Buying a Home in the Madison, WI Area: The Isthmus, the Dane County Suburbs and the County Seats Out to Portage, Monroe and Dodgeville

Every Saturday morning from April into November, about 275 vendors set up in a ring around the Wisconsin State Capitol. The Dane County Farmers' Market describes itself as the largest producers-only market in the country, and producers-only means the person behind the table grew or made what is on it (Dane County Farmers' Market; Isthmus). The dome they circle stands on an isthmus, a strip of land between Lake Mendota and Lake Monona, and State Street runs from the Square down to the university. On Wednesday evenings in summer the same lawn fills for Concerts on the Square, free, a tradition Isthmus puts at more than 40 years. The 2026 series ran June 24 through July 29.

I'm Jeff Moran, NMLS #483943, licensed to originate in Wisconsin through C2 Financial Corporation, and I have been in the mortgage business since 1996. I work from Bluffton, South Carolina, and I wrote this page for anyone thinking about buying a home somewhere in the Madison area. A client buying in the Madison area is choosing among the isthmus neighborhoods, Dane County suburbs such as Sun Prairie, Verona, Middleton and Waunakee, and the county-seat towns of Portage, Monroe and Dodgeville farther out. Dane County holds 83 percent of the metro's people. Most of the new homes are going into Madison itself and the ring of suburbs that are annexing land from the towns around them to grow. I'll start with the lakes, then go through each part of the area, the homes going in, the roads, the schools and the hospitals. After that come the things I'd look up on any address before you compare it with another. Everything here comes from public sources, cited beside the facts that matter most, and the research behind it was done in fall 2026.

The lakes, and the isthmus between them

Madison is built on an isthmus between Lake Mendota and Lake Monona, with the Capitol Square at the center of the street grid (Madison Isthmus). The lakes are part of the Yahara chain: Mendota, Monona, Waubesa and Kegonsa, strung together by the Yahara River, with Lake Wingra tucked inside the city beside the UW Arboretum (Dane County Land & Water Resources). Dane County runs the largest of the three Yahara River boat locks at Tenney Park, where the river meets Lake Mendota on the near east side. The lagoons there and at Vilas Park freeze for skating in winter. Downtown has its own beach, James Madison Beach, a few blocks off the Square on the Mendota shore. It is one of eight city beaches that Public Health Madison and Dane County samples through the summer. The chain is one connected system, so a heavy rain upstream raises every lake below it for weeks. I go through what that meant in August 2018 in the flood section below.

Each part of the Madison area, one at a time

Downtown and the isthmus

The Square is the ring of streets around the Capitol, and State Street connects it to the UW–Madison campus. The Madison Children's Museum and the Wisconsin Veterans Museum are both on or beside the Square, and the Central Library stands two blocks away on West Mifflin Street. Judge Doyle Square, a roughly $202 million redevelopment by JDS Development, has had its financing laid out in public and has final design approval from the city's Urban Design Commission (madison.com). The Pink Flamingo Brunch Cafe opened above the 600 block of State Street in late July 2026. A café led by chef Elena Terry opened at the Madison Museum of Contemporary Art on September 2 (Madison Magazine). To walk to all of that, you would be looking in this part of the city.

Williamson–Marquette and Atwood

On the near east side between the Capitol and Lake Monona, the Williamson–Marquette neighborhood goes by Willy Street. It was the first neighborhood in Madison to form a neighborhood association, in 1959 (Isthmus neighborhood guide). B.B. Clarke Beach is a few steps off Williamson Street on the Lake Monona shore, so a home on these blocks puts you a short walk from the water. Farther out along Atwood Avenue, Olbrich Park runs along the lake beside Olbrich Botanical Gardens. The gardens' Thai Pavilion was a gift from Thailand in 2002, and the Bolz Conservatory is a 50-foot glass pyramid of tropical plants (Olbrich).

Monroe Street, Nakoma and the near west side

Local guides call Monroe Street Madison's first suburb. Nakoma was platted in 1915 with winding roads, its own water system and its own private bus service. A grade school followed in 1917 and the Nakoma Country Club in 1921 (Isthmus neighborhood guide). Vilas Park and the Henry Vilas Zoo are on Lake Wingra at the east end of this side of town, and the zoo charges nothing for admission or parking (Henry Vilas Zoo). Hilldale opened as an early-1960s shopping center, was enclosed as a mall in the 1970s, and was rebuilt again as an indoor-outdoor shopping district. An Italian restaurant, reported as a chain's first Wisconsin location, opened in the former Amara space at 670 N. Midvale Blvd. on September 2, 2026 (Madison Magazine). The UW Arboretum is on this side too. Its Curtis Prairie, planted in the 1930s, is described as one of the first attempts anywhere to restore a native grassland (UW Arboretum). For a home on this side of town, the zoo, the lake and the Arboretum are the places you would be walking to.

