Buying a Home in the Los Angeles Area: The Westside, the Valley, the South Bay, Long Beach, Anaheim, Irvine and South Orange County

Nobody in Los Angeles says "take 405." It is the 405, the 10, the 101 and the 5, with the article out front. The habit is left over from the years when California's first freeways carried names before they carried numbers (California.com). On September 19, 2025, a train pulled into Pomona North station for the first time, and the Metro A Line became 57.6 miles long, the longest light rail line in the world (Metro). Eight months later, on May 8, 2026, the D Line opened three new subway stations under Wilshire Boulevard, at La Brea, Fairfax and La Cienega (Metro, The Source).

I'm Jeff Moran, NMLS #483943, a mortgage broker licensed in California through C2 Financial Corporation, and I have been in the mortgage business since 1996. I work from Bluffton, South Carolina, a long way from the 405, so nothing on this page is a first-hand claim. Every fact comes from a public source, cited beside it, and the facts were checked on September 30, 2026. Los Angeles County and Orange County make up this metro, and a home buyer chooses among regions people search by: the Westside, the Valley, the South Bay, the San Gabriel Valley, Long Beach, and north and south Orange County. I go through those regions first, then what is being built, the rail and road work, the hospitals and the employers. After that come the things worth looking up on any address before you compare it with another one.

What do the Westside, the Valley, the SGV and South County mean?

Listings, news and directions in this metro use regional names more than city names, so it helps to have them straight before you start searching.

  • The Westside is the west side of the City of Los Angeles and the cities inside it: Santa Monica, Brentwood, Beverly Hills, Culver City, Venice and Palms (California.com).
  • The Valley means the San Fernando Valley, a basin bounded by the Santa Monica Mountains to the south, the Simi Hills to the west and the Santa Susana Mountains to the north and east (Wikipedia: San Fernando Valley). Most of it is inside the City of Los Angeles, with Burbank and Glendale as separate cities on its east end.
  • The SGV is the San Gabriel Valley, which takes up most of southeastern Los Angeles County east of the city, from Pasadena out to Pomona (PBS SoCal).
  • The South Bay is the coastal and inland cities south of LAX: El Segundo, Manhattan Beach, Hermosa Beach, Redondo Beach, Torrance, Gardena and Carson.
  • South County is south Orange County: Mission Viejo, Laguna Niguel, San Juan Capistrano, San Clemente, Dana Point and Rancho Mission Viejo.
  • The Orange Curtain is the nickname for the line between Los Angeles County and Orange County (Wikipedia: Orange Curtain). On this page it is only a county line, and the transfer tax section below explains why it matters to your closing costs.

Two weather words come up in conversation too. June Gloom is the marine layer that greys out late-spring mornings, and locals stretch the joke into May Gray and No-Sky July (Wikipedia: June Gloom). The Santa Anas are the dry offshore winds that drive fire weather in the fall, and the insurance section below is where they reach a home purchase.

What should you know about each part of the metro?

Downtown and the center of the city

Griffith Park covers about 4,310 acres in the eastern Santa Monica Mountains, with the observatory on the south slope of Mount Hollywood and the Autry Museum inside the park (LA Recreation and Parks). Closer in, Elysian Park's 600 acres spread across the hills just north of downtown, and Echo Park Lake covers about 14 acres nearby (LA Recreation and Parks). If you are looking at a home near downtown, those three are the parks closest to you, and it helps to know how far the home is from each one.

The Citywide Adaptive Reuse Ordinance took effect on February 1, 2026. It lets the owner of any commercial building in the city that is at least 15 years old convert it to housing, and city staff can sign off on the conversion without a public hearing (LA City Planning). It replaced an older program that had limited conversions to Downtown, Chinatown, Hollywood and Koreatown (The Real Deal, February 13, 2026). If you are looking at a converted loft, it helps to ask which program it was approved under.

The Westside: Santa Monica, Culver City and Pacific Palisades

Palisades Park in Santa Monica runs along the bluff top on Ocean Avenue from the pier north to Adelaide Drive, and Tongva Park's six acres are between Ocean Avenue and Main Street (City of Santa Monica). Santa Monica is one of the five cities in the county with its own transfer tax, and the transfer tax section below covers what that means.

Culver City changed its zoning so that homes can now be built in about 80% of the city. A project on Jefferson Boulevard was revised from 230 to 344 units, and five projects in the Fox Hills area together come to nearly 3,000 homes (Urbanize LA; WestsideToday, August 2025).

