 the Town paused new sewer tap approvals for a capacity review. In an April 14, 2026 livestream, he said Chapin will stop issuing wastewater permits for residential developments of more than nine homes. A study found the plant runs at about half its capacity today and will reach about 97% once developments already approved connect. He said the limit would last the six to ten years an expansion would take, as the Post and Courier reported.

That rule is the background to Brighton. Lexington County Council voted on August 11, 2026 to sell land in its Brighton Business and Technology Park to homebuilder Andy White of Brighton Capital Partners. The plan, called Palatin, has about 600 homes, a technology incubator, an active-adult section and a library branch. The county sued the Town on August 24, 2026. It asks a judge to order Chapin to provide sewer service to the property or pay $20.4 million plus interest and costs, and it says a 2015 contract made the Town the supplier of 667 sewer taps for the park.

The Town answered on September 24, 2026, through its attorney Ryan Hicks, arguing that the 2015 contract is no longer valid and asking the court to dismiss the case, as the Post and Courier reported. As of September 28 the county had not responded, and I have not found a hearing or ruling reported since. If you are looking at a new home in or near Chapin, please ask the builder whether that home's sewer tap is already approved and which utility will serve it.

Water from Columbia, sewer from the Town, and the impact fee

The Town's Utilities Department at Town Hall handles new service and billing. Water meters are read monthly, and sewer is billed as a flat fee. The treated water itself comes from the City of Columbia, with the Town monitoring chlorine where it is delivered, per the Town's Summer 2019 newsletter. Customers outside the town limits pay a different sewer rate. In 2018, council raised the in-town rate by $2.50 and the out-of-town rate by $7.50.

The Town runs water lines out in the Amicks Ferry Road and Timberlake area as well. A state record also lists a separate Amicks Ferry water system without naming its owner, so the seller's water and sewer bills are the simplest way to see who serves a lake-side home.

For new construction, council gave initial approval at a December meeting to a water and sewer impact fee, charged on any new home or business that adds water or sewer use to the Town's system. As approved then, a new home would pay $7.17 for each gallon of system capacity it adds, paid to the Town's utility department before permits are issued. I have not confirmed that the fee was finally adopted. On a new home, it would reach you through the builder's price, and the builder can tell you whether it applies.

Chapin's town levy and the rest of the property tax bill

The Town of Chapin's levy was 16.7 mills in 2025, one of the lowest town levies in Lexington County. For comparison, West Columbia's was 66.2 and Cayce's was 62.1, according to the SC Association of Counties' 2025 tax-rate report. A mill is one dollar of tax for every $1,000 of assessed value. On top of the town levy come the Lexington County levy of 88.3 mills and the Lexington-Richland Five school levies.

A home outside the town limits pays no town levy at all. That makes the tax district on the county record worth a look before you compare two Chapin properties. South Carolina assesses the home you live in at 4% of its value, instead of 6%, once you apply for that rate, and the Columbia area page walks through the application.

Lake lots, flood quotes and your Chapin payment

A lender counts property taxes, homeowners insurance and any association dues as part of the monthly payment it weighs against your income. On a Chapin home, that means the county and school levies, the town levy if the home is inside the limits, and flood insurance if FEMA's map puts the lot in the high-risk flood area. On a lakefront or creek lot, I'd get a flood insurance quote before you make an offer, so the payment you plan around already includes it.

Pre-approval in South Carolina explains what I'll ask you for and what your letter is based on, and it's where I'd start before you write an offer on a Chapin home. If you already own a home in or around Chapin, refinancing in South Carolina has its own page. The South Carolina page covers attorney closings and the rest of the state's rules.

With a Chapin address in mind, you can see your rates and payment for the purchase on this site, with no credit pull and no account. You choose the rate option that works best for you, and the selection can change later. You're also welcome to call me, and we can go over the Chapin numbers together.

Please confirm a parcel's value and its 4% classification with the Lexington County Assessor, and whether it is inside the town limits with the Town of Chapin. Nothing on this page is a loan approval, a commitment to lend or tax advice.

Common questions

Is Chapin, SC in Lexington County?

Yes. The Town of Chapin is entirely in Lexington County, at its northern tip. The 29036 ZIP code is much larger than the Town, and one ZIP database lists it as reaching into Newberry and Richland counties too, so the county record for the parcel is how you confirm a specific address.

Is Dreher Island State Park in Chapin?

It is close by, and it is in Newberry County. The park's address is State Park Road in Prosperity. From Chapin you take St. Peter's Church Road, then Dreher Island Road, then State Park Road.

Can a new home in Chapin get sewer service?

Since April 2026, the Town has not been issuing wastewater permits for residential developments of more than nine homes, while its plant heads toward capacity. Lexington County's lawsuit over sewer taps for the Brighton land was pending as of late September 2026. On any new home, it is worth asking the builder whether its sewer tap is already approved and which utility will serve it.

What is the Columbia Avenue project in Chapin?

It is SCDOT's corridor project, which broke ground on May 29, 2026. It turns Columbia Avenue through downtown into a boulevard with medians and sidewalks, protects a historic oak, and adds two new roads, one of them leading to a new roundabout and the other to Amicks Ferry Road.

When is the Chapin Labor Day parade?

It runs on the morning of Labor Day Monday. In 2026 it stepped off at 9:30 a.m. on September 7, with streets closing from 9, and music, vendors, food and a classic car show afterward. The Town posts each year's details.

Is there a hospital in Chapin, SC?

Chapin has Lexington Medical Park Chapin at 565 Columbia Avenue, with family practice, women's care and, per Lexington Health's listing, urgent care, imaging and lab. It has no emergency department, and the Columbia area page lists the emergency rooms nearby.