The north side and the Oscar Mayer site

Oscar Mayer closed its Madison plant in 2017, and the city has had plans for that land ever since. In 2021 the City Council adopted the Oscar Mayer Special Area Plan, which lays out housing, parks and new city streets for the site (WPR). That plan is the best picture of what is going in near a north side home over the next several years. Huxley Yards is the first piece of it, going up beside the old plant. The View is seven stories of affordable family apartments, and The Victoria is six stories of affordable apartments for seniors (Cap Times). An Annex Group proposal of about 241 lower-cost apartments at Packers and Commercial avenues has a tentative timeline of mid-2026 to mid-2028. Warner Park on North Sherman Avenue holds the Duck Pond ballfield, a lagoon on Lake Mendota, a large fenced dog area and an expanded recreation center (City of Madison Parks). Route B, the north–south bus line in the roads section below, will start just north of the park. So a home up here is at the top end of that line once it opens in 2028.

South Madison and Park Street

Truman Olson, at 1402 S. Park St., is a six-story building with 150 affordable apartments, and a second Luna's Grocery is on the ground floor (Truman Olson). Thirty of those apartments are reserved for people with disabilities, with support services attached to the housing. The South Madison Plan covers the redevelopment of the Village on Park mall, with the Black Business Hub on the 2300 block of South Park Street as its cornerstone (Cap Times). Park Street itself gets rebuilt with center bus lanes for Route B, with construction in 2027 and buses in 2028. For a home off Park Street, that is the street you would drive and the bus line you would ride. The dates are in the roads section below. Olin Park and Quann Park are between the Beltline and Lake Monona on this side. The Olin Park launch is one of the city's Lake Monona boat launches, so you could put a boat in the water a few minutes from home.

The east side and Truax Field

Truax Field, at Dane County Regional Airport, is home to the 115th Fighter Wing. The first four F-35s arrived in January 2024, with 20 aircraft scheduled over the following year to replace the F-16s (WPR). For work travel, the airport's $85 million South Terminal opened to passengers in June 2023 with three gates for larger aircraft. The airport is now working through its first full master plan in more than 30 years, and its 2026 budget directs work with U.S. Customs and Border Protection on becoming an international airport (In Business Madison). Two things about the base matter for a home on the east side. One is the noise study from the F-35 review, and the other is the city well on East Washington Avenue near the base. Both are in the homework section further down, with their sources, and I'd read them before you compare an address out here with one across town.

The Dane County suburbs

Sun Prairie

Sun Prairie is the largest of the Dane County suburbs. On July 10, 2018, a contractor struck a natural gas line downtown, and the explosion killed Fire Capt. Cory Barr and destroyed six businesses and a home (CBS News). The rebuilt blocks around Cannery Square date from the years after, and so does the phrase "Sun Prairie Strong" (Spectrum News 1). The city's planning director has said county projections mean Sun Prairie needs about 600 new homes a year (The Star). Smith's Crossing, off Highway 151 at Reiner Road, is a Veridian Homes neighborhood of narrow streets and wide sidewalks. A replat there, which redraws the lot lines on land that was already divided, turns 59 lots into 71 on Koshkonong Way (City of Sun Prairie). On a lot there, the newer plat is the one your lot lines come from. Bri's Fresh Bakes opened a storefront on Main Street in March 2026. Rapid Route A, Madison Metro's first bus rapid transit line, ends at the Sun Prairie park-and-ride, so a Sun Prairie address can mean a bus into downtown Madison every 15 minutes on weekdays.

Fitchburg

Fitchburg became a city on April 26, 1983, to keep from being annexed by Madison. The Fitchburg Historical Society describes it as the only Wisconsin city created by a 4 to 3 decision of the Wisconsin Supreme Court (Fitchburg Historical Society). For you, that history means a Fitchburg address pays Fitchburg's property tax levy rather than Madison's, and I come back to that under "One address, three governments" below. Sub-Zero Group has a plant here. UW Health, UnityPoint Health–Meriter and Lifepoint Rehabilitation are building a 40-bed inpatient rehabilitation hospital in Fitchburg, so that kind of care would be close to home. The south end of the planned Route B bus line is here too, which would put a Fitchburg address on a bus to the Square in 2028. Fitchburg, the Village of Oregon, McFarland, Monona and Stoughton are studying whether to combine their fire and EMS services (Leader-Independent).