The January 2025 Palisades Fire destroyed more than 5,000 homes in Pacific Palisades (Hollywood Reporter). Palisades Village, Caruso's outdoor shopping center in the neighborhood, reopened on August 15, 2026 after a $50 million reconstruction that included the public park and the surrounding streets (Caruso). Temescal Gateway Park on Sunset Boulevard reopened on July 17, 2026, though the canyon trail to the waterfall stays closed (Santa Monica Mountains Conservancy). Pacific Palisades is inside the City of Los Angeles, so a rebuild there is permitted by the city's Department of Building and Safety, LADBS. The department runs a self-certification pilot for like-for-like rebuilds of single-family homes destroyed in the January 2025 fires. Self-certification means a licensed architect or engineer certifies that the rebuild plans meet code, and the Altadena section below explains how the county's version works (LADBS).

Pasadena and Altadena

Brookside Park is in the Arroyo Seco next to the Rose Bowl, Kidspace Children's Museum is on the same road, and the Norton Simon Museum stands at Colorado and Orange Grove (City of Pasadena). East of the city line, The Huntington's library, art museum and botanical gardens are on Oxford Road in San Marino (The Huntington).

Altadena, north of Pasadena, is unincorporated, which means it is outside any city's limits and Los Angeles County handles its permits, its sheriff service and its building inspections. So a home being rebuilt after the January 2025 Eaton Fire goes through LA County Public Works rather than the City of Los Angeles (LA County Planning). The county issued permits for 931 residences in Altadena by mid-December 2025, against 604 approved by the City of Los Angeles for the Palisades, according to a design-build firm's tracker (Letterfour). The county also runs a Building Plan Self-Certification Pilot for fire survivors. A licensed architect or civil engineer certifies that the plans meet code, and the county audits at least 20% of self-certified plans at random (LA County Recovers). If you are buying a rebuilt home in either burn area, please ask for the permit history and the final inspection record, because a lender's appraiser will want to see the work was finished and signed off.

Pasadena, Burbank and Glendale fund housing together through one shared fund, the Burbank-Glendale-Pasadena Regional Housing Trust. The three cities run it jointly, and it started with $23 million from the 2022-23 state budget (City of Pasadena).

The San Fernando Valley

The Warner Center 2035 Specific Plan in Woodland Hills keeps producing large projects (Urbanize LA). Among them are five "Q" buildings totaling 1,438 units, 852 apartments and a 204-room hotel at the former Fry's Electronics site on Canoga Avenue, and the 335-unit Clarendon on a former post office site. Across the Valley, the East San Fernando Valley Light Rail began construction in July 2026. It will run 6.7 miles at street level on Van Nuys Boulevard, with 11 stations serving Panorama City, Arleta and Pacoima, and the completion date is December 2031 (Skanska; Metro).

Two LAUSD buildings opened in the Valley in 2026: a new two-story classroom building at Kennedy High School in Granada Hills, part of a $274 million campus upgrade, and the John Williams Performing Arts Center at North Hollywood High (LAUSD). The Sepulveda Basin off-leash dog park on Victory Boulevard in Encino is the Valley's fenced dog park (LA Recreation and Parks).

The Santa Clarita and Antelope valleys

Valencia by FivePoint is going up on the old Newhall Ranch property in the Santa Clarita Valley: about 15,000 acres and 21,500 homes planned over 20 to 30 years, with the first neighborhood, Confluence Village, opened in 2021 (Valencia). In Canyon Country, the City of Santa Clarita expected to finish a new two-lane Soledad Canyon Road bridge in summer 2026 (City of Santa Clarita). It comes with a shared-use path, a new signal and a roundabout serving the Vista Canyon transit center. Vasquez Rocks, the 932-acre county park in Agua Dulce, is known for tilted sandstone slabs that have appeared in many films (LA County Parks). Newer neighborhoods in this valley commonly carry a Mello-Roos special tax, and the Mello-Roos section below explains how to look up the exact amount on any parcel.

Over the mountains, Palmdale is the planned site of a California High-Speed Rail station next to the Palmdale Transportation Center (City of Palmdale). The city is also working on a 56-acre open-air shopping and restaurant center at Palmdale Boulevard and the Antelope Valley Freeway (Antelope Valley Press).

