VA Loans in California — Where the Calendar Costs Money

California holds the largest veteran population in the country, and its VA files have a quirk almost nobody names — one that is about timing rather than about a fee.

What VA singles California out for

VA publishes a State Fees and Charges Deviations List — per-state exceptions from what a veteran may normally be charged. Most entries name a fee. The California entry names a clock:

Interest accrual can begin from the 1st business day preceding the settlement / disbursement date.

The version current as of February 17, 2026 carries it.

In plain terms: on a California VA loan your interest can start running a business day before the money actually moves. It is a small line in isolation and it is the only California-specific deviation VA lists — but it makes the calendar part of the cost rather than only part of the schedule.

Which is sharper here than elsewhere, because you have to show up

California does not permit a fully remote online notarization of the kind many states now allow. The Illinois and Wyoming pages describe states that do; California is the other kind, and the detail is on the California page.

Put the two together and the shape of a California VA closing is specific:

The signing has to be arranged around a physical appointment, which for a service member on duty is a scheduling problem rather than a paperwork one.

And the date that appointment lands on carries an interest consequence under the deviation above.

Ask early what your signing options are and what date disbursement is targeted for. Both belong in the plan rather than the last week.

This is separate from the funding fee and the 1% flat charge, which are their own rules.

Escrow runs it, and the escrow officer is neutral

California closings run through an escrow holder rather than an attorney, and the escrow officer is a neutral stakeholder rather than your representative.

For a VA buyer that matters in a particular way. VA files carry conditions a conventional file does not — the Certificate of Eligibility, the funding fee treatment, VA's own appraisal and its minimum property requirements. A neutral escrow holder administers instructions; it does not advocate for your file or chase a VA condition on your behalf.

That work belongs to the lender side, and it is worth knowing which side is doing it.

Transfer tax is local here, and you have to check the city

California's documentary transfer tax is imposed at the county level, and many cities impose their own on top. A statewide figure is close to meaningless.

For a no-down-payment VA purchase this is worth settling before the offer. City transfer taxes in California vary enormously between neighbouring municipalities, and allocation is a contract term rather than a statewide rule. A buyer bringing no down payment has less room to absorb a line nobody priced.

Price the actual scenario rather than working from a California average, which averages across the widest local spread in the country.

The north–south split applies to your file too

California's cost customs differ between the northern and southern halves — who pays for what, and which provider handles the closing. It is the defining California fact and it is not a small difference.

If you are moving within California on orders, the allocation you remember from your last purchase may not hold four hundred miles away. If you are arriving from another state, there is no statewide custom to inherit at all. Either way it is a term to negotiate rather than a default.

Where the buyers are

California has more military installations than any other state — Camp Pendleton and the San Diego complex including Naval Base San Diego, Coronado and Miramar in the south; Travis, Beale and Lemoore in the centre and north; Vandenberg, Edwards, Fort Irwin and Barstow inland.

What I would settle at application: the signing arrangement and the target disbursement date, together. In California those are one question, and leaving them to closing week is how a straightforward file turns stressful.