Verona

Epic Systems moved its headquarters to Verona in 2005, and as of 2025 the company reported about 8,500 employees on that campus (Wikipedia: Verona; Wikipedia: Epic Systems). The Verona Area School District opened a $149 million high school in 2020, and local reporting ties the district's finances to the closing of the Epic tax incremental district (Cap Times). A tax incremental district is an area where the growth in property tax from new development pays for that development for a set number of years. Once the district closes, that tax base goes back onto the regular rolls for the city, the county and the schools. For a job at Epic, a Verona address puts you in the same city as the campus. Ian's Pizza opened next to Century School Park in July 2026 with twelve rotating taps and ice cream (Cap Times). Badger Prairie County Park is east of town where County PB meets US 18 and 151, and the Military Ridge State Trail runs 40 miles west from its Verona trailhead to Dodgeville.

Middleton

Middleton calls itself "The Good Neighbor City" (City of Middleton). The National Mustard Museum at 7477 Hubbard Ave. holds more than 6,000 mustards from every U.S. state and more than 70 countries, and admission is free (National Mustard Museum). Greenway Station is the city's open-air retail center. Tous les Jours, a French and Korean bakery chain, was announced for its first Wisconsin location there in late summer 2026 (Destination Madison). Pheasant Branch Conservancy, 682 acres held together by Dane County Parks, the DNR and the city, has a gravel trail out to its springs. Bishops Bay straddles the Middleton and Westport edge and is served by the Waunakee school district (Bishops Bay). I come back to that pairing under "One address, three governments" below.

Waunakee and Westport

Waunakee's slogan is "The Only Waunakee in the World," and no other place carries the name. It was founded as Leicester in 1870 and incorporated as Waunakee in 1893 (Wikipedia: Waunakee; State Trunk Tour). Kilkenny Farms and Kilkenny Farms West, developer Don Tierney's subdivisions on the south side, have been under way since 2014, and Westbridge is another active one (Integrity Homes). The Village Board approved annexing 324 acres from the Town of Westport to let InterCon expand and to grow the industrial park. It also applied to the Capital Area Regional Planning Commission to extend water and sewer to that land (Waunakee Tribune). Westport is the town between Waunakee, Middleton and Lake Mendota. A new lot on this edge gets its tax bill from the side of the line it is on, the village or the town, and I come back to that below. Westport's board has voted to petition to incorporate as a village, stated as a way to stop future annexations and protect the Lake Mendota watershed (Waunakee Tribune). The town has also enacted its own moratorium on data centers. Governor Nelson State Park, with a Waunakee address, covers 422 acres on the north shore of Lake Mendota, and its sand beach looks south across the water to the Capitol dome.

DeForest and the Town of Vienna

On October 30, 2025, QTS Data Centers announced plans for a campus of very large data centers for this corner of the county, with a stated $12 billion investment. The Town of Vienna voted against an agreement. DeForest then looked at annexing 742 acres of the town for it, village staff recommended rejecting the petition, and QTS dropped the project (Wisconsin Watch; Town of Vienna). Dane County then put an 18-month moratorium on data center applications, running to December 2027, while it studies the impacts (Isthmus). For anyone looking in DeForest or Vienna, that project is off. No data center application can be accepted anywhere in the county before December 2027.

Stoughton and McFarland

Stoughton holds one of the largest Syttende Mai festivals in the country on Norwegian Constitution Day, May 17. The city also claims the coffee break was born here, with immigrant women in its tobacco warehouses going home for coffee mid-shift (The Norwegian American). The Stoughton Opera House, restored from 1901, is inside city hall on East Main Street. Troll Beach, the city's rebuilt aquatic park in Mandt Park, uses city water over a sandy zero-depth entry (City of Stoughton). Lake Kegonsa State Park, on the last lake in the Yahara chain, has a campground, a beach and about five miles of trails on the northeast shore. US 51 through Stoughton is under reconstruction in 2026 and closes with a detour in 2027. The dates are in the roads section, because that is the commute from Stoughton, McFarland and Dunkirk.

Monona

Monona officials have been looking at redevelopment of vacant and underused commercial property along East and West Broadway. Housing sites have been identified across the roughly two-mile stretch from South Towne Mall to Stoughton Road (Isthmus). That stretch of Broadway is where the city expects Monona's new homes to go. The city's planning office can tell you what is approved near a specific address. The Monona Farmers Market runs in Ahuska Park on Sunday mornings from May through October, a Sunday market to go with the Saturday one on the Square (City of Monona).