The San Gabriel Valley

The A Line extension that opened in September 2025 added four stations in the SGV: Glendora, San Dimas, La Verne/Fairplex and Pomona North (Streetsblog LA). Frank G. Bonelli Regional Park wraps about 1,800 acres around the 250-acre Puddingstone Reservoir in San Dimas, and Santa Fe Dam Recreation Area in Irwindale carries a lake used for boating and fishing (LA County Parks). Whittier Narrows, at about 1,492 acres, is on both sides of the Pomona Freeway in South El Monte (LA County Parks). If you are looking in the SGV, those are the county parks with a lake, and the one nearest the home you are considering is worth a drive before you decide. West Whittier, which is unincorporated, had a planned apartment project approved by the county Board of Supervisors in mid-September 2026 (The Real Deal).

The South Bay, Inglewood and the Palos Verdes Peninsula

SoFi Stadium in Inglewood hosted eight FIFA World Cup matches in June and July 2026, ending with a quarterfinal on July 10 (SoFi Stadium). Nearly 74,000 square feet of natural grass was laid over the stadium's usual surface for the tournament (NBC LA). Next door, Intuit Dome hosted the NBA All-Star Game on February 15, 2026 (NBA). The Inglewood Transit Connector has been in pre-construction since April 2024, with completion anticipated by 2028 for the Olympics (Inglewood Transit Connector).

Dockweiler State Beach in Playa del Rey has about 40 fire pits on the sand near the Imperial Highway entrance, and Hermosa Beach has volleyball nets strung along its sand (LA County Beaches and Harbors). Torrance holds its certified farmers market at Wilson Park on Crenshaw Boulevard (City of Torrance). In Redondo Beach, the AES power plant was decommissioned, and the city has been working to acquire about 30 acres of the site to restore roughly 10 acres of coastal wetlands (Southern California Wetlands Recovery Project). A private proposal for a 2,300-unit residential project on the same land would need zoning changes and a public vote, so it is worth checking the city's current agenda before you count on either outcome.

On the Palos Verdes Peninsula, the Portuguese Bend landslide is the fact a buyer in Rancho Palos Verdes wants to understand. The city's own survey data for early August 2026 put average movement inside the active slide at 0.99 inches a week (City of Rancho Palos Verdes). That was down 9.8% from July and the first reading under an inch a week since October 2023. Southern California Edison has said it needs sustained movement under an inch a week to consider restoring power in that area, and SoCalGas began restoring gas service to most homes in the slide area in May 2025. Whether electric service is back on a given street is something to confirm with the city and the utility before you write an offer.

San Pedro and Long Beach

Cabrillo Beach in San Pedro has an outer ocean side and an inner harbor side, with a public boat launch and the Cabrillo Marine Aquarium on the same drive (LA Recreation and Parks). Across the harbor, Long Beach's downtown waterfront has a full list of projects. A 5.6-acre parking lot north of the Hilton and the World Trade Center is planned for 756 units in six buildings of 7 to 30 stories (Long Beach Business Journal). Onni is set to build 600 units in two five-story buildings south of the 2ND & PCH center, and five affordable projects were expected to break ground in 2026. The council approved a scaled-back design of roughly $75 million for the Belmont Beach and Aquatics Center, with a 50-meter outdoor pool, and an 11,000-seat amphitheater is planned near the Queen Mary.

In January 2026, Anduril Industries announced a second Southern California campus in the Long Beach area: 1.18 million square feet, a $1 billion build, with an opening planned for mid-2027 (OCBJ). Roughly 5,500 direct jobs are expected there once it opens. For the everyday side of the city, El Dorado East Regional Park covers about 640 acres in east Long Beach with lakes and a nature center (City of Long Beach). Rosie's Dog Beach is the off-leash stretch of sand at Granada Beach, and the Aquarium of the Pacific is on Rainbow Harbor downtown.

Anaheim, Santa Ana and north Orange County

Anaheim is mid-construction on three fronts. DisneylandForward, the roughly $1.9 billion expansion the City Council approved in May 2024, saw its first physical work in June 2026 with an east-side parking structure (City of Anaheim). OCVIBE is a 92-acre, $4 billion district around Honda Center, with its first public spaces debuting in 2026 and two parking structures under construction (City of Anaheim). In the Platinum Triangle, about 2,800 apartments were under construction as of February 2026, and Fire Station 12 on State College Boulevard was set to open in mid-2026 (City of Anaheim). Yorba Regional Park carries an Anaheim address on La Palma Avenue even though it is at the edge of Yorba Linda, where the Nixon Library stands on the site where Richard Nixon was born (OC Parks).