Mount Horeb, Blue Mounds and Cross Plains

Mount Horeb, about 20 miles west of Madison, calls itself the Troll Capital of the World. Its Main Street is the Trollway, lined with more than 40 hand-carved troll sculptures, a practice traced to a Scandinavian gift shop owner in the 1970s (Trollway). Blue Mound, at 1,719 feet, is the high point of southern Wisconsin. The state park on it has two observation towers and the only swimming pool inside a Wisconsin state park (Wisconsin DNR), and Cave of the Mounds, beneath it, was named a National Natural Landmark in 1987. Cross Plains, west of Middleton, recorded 15.33 inches of rain in 24 hours on August 21, 2018, and that is the storm the flood section below is about (FloodList).

Portage, Monroe and Dodgeville: the county seats farther out

Columbia County

Portage is named for the 1.5-mile overland carry between the Wisconsin and Fox rivers, first crossed by Jolliet and Marquette in 1673. Fort Winnebago was built there in 1828, and its Surgeon's Quarters survive as a museum (City of Portage; Wisconsin Historical Society). The county adopted its Comprehensive Plan 2046 on March 18, 2026, with a stated goal of planned and orderly housing development (Columbia County). Rolling Prairie is described as Portage's newest subdivision, with a second phase of 49 lots, and Columbus has new homes going in from several builders. The City of Portage and the builders' own offices are the places to confirm what is still available. I-39/90/94 runs through the county, and the Wisconsin River bridges near Poynette are being replaced, which is in the roads section.

Green County

Monroe is the county seat and calls itself the Swiss Cheese Capital of the USA. Cheesemaking here dates to the mid-1800s, carried by Swiss immigrants from Canton Glarus. Monroe is home to the last U.S. producer of Limburger and to Minhas Craft Brewery, founded in 1845 (Midwest Weekends; Dairyland Sentinel). New Glarus was settled in 1845 by 108 Swiss colonists from the same canton, and New Glarus Brewing's Spotted Cow is sold only in Wisconsin (Matador Network). The Sugar River State Trail runs 24 miles south from a restored 1887 depot in New Glarus toward Brodhead. The Green County Development Corporation launched a $2.8 million housing development fund for Monroe and held its first Developers Day on May 6, 2026 (Green County Development Corporation). That fund is the county's push to get more homes built in Monroe, and the corporation can tell you which projects it has backed.

Iowa County

Dodgeville is the county seat and the headquarters of Lands' End (Wikipedia: Dodgeville). Governor Dodge State Park, 5,350 acres of bluffs and valleys around two lakes, is north of town. The Military Ridge State Trail follows an 1855 military route from Dodgeville east to Verona (Wisconsin DNR). Mineral Point is a lead-mining-era town of restored stone buildings, with the Pendarvis historic site's Cornish cottages on Shake Rag Street (Iowa County). Taliesin, Frank Lloyd Wright's estate near Spring Green, went on the UNESCO World Heritage list in 2019.

The homes going in, and the rules that shape them

Dane County's Regional Housing Strategy concluded the county needs at least 7,000 new homes a year, and the county set a goal of 15,000 new units by 2030 (Dane County Regional Housing Strategy). Madison completed more than 22,400 homes from 2015 through 2024, a 20 percent increase in the city's housing stock, most of it apartments. Another 5,320 were permitted but not finished at the end of 2025 (City of Madison). New construction inside the city comes out of that pipeline, and most of it is apartments rather than single-family homes. The city also measured rental vacancy at 4.8 percent, under the 5 to 7 percent range it calls balanced. That figure means fewer than 5 of every 100 apartments in established buildings were standing empty (2025 Housing Snapshot Report). If you plan to rent while you look, that is the market you would be renting in. On February 24, 2026, County Executive Melissa Agard announced $1 million in grants to speed up housing development (Dane County Executive). The same day, Madison's Common Council approved more than $6 million for homeownership programs and new owner-occupied homes (City of Madison). The council also approved $14 million so the city housing authority can build more than 400 low-income rental homes (Daily Cardinal).

Madison's Common Council has adopted a six-part zoning package on smaller homes. It removes the two-bedroom cap on accessory dwelling units, allows up to 1,000 square feet of ADU living space, and drops a "usable open space" requirement that had blocked downtown and transit-district conversions (WPR). An accessory dwelling unit is a second, smaller home on the same lot: a backyard cottage, a basement apartment or an addition. The city has also adopted a cottage court ordinance, which allows small clusters of single-family or duplex homes around a shared courtyard (77 Square Miles). If you are buying in the city with a plan to add a unit, the city's zoning office can tell you what the lot allows.

If you buy a newly built home inside the City of Madison, the price includes park impact fees charged under chapter 20 of the city's ordinances (City of Madison Parks). The city's engineering division charges separate stormwater impact fees (City of Madison Engineering). An impact fee is a one-time charge on new construction that helps pay for the parks, streets and stormwater systems the new home will use. The city publishes the current schedule by unit type, and the builder's price sheet will show it, so please ask for that line.

Beyond Madison, a few builders and communities came up in my research. Veridian Homes builds Smith's Crossing in Sun Prairie, Don Tierney builds Kilkenny Farms in Waunakee, and Bishops Bay is on the Middleton and Westport edge. Brio Design Homes at Belle Farm in Middleton, Grandview Commons on Madison's east side and Rolling Prairie in Portage came up as well. The builders' own offices are the place to get current prices in any of them.

The Beltline, John Nolen Drive and US 51

The Beltline. US 12/14/18/151 across the south side is the spine of the metro. It carries more than 120,000 vehicles a day on a 10-mile segment, and WisDOT describes it as the most heavily used route in south-central Wisconsin (HNTB). Since July 13, 2022, the left shoulder has opened as a travel lane during congestion, the Flex Lane, the first of its kind in Wisconsin. WisDOT is running a Planning and Environment Linkages study, an early planning study that comes before any design, on about 20 miles from Middleton to Cottage Grove. It extended the comment period to January 31, 2026, and has said the environmental work alone typically takes two to three years (WisDOT; WMTV). No construction project has been identified yet. So if you are buying along the Beltline, nothing on the road itself is scheduled to change for several years, and the drive you try now is a fair preview of what you would have.

John Nolen Drive. The causeway across Monona Bay into downtown broke ground on October 13, 2025, at about $45 million, with nine new bridges replacing six, three of them for a separated path (City of Madison). Traffic shifted onto the new southbound bridges in mid-July 2026. The final stage closes the Capital City Trail along the causeway with a detour around Monona Bay, and completion is anticipated in summer 2027.

US 51 through Stoughton. Reconstruction began March 24, 2026. The 2026 stage runs from Harrison Street to South Quam Road and is to be open to traffic in 2027. The 2027 stage, from South Quam Road to County B/AB, closes US 51 with a detour (WisDOT). If your commute runs from Stoughton, McFarland or Dunkirk into Madison on Stoughton Road, 2027 is the year to plan around.

I-39/90/94 north to the Dells. WisDOT is adding a lane each way on 67 miles from Madison to Wisconsin Dells, improving 15 interchanges and replacing dozens of bridges. Design runs through 2026, and construction in some areas could begin as early as 2028 (I-39/90/94 Corridor Project). In Columbia County near Poynette, the twin Wisconsin River bridges are being replaced, with full completion in summer 2028 (madison.com).

Bus rapid transit. Rapid Route A launched on September 22, 2024, from the Sun Prairie park-and-ride to Junction Road on the far west side, with 43 stations and bus-only lanes (City of Madison Metro). Its electric buses run every 15 minutes on weekdays until 8 p.m. Route B, the north–south line, will run from north of Warner Park down Packers Avenue and East Washington Avenue to the Square, then west to Park Street and south into Fitchburg. It rebuilds Park Street with center bus lanes and a protected bike path. The line is budgeted at $195 million, more than half federal, with design through 2026, construction in 2027 and riders in 2028 (City of Madison Metro). Metro carried 12.3 million riders in 2025.

Ten schools being rebuilt, and the suburban referendums

Madison voters approved $607 million in school referendums on November 5, 2024: $507 million to renovate or replace ten schools and $100 million for operations, with about 72 percent and 69 percent in favor (Cap Times). Phase 1 covers Samuel Gompers Elementary, Black Hawk Middle, Sherman Middle and Malcolm Shabazz City High. Construction began at those four schools in September 2026 (WMTV). The Sherman and Shabazz site and the Black Hawk and Gompers site were reported on track for the 2027–28 school year, and the whole program finishes in summer 2029 (WMTV). Phase 2 planning covers Akira R. Toki Middle and Orchard Ridge Elementary, Cherokee Heights Middle and Ray F. Sennett Middle. If the home you are looking at is near one of those schools, those are the years you would see construction on the block. The district's own updates will tell you which building your address feeds.

Waunakee passed a $175 million construction referendum and a $10 million operating referendum, reported in March 2025. Its board has proposed two more questions for November 2026, covering operations and facilities including a high school project (Waunakee Community School District). Verona Area voters gave their district permission to collect and spend $19 million beyond the state's normal limit, and that permission does not expire. Middleton–Cross Plains approved $65.5 million spread over four school years (Cap Times). A school referendum shows up on the property tax bill of every home in that district. In Wisconsin the Lottery and Gaming Credit on that bill is also figured from the school tax rate. So the district a home is in changes two lines on your bill: the school levy itself, and the size of the credit that comes off it. The districts publish their own attendance-area maps, and that map is where I'd confirm the district for any address, because a home with a Middleton address can be in the Waunakee district.