In January 2026 the Garden Grove City Council approved a $250,000 contract with Gensler for design guidelines covering the Little Saigon area across Garden Grove, Fountain Valley and Santa Ana (City of Garden Grove; City of Santa Ana). The work was expected to conclude in September 2026 and go to each city for adoption. Westminster is working on its own guidelines separately. The OC Streetcar, 4.15 miles and 16 stops between Santa Ana and Garden Grove, had its track complete along the full route and was about 92% finished as of OCTA's last update I could find (OCTA). I could not confirm whether passenger service had started by September 30, 2026, so you can check OCTA's page for the current status. The Bowers Museum and the Discovery Cube are both on North Main Street in Santa Ana, and Hillcrest Park, opened in 1922, is Fullerton's oldest park (City of Fullerton).

Huntington Beach is in a long dispute with the state over its housing element, the part of a city's general plan that shows where new homes can go. A court ordered the city to pay $10,000 a month for each month since January 2025, rising to $50,000 a month from June 2026, until it adopts a compliant plan (Governor of California, May 15, 2026). For a buyer, that mainly means where new construction is allowed in the city is still being decided. Bolsa Chica State Beach's 169 acres run along Pacific Coast Highway on the north side of the city, and Huntington State Beach's 121 acres run along the south (California State Parks).

Irvine and Costa Mesa

Irvine added roughly 6,174 residents in the last year, the largest gain of any Orange County city (SF Chronicle). Much of that growth is at the Great Park Neighborhoods, FivePoint's master plan on the former Marine Corps Air Station El Toro. As of mid-2026, Rise and Solis Park were selling, Luna Park had opened for sale, and Beacon Park and Parasol Park were sold out (Great Park Neighborhoods). Luna Park is built around a 13-acre park with pickleball courts, two pools and a zipline. The Canopy at Great Park, about 80,000 square feet of shops and restaurants plus the 12,000-square-foot Hangar 244 turned into a food hall, is scheduled to begin opening in late 2026 (The Canopy).

Two hospitals opened within a year of each other on the same side of Irvine. UCI Health Irvine opened on December 10, 2025, a seven-story, 144-bed hospital with a 24-hour emergency department, and its owner describes it as the country's first all-electric acute care hospital (UCI Health). Hoag Hospital Irvine's Sun Family Campus opened in September 2026, and at completion it will hold 155 inpatient beds and 11 operating rooms across six new buildings (Hoag, September 21, 2026). Irvine Unified serves more than 36,000 students across 24 elementary schools, five K-8 schools, six middle schools and five high schools (IUSD). The William Woollett Jr. Aquatics Center at Heritage Park is the city's public pool, and Pretend City Children's Museum is on Hubble (City of Irvine).

One Metro West in Costa Mesa now stands at 957 units after a 2026 revision. The office space in the earlier plan became a building for residents to share, with co-working space inside it. The revised project received its final environmental approval on May 29, 2026 (CEQAnet). Anduril's Costa Mesa campus runs to 640,000 square feet (OCBJ).

South County: Rancho Mission Viejo, San Clemente, Dana Point and Laguna

Rancho Mission Viejo is a 23,000-acre master plan that will hold about 14,000 homes across several villages, with roughly 5,000 to 6,000 built so far (OCBJ). The Village of Rienda is in its final phase: 232 new homes by Trumark, Lennar and Shea with a grand opening in fall 2026, after more than 1,500 homes sold there since April 2022 (Rancho Mission Viejo). Rienda School is expected to be finished in fall 2027 for up to 1,600 students, and a 55+ village called Gavilán Ridge was announced to open in early 2026 (Rancho Mission Viejo). Ronald W. Caspers Wilderness Park covers about 8,000 acres east of San Juan Capistrano on Ortega Highway, and O'Neill Regional Park covers about 4,500 acres in Trabuco Canyon (OC Parks). If you are looking at a home in one of the villages, those two parks are the open land on the east side of it, reached from Ortega Highway and Trabuco Canyon Road.