UW Health's two new wings, and the Fitchburg rehab hospital

If you are moving here and wondering where the nearest emergency room would be, both of UW Health's big ones are getting larger this year. UW Health is spending more than $900 million across its system. At University Hospital, on the UW campus, a six-story addition brings new emergency department rooms and inpatient rooms for the trauma and life support centers, expected complete in late 2026. At East Madison Hospital, on the east side, a one-story expansion adds operating rooms and inpatient beds and takes the emergency room to 48 patients, also late 2026 (Becker's Hospital Review; WMTV). So an address near campus and an address on the east side each have an expansion finishing nearby in late 2026. The inpatient rehabilitation hospital going up in Fitchburg is a joint project of UW Health, UnityPoint Health–Meriter and Lifepoint Rehabilitation. The three systems you will hear named here are UW Health, SSM Health St. Mary's and UnityPoint Health–Meriter, and your health plan's directory will tell you which of the three it covers.

Epic, the university and the state

These are the employers you will hear named most, and where each one is located decides your commute. UW Health is the largest employer in Dane County at about 22,000 employees, UW–Madison has more than 10,000, and state government is headquartered at the Capitol (In Business Madison). The Capitol and the university campus are both on the isthmus, so a state or university job points you at the city or at a bus line into it. Epic Systems reported about 8,500 employees on its Verona campus as of 2025, which is why Verona and the Beltline come up so often in a conversation about commutes. Exact Sciences, with about 3,500 employees in Madison, has announced a $350 million expansion across its campuses in UW Research Park and on Exact Lane, reported as more than 1,300 jobs (WPR). FUJIFILM Cellular Dynamics opened its new headquarters and an expanded research and manufacturing site in Madison on May 19, 2026 (WEDC). American Family Insurance, TruStage, Lands' End, Trek Bicycle and Promega are headquartered in or near the metro too (608today). The metro's unemployment rate was 2.7 percent in April 2026, the seventh lowest among the 108 metros with the largest labor forces (USAFacts). For a move here without a job lined up yet, that is the market you would be looking in.

If you are relocating for one of these jobs and your start date is close to your closing date, please tell me early, because how your income gets documented depends on it. For anyone with the 115th Fighter Wing at Truax, or a veteran settling anywhere in the area, how VA loans work in Wisconsin covers entitlement and the funding fee.

One address, three governments

The metro is Dane County, with 588,347 people, plus Columbia County with 58,113, Green County with 37,183 and Iowa County with 23,963. That is 707,606 in all, up 3.9 percent since 2020 (U.S. Census Bureau, Vintage 2024). Columbia, Green and Iowa are rural counties whose county seats are 25 to 45 miles from the Capitol.

Every Wisconsin address is inside a county, a municipality and a school district, and each of the three puts its own levy on the tax bill. A levy is the total dollar amount a government decides to collect from its property owners for the year. The places below show how the three come apart around Madison.

  • Bishops Bay straddles the Middleton and Westport edge and is served by the Waunakee Community School District (Bishops Bay). A home there can have a Middleton mailing address and still be in the Town of Westport and the Waunakee school district, with the tax bill following those lines.
  • Waunakee, Westport and DeForest are redrawing their own edges. Waunakee annexed 324 acres from Westport, Westport has petitioned to become a village so it stops losing land, and DeForest's village board turned down a 742-acre annexation for the data center. Incorporation and annexation decide which municipality's taxes, services and sewer a parcel ends up in. For a new lot on any of those edges, please ask the village or town which one the lot is in today and whether a petition is pending.
  • Fitchburg, Monona and Middleton are each their own city with their own levy, and a Fitchburg or Monona address can look like a Madison address on a map. The county's property records show which city or town a parcel is in.

Reading a Dane County tax bill

The City Assessor's 2026 report put locally assessed real estate in Madison up 6.1 percent, with residential up 4.8 percent and commercial up 8.3 percent (City of Madison Assessor). The bill on the average assessed Madison home rose $64, about 1 percent, to $6,415 before credits (City of Madison, District 10). A higher assessment does not by itself raise your bill. Your share grows when your home's value climbs faster than the rest of the city's. Wisconsin bills property tax in arrears, which means the bill that arrives in December pays for the year that just ended. A municipality that offers installments splits the bill into payments due January 31 and July 31. The Lottery and Gaming Credit comes off the bill on the home you live in as your primary residence on January 1 of the tax year, and it is figured from the school tax rate. The First Dollar Credit comes off every parcel with a building on it. I go through both credits in more detail on the Milwaukee area page, and they work the same way here.

The rate on any given home is set by the mill rate for its municipality and school district. A mill is one dollar of tax for every $1,000 of assessed value, and the Dane County Treasurer publishes the mill rates by municipality and district (Dane County Treasurer). Third-party tax websites show figures for Madison that run well above the city's own average bill, so for any address I'd use the treasurer's table and the current bill on that home. If the seller's bill shows the lottery credit and you plan to use the home as something other than your primary residence, please tell me, because your bill will not have it.

After 2018: the lakes, flood zones and wells

On August 20 and 21, 2018, 11 to 15 inches of rain fell west of Madison, with 15.33 inches in 24 hours at Cross Plains (FloodList). Dane County Emergency Management reported more than 1,800 property owners with over $70 million in losses (Dane County Emergency Management). The Yahara lakes hit historic highs, and the county put Mendota, Monona and Waubesa under a slow-no-wake order. That means boats had to move at idle speed, with no wake behind them. Since then the county has run a multiyear dredging program at the chain's choke points, budgeted at about $10 to 15 million over four years. Its second phase ran between Lake Waubesa and Lower Mud Lake (Dane County Land & Water Resources).

Dane County's floodplain zoning uses FEMA's zones A, AE and X (Dane County Planning & Development). A and AE are the high-risk zones, where a lender requires flood insurance. AE has a defined base flood elevation, the height FEMA expects floodwater to reach in a major flood, and A does not. Any development in either zone needs a floodplain development permit, and X is the lower-risk zone outside them. The current maps are at FEMA's Map Service Center and the Wisconsin DNR's floodplain mapping page. Wisconsin's seller disclosure, the Real Estate Condition Report, is where you read the seller's answers about water in the basement. For a home near any of the lakes or the river, I'd look at the map before the offer. If the home is in A or AE, I'd get a flood quote too, because that premium goes into your monthly payment.

Water. Madison Water Utility shut Well 15, on East Washington Avenue near the airport, over elevated PFAS. PFAS are a group of manufactured chemicals, and they were first found in the well in 2017. A 2018 analysis commissioned by the city linked them to firefighting foam used at Truax Field. The well had served 10,000 to 15,000 people on the east side. The utility built a $5.9 million treatment system to return it to service (Madison Water Utility; Cap Times). The utility can tell you whether that system is on line today. The DNR and DHS have a fish consumption advisory for Starkweather Creek and most of the Yahara chain (Wisconsin DNR). Outside municipal water, which is most of Columbia, Green and Iowa counties and rural Dane, homes are on private wells. The DNR recommends testing every year for bacteria and nitrate. Nitrate is the most common groundwater contaminant in the state. Natural levels are usually below 2 milligrams per liter, and the drinking water limit is 10 (Wisconsin DNR). Dane County ran free nitrate sampling for western Dane wells in 2024 and 2025. I go through what a lender needs on a well in a well inspection before you buy in Wisconsin. Wisconsin DHS also publishes a Home Buyer's and Seller's Guide to Radon and recommends testing at the time of sale (Wisconsin DHS).

Aircraft noise near Truax. The environmental review for the F-35s estimated 1,318 households, about 2,766 residents, at average noise of 65 decibels or more. That is the level the report called potentially incompatible with residential use, and the report put more than 130 homes above 70 decibels (madison.com). The same review put the F-35 at about 5 decibels louder than the F-16. The Pentagon invited Wisconsin to apply for just over $1.1 million in noise mitigation funding covering eight homes (Isthmus). The review's maps draw a line around the area where average noise reaches 65 decibels, and another around 70. A home inside the 65-decibel line is in the area the estimate covers. For an address on the east or north side near the airport, that map is the one I'd look at.

Insurance. The weather risks insurers price here are hail, wind and winter storms. A home on one of the Yahara lakes in zone A or AE carries a flood quote on top of the homeowners quote. Both quotes go into your monthly payment, so I'd get them on the specific home before you make an offer.

Condos and associations. A condo on the isthmus and a home in one of the newer subdivisions with a homeowners association run under different rules. A condominium runs under Wisconsin Statutes chapter 703, which requires resale disclosure documents, and a detached-home association runs on its own recorded covenants with no equivalent packet. Please ask for the covenants and the current budget directly, because those dues go into the payment a lender qualifies you on, and I'll want the figure from the association's own documents.

Winter parking. From November 15 through March 15, Madison runs alternate-side parking from 1 a.m. to 7 a.m.: odd-numbered dates on the odd-address side, even dates on the even side. Downtown and near-east-side residents are exempt unless a snow emergency is declared, when the rule applies to everyone (City of Madison). That is part of the difference between a downtown condo without a space and a home with a driveway.