San Clemente's coastal rail line closes for emergency stabilization after heavy surf and rain. It closed again in August 2026 and in September 2026 (Voice of OC). OCTA's emergency program covers four vulnerable areas and calls for roughly 540,000 cubic yards of sand, the largest single sand placement ever on the city's beaches (OCTA). A wider study looks at protecting about seven miles of track over the next 10 to 30 years. If you keep a boat, Dana Point Harbor's public launch ramp has six lanes and is reached from Embarcadero Drive, and Doheny State Beach is next to the harbor (Dana Point Harbor). Crystal Cove State Park in Newport Beach holds about three miles of beach and a historic district of 46 cottages (California State Parks). If you hike, Laguna Coast Wilderness Park covers about 7,000 acres in Laguna Canyon with roughly 40 miles of trails, and Aliso and Wood Canyons adds another 4,500 acres above Laguna Niguel, with its entrance on Alicia Parkway (OC Parks).

What is being built, and what changed in the rules?

Los Angeles County gained more than 10,200 accessory dwelling units in 2025, which was more than a third of all new housing in the county that year. Total housing production still fell more than 4%, to 27,293 units from 28,498 (Planetizen, August 2026). Part of that ADU surge is tied to rebuilding in the Eaton and Palisades burn areas. An ADU is a second, smaller home on the same lot, and it shows up on a listing as a rental unit, a guest home or a converted garage.

Senate Bill 79, which allows taller and denser housing near major transit stops, took effect statewide on July 1, 2026 (LA City Planning). On March 24, 2026, the Los Angeles City Council directed City Planning toward a phased local rollout through 2030, and the city's Low-Rise Ordinance and Phased Implementation Ordinance took effect on June 30, 2026 (CalMatters, April 2026). If the home you are considering is within a half mile of a rail station, it is worth asking the city's planning counter what can be built on the neighboring lots now.

Voters passed Measure US in November 2024 with 68% of the vote. It is LAUSD's largest facilities bond at $9 billion, repaid through property taxes, and the district has 240 projects under construction and 640 more in the works (LAist). LAUSD's enrollment is 43% below its level two decades ago, and in September 2026 the board said hard decisions about school closures lie ahead (LAist). So for any address, it is worth checking the district's current attendance map rather than relying on what a listing says. In Orange County, Capistrano Unified is the county's largest district, and its bond measures in November 2016 and March 2020 were both defeated (Ballotpedia).

Which rail and road projects change a commute?

The D Line. Section 1 of the extension opened on May 8, 2026, running four miles from Wilshire/Western to Wilshire/La Cienega with three new stations (Metro, The Source).

Sepulveda. In January 2026 the Metro Board chose a fully underground heavy-rail subway between the Van Nuys Metrolink station and the E Line's Expo/Sepulveda station, with a connection to the G Line on Van Nuys Boulevard. The cost is estimated at $20 billion to $25 billion, and completion is estimated for 2033 to 2035 (Metro, The Source).

LAX. The LAX/Metro Transit Center has been open since June 6, 2025, connecting the C and K Lines to airport shuttle buses (Streetsblog LA). The Automated People Mover that will carry passengers from that station into the terminals has had its opening date moved more than once, with a posted target of October 2026 as of July (Cranky Flier, July 23, 2026). I could not confirm whether it had opened as of September 30, 2026.

The I-5 in central Orange County. OCTA and Caltrans are adding lanes along nine miles of the I-5 between the I-405 and the SR-55: regular through lanes, plus the short merge lanes that run from an on-ramp to the next off-ramp. Construction is anticipated from spring 2026 through mid-2029 (OCTA). If you'll be commuting through central Orange County on the 5, you'll be driving through that work for three years.

LA28. The 2028 Olympics plan no new permanent venues, the first Games in 80 years to build none, using more than 40 existing venues from Exposition Park to the Valley, Venice and Orange County (LA28). A 369-mile Games Route Network of dedicated roadways will be coordinated with Caltrans during the competition, and Metro has designated nine Central Mobility Hubs with construction expected to begin in 2027 (SCAG).

Where are the new hospitals?

Besides UCI Health Irvine and Hoag's Sun Family Campus above, a 52-bed freestanding rehabilitation hospital on the UCI campus was celebrated in July 2026 as opening later in the year (UCI Health). In South Los Angeles, Kaiser Permanente announced up to $32 million for an emergency department expansion at MLK Community Hospital, the largest gift in that hospital's history. Its emergency department was designed for about 25,000 visits a year and now sees about 125,000 (MLK Community Healthcare, September 2026). Cedars-Sinai has a nine-story tower in Marina del Rey scheduled to open in 2026, with capacity for 96 beds at first, and city approval for a 203-bed, nine-story tower at its Beverly Grove campus (Urbanize LA). I could not confirm whether the Marina del Rey tower had opened by the end of September.

Who are the big employers, and what happened to the film credit?

Disneyland Resort is Orange County's largest employer, at about 36,000 local employees, and UC Irvine is second at about 34,300, according to a workforce report summarizing Orange County Business Journal data (Amtec). Parker Aerospace grew from 1,242 to 1,716 Irvine employees with its Meggitt integration, and Hoag expected to add roughly 1,000 jobs with its Irvine campus (OCBJ).

On the Los Angeles side, AB 132, signed June 27, 2025, raised California's annual film and television tax credit from $330 million to $750 million for five years (California Film Commission). Program 4.0 offers a 35% to 40% refundable credit for 2025 through 2030. On September 19, 2026, the Governor signed further legislation expanding the credits and creating a new credit for post-production jobs (Governor of California). Los Angeles County's unemployment rate was 5.0% in August 2026, seasonally adjusted, down from 5.6% a year earlier, with health care and social assistance leading the year's job gains at 28,900 (California EDD, via MyNewsLA, September 18, 2026). A lot of people in this metro are paid by the project rather than by the year, and self-employed mortgages in California covers how that income is documented.

For anyone on orders, the Joint Forces Training Base at Los Alamitos covers 1,319 acres in northwestern Orange County, with about 850 full-time employees and more than 6,000 National Guard and Reserve troops (Cal Guard). Naval Weapons Station Seal Beach is about five miles away. How VA loans work in California covers entitlement, the funding fee and the escrow closing.

Which county and which city is the home in?

The metro is two counties: Los Angeles County, with 88 cities, and Orange County, with 34. Los Angeles County's population was just under 9.7 million in 2025, still the most populous county in the country and nearly double Cook County, Illinois (KTLA, reporting Census Vintage 2025 estimates). Between the 122 cities is a large unincorporated population. Altadena, Ladera Ranch, Rancho Mission Viejo and West Whittier are all outside city limits, so the county issues their permits and provides their sheriff service.

Which city a home is in decides three things on this page: whether one of the five city transfer taxes applies at closing, whether LADBS or the county handles a permit, and which local bonds are on the tax bill. The county assessor's parcel record shows the city and the Tax Rate Area for any address, and that is the place to start when you compare two homes. A Tax Rate Area is the part of a county that shares one combined tax rate, and the property tax section below explains how it sets the bill.

How does property tax work on a Los Angeles-area home?

California's Proposition 13 sets the base property tax at 1% of assessed value, and the assessed value resets to the purchase price when a home sells. On top of that 1% come voter-approved bonds, such as the LAUSD Measure US bond above, and local assessments. The total rate for a parcel depends on its Tax Rate Area, or TRA, and the Los Angeles County and Orange County auditor-controllers each publish the rate for every TRA in their county. So please look up the TRA for the actual address rather than using a countywide average. If you make the home your principal residence, the Homeowners' Exemption takes $7,000 off the assessed value, and you file for it once (LA County Assessor).

A purchase also produces a supplemental tax bill. The assessor bills the difference between the seller's assessed value and your purchase price, and that bill goes to you rather than to your lender's escrow account. I explain the timing and how to plan for it in the California supplemental property tax bill.

If you are 55 or older, Proposition 19 lets you carry your current home's taxable value to a replacement home anywhere in California, up to three times, as long as you buy within two years of selling (LA County Assessor). That matters if you are moving from a long-held home in Long Beach to Gavilán Ridge, or anywhere else in the state, and buying again at 55 or older walks through the two-year clock.

What is Mello-Roos?

Mello-Roos is a special tax charged by a Community Facilities District, a district formed to pay for the roads, schools, parks and utilities a new neighborhood needs. It appears as its own line on the property tax bill, separate from the 1% Proposition 13 rate, and it typically runs 20 to 40 years (JVM Lending). Each district has a Rate and Method of Apportionment, a formula that sets the amount for each type of parcel, and the amount may stay level, rise with inflation or fall as the bonds are paid off.

Newer villages in Irvine, Valencia and Rancho Mission Viejo commonly carry one or more of these districts, and published estimates for the same neighborhood disagree by a factor of three. So the only figure I would trust is the one on the parcel itself. Please ask for the current property tax bill by its assessor's parcel number, or APN, through the county treasurer-tax collector, and read each CFD line and its annual amount. That dollar figure is part of the monthly payment a lender qualifies you on.