Help with a down payment

WHEDA, the Wisconsin Housing and Economic Development Authority, pairs its first mortgages with two down payment products, Easy Close and Capital Access (WHEDA). The terms change, so please confirm the current ones with WHEDA before you count on either. The City of Madison also runs homebuyer assistance, funded again by the Common Council's February 24, 2026 vote, and the city's Community Development division has the program names and eligibility (City of Madison).

The loan limits here, and what they mean for you

In July 2026 the median sale price in Dane County was $514,900, up 2 percent from a year earlier, according to South Central Wisconsin MLS figures published by a local brokerage (Madcity market update). The 2026 conforming and FHA limits for all four counties are in the box below this article, and all four have the same figures. HUD, the federal department that runs FHA, sets a lowest FHA loan limit that applies anywhere in the country, and every county here is at it. That one-unit FHA limit is only a little above the Dane County median. So on a home near the median an FHA loan fits, and on a home well above it the loan would be larger than FHA allows. The conforming limit is the largest loan Fannie Mae and Freddie Mac will buy in a county, and it is far above the median here. A loan above it is called a jumbo loan, and the page on conforming versus jumbo loans explains what changes when a loan crosses that limit.

Taxes, insurance and any association dues are all part of the monthly payment a lender qualifies you on. So the municipality and school district, the lottery credit, the city's assessment, a flood quote on a lakeside home and the homeowners quote all feed straight into that number. Pre-approval in Wisconsin covers what the letter is based on, and the Wisconsin page covers the WB-11 offer form, title insurance, the state transfer fee and the rest of the state's rules. If you own a business, self-employed mortgages in Wisconsin covers how that income gets documented.

You can see your rate options for a purchase in any of the four counties whenever you're ready: rates for your scenario and Wisconsin closing costs, with no credit pull and no account. Choose the option that works best for you, and the application opens from there.

Nothing here is a loan approval, a denial or a commitment to lend, and it is not tax advice. The assessed value of a specific home and the credits applied to its bill are set by the municipality and the county treasurer, so please confirm them with that office.

Common questions

Is Madison built on an isthmus?

Yes. Downtown Madison, the Capitol and State Street are on a strip of land between Lake Mendota and Lake Monona. The two lakes are part of the Yahara chain with Waubesa and Kegonsa, all linked by the Yahara River, so the lake levels rise and fall together.

Is Bishops Bay in the Waunakee school district?

Yes, by the community's own description. Bishops Bay straddles the Middleton and Westport edge and is served by the Waunakee Community School District, so a home there can carry a Middleton address and a Waunakee school assignment. The district's attendance map confirms it for a specific lot.

What is the Lottery and Gaming Credit on a Dane County tax bill?

It is a credit that comes off the first installment on the home you live in as your primary residence on January 1 of the tax year, figured from the school tax rate. A rental or a second home does not get it, so if the seller's bill shows it and you plan to use the home differently, your bill will not. The First Dollar Credit is separate and applies to every parcel with a building on it.

Do I need flood insurance in Madison?

A lender requires it when the home is in FEMA zone A or AE, the high-risk zones on Dane County's floodplain maps. Outside those zones it is your choice. In August 2018 the Yahara lakes hit historic highs after record rain west of the city. For a home near a lake or the river, I'd look at the current FEMA map before making an offer.

What is Well 15?

Well 15 is a Madison Water Utility well on East Washington Avenue near the airport that served 10,000 to 15,000 people on the east side. The utility shut it over elevated PFAS, a group of manufactured chemicals first found in the well in 2017. A 2018 analysis commissioned by the city linked them to firefighting foam used at Truax Field. The utility then built a treatment system to return the well to service, and it can tell you the well's current status.

When does US 51 close in Stoughton?

In 2027. Reconstruction began March 24, 2026, and the 2026 stage from Harrison Street to South Quam Road is to open to traffic in 2027. The 2027 stage, from South Quam Road to County B/AB, closes US 51 with a detour.

Where does Madison's bus rapid transit go?

Rapid Route A has run since September 22, 2024, from the Sun Prairie park-and-ride to Junction Road on the far west side, with 43 stations. Route B, the north–south line from north of Warner Park through the Square and down Park Street into Fitchburg, is in design through 2026, with construction in 2027 and riders in 2028.

Is Fitchburg part of Madison?

No. Fitchburg became its own city on April 26, 1983, to keep from being annexed by Madison, and it sets its own property tax levy. The county's property records show whether a parcel is in Fitchburg or in Madison.