What is the transfer tax, and why does the city matter?

Los Angeles County charges a documentary transfer tax of $1.10 for every $1,000 of the sale price when a deed records (LA County Registrar-Recorder). Five cities in the county add their own on top: Culver City, Los Angeles, Pomona, Redondo Beach and Santa Monica (LA County city transfer tax bulletin). The City of Los Angeles adds $4.50 per $1,000 on every sale. Above certain prices it adds Measure ULA as well: for sales closing after June 30, 2026, the rate is 4% at $5,400,000 and 5.5% at $10,900,000 or more, and the thresholds adjust each year (LA Office of Finance). There is no owner-occupant or first-time-seller exemption from ULA. Santa Monica's own tax has a third tier at $56 per $1,000 on transfers of $8 million or more (LA County city transfer tax bulletin).

Orange County charges the same $1.10 per $1,000 county tax, and no city in Orange County adds a city transfer tax (California City Finance). Who pays the transfer tax is a term of the purchase contract, and Southern California's usual customs on that are on the California page.

Nearly every newer community in the metro is run by a homeowners' association, and California's Davis-Stirling Act governs how those associations set dues, hold elections and enforce rules (Wikipedia: Davis-Stirling). Orange County alone has roughly 5,000 separate associations covering about 900,000 homes (California Association of Community Managers). The association's resale documents list the dues and any special assessments, and those dues are included in the monthly payment a lender qualifies you on.

What should you know about fire, earthquake and flood insurance?

CAL FIRE released updated Fire Hazard Severity Zone maps for Southern California on March 24, 2025, covering the City of Los Angeles and unincorporated Orange County (LAFD). Orange County adopted the map for its unincorporated areas by Ordinance No. 25-015 on August 26, 2025 (OC Development Services). A seller must disclose whether the home is in a High or Very High zone. A home in a Very High zone also has to keep defensible space, which means keeping brush and plants cleared back from the home, commonly described as 100 feet around structures (OSFM).

The zone shapes what the insurance will cost, so in a fire zone it makes sense to get an insurance quote before you write the offer. The California FAIR Plan, the state's insurer of last resort, had 696,562 policies in force in June 2026, and an average rate increase of 29.1% is reported to take effect in October 2026 (Coverage Cat). California also has a rule for the year after a declared disaster: an insurer cannot drop a home in the affected ZIP codes when its policy comes up for renewal. Since January 1, 2026, SB 547 has extended that protection to HOA and condominium policies as well as single-family homes (Latent Insurance). Whichever policy you end up with, its premium becomes part of your monthly payment, and it is the number I would get in hand before you compare two homes in different zones.

Earthquake coverage is a separate policy. About 14% of California residential policyholders carried it in 2026, and the California Earthquake Authority writes about two thirds of the residential earthquake market (CEA). Every residential sale comes with a Natural Hazard Disclosure report that states whether the property is in an Alquist-Priolo Earthquake Fault Zone, a seismic hazard zone, a landslide zone, a flood zone or a fire hazard zone (Wikipedia: Alquist-Priolo). If you are buying a two- to four-unit building in the City of Los Angeles, please also ask whether it falls under the city's soft-story retrofit ordinance (LADBS). That ordinance covers wood-frame buildings with open-front ground floors, and the city identified about 13,500 of them.

For flood, FEMA's maps put every address in a zone, and the maps are at the FEMA Map Service Center. Zone AE is a high-risk flood area, and a home there with a federally backed mortgage must carry flood insurance. Zone X is a moderate-to-low-risk area, and a lender generally does not require flood insurance there. Huntington Beach's southeast section moved from Zone AE to Zone X by a map revision effective March 30, 2009 (City of Huntington Beach). That is a reminder that the zone on an old listing may not be the zone on the current map.

What are the local down payment programs called?

Several programs help with down payment and closing costs in this metro, and each one sets its own income limits and amounts, which change every year. The state's CalHFA programs are MyHome, ZIP, MyAccess and Dream For All (CalHFA). The City of Los Angeles runs LIPA and MIPA, its low- and moderate-income purchase assistance programs (LA Housing Department). Los Angeles County has its Home Ownership Program, Orange County has its Mortgage Assistance Program (OC Housing & Community Development), and the City of Santa Ana has My First Home (City of Santa Ana). You'll want to pull the current figures from the agency itself, because the numbers on third-party pages go stale fast.

How do these facts reach your mortgage?

The California Association of Realtors put the Los Angeles County median price for an existing single-family home at $930,720 in August 2026, up from $911,360 in July (C.A.R.). The same association's Orange County figure, measured the same way, was $1,470,000 in July 2026 (C.A.R., via MyNewsLA). Those medians run well above most of the country, and the loan limits follow them. The conforming limit is the largest loan Fannie Mae and Freddie Mac will buy in a county, and a loan above it is called a jumbo loan. The agencies allow a higher limit in high-cost areas, and there is a ceiling on how high that limit can go in any county. Both Los Angeles County and Orange County are at that ceiling for 2026, and the FHA one-unit limit equals the conforming one-unit limit here. In most of the country the FHA limit is far below the conforming limit, so in these two counties the FHA program reaches the same loan size the conforming program does. The 2026 conforming and FHA limits for both counties are in the box below this article. The page on conforming versus jumbo loans explains what changes when a loan crosses that limit.

Property tax at the parcel's Tax Rate Area, any Mello-Roos lines, the homeowners and fire insurance premiums and the association dues are all part of the monthly payment a lender qualifies you on. The transfer tax, where it applies, is part of your cash to close, and the supplemental tax bill arrives after closing on your own account. Pre-approval in California covers what the letter is based on and why an estimate should be built for the actual city.

When you're ready, you can run your numbers for a Los Angeles or Orange County purchase: rates for your scenario and California closing costs, with no credit pull and no account. Choose the option that works best for you, and the application opens from there.

Nothing here is a loan approval, a denial or a commitment to lend, and it is not tax advice. The assessed value, the Tax Rate Area and any special taxes on a specific parcel are set by that county, so please confirm them with the assessor and the treasurer-tax collector.

Common questions

Is the FHA loan limit in Los Angeles County the same as the conforming limit?

Yes. Both Los Angeles County and Orange County have the highest limit the agencies allow in any county for 2026, so the FHA one-unit limit and the conforming one-unit limit are the same figure. The exact numbers for one- to four-unit homes are in the loan-limits box on this page.

Who issues rebuild permits in Altadena and Pacific Palisades?

Altadena is unincorporated, so a rebuild there is permitted by Los Angeles County Public Works, and the county runs a self-certification pilot with a random audit of at least a fifth of self-certified plans. Pacific Palisades is inside the City of Los Angeles, so its permits come from LADBS, which runs its own pilot for like-for-like rebuilds of homes destroyed in the January 2025 fires.

Does Orange County have a city transfer tax?

No. Orange County charges the county documentary transfer tax only, and no city in the county adds one. In Los Angeles County, five cities add their own city tax on top of the county's: Culver City, Los Angeles, Pomona, Redondo Beach and Santa Monica.

How do I find out what a specific home pays in Mello-Roos?

Please ask for the current property tax bill by the home's assessor's parcel number through the county treasurer-tax collector, and read each Community Facilities District line and its annual amount. The district's Rate and Method of Apportionment explains whether that amount stays level, rises or falls over time. Published estimates for the same neighborhood vary widely, so the parcel's own bill is the figure to use.

What is the supplemental property tax bill in California?

When a home sells, the county reassesses it to the purchase price and bills the new owner for the difference between the seller's assessed value and the new one, prorated to the end of the fiscal year. The bill is mailed to you rather than to your lender, so an escrow account does not pay it, and a purchase early in the calendar year can produce two of them.

Which new Metro lines opened in the Los Angeles area?

The A Line extension to Pomona opened on September 19, 2025, adding stations at Glendora, San Dimas, La Verne/Fairplex and Pomona North. The D Line extension opened on May 8, 2026, with new stations at Wilshire/La Brea, Wilshire/Fairfax and Wilshire/La Cienega. The East San Fernando Valley Light Rail began construction in July 2026, and the Sepulveda subway between the Valley and the Westside is estimated for completion in 2033 to 2035.

Is Rancho Mission Viejo still building new homes?

Yes. The Village of Rienda's final phase of 232 homes by Trumark, Lennar and Shea has a grand opening in fall 2026. Rienda School is expected to be finished in fall 2027, and a 55+ village called Gavilán Ridge was announced to open in early 2026. The full master plan calls for about 14,000 homes, with roughly 5,000 to 6,000 built so far.
