Buying a Home in the Birmingham, AL Area: Over the Mountain, the 280 Corridor, Trussville, Shelby County and What Is Being Built

Vulcan stands 56 feet tall on top of Red Mountain, the largest cast-iron statue in the world, poured for the 1904 St. Louis Exposition (Encyclopedia of Alabama). Below him, Sloss Furnaces made pig iron from 1882 to 1971, and it is a National Historic Landmark now. The city around it grew so fast after its 1871 founding that people were calling it the Magic City by 1900 (Taste of the South). The ridge under Vulcan is still how people here give directions. Red Mountain runs southwest to northeast and separates Jones Valley, where downtown is, from Shades Valley on the other side. "Over the Mountain" means the cities on that far side: Homewood, Vestavia Hills, Mountain Brook and Hoover (Bham Now).

I'm Jeff Moran, NMLS #483943, licensed to originate mortgages in Alabama through C2 Financial Corporation, and I have been in the mortgage business since 1996. I work from Bluffton, South Carolina, and I wrote this page for anyone thinking about buying a home somewhere in the Birmingham area. The Birmingham area is seven counties, with downtown in Jones Valley, the Over the Mountain cities on the south side of Red Mountain, and new neighborhoods going up along U.S. 280, I-65 and I-59. The places come first, then the employers, the roads, the hospitals and the school systems. At the end is the homework I would do on any address before comparing it with another one: which city it is in, how Alabama's property tax works for a new owner, insurance and the sewer bill. The facts come from public sources linked beside them, and this page was last checked on October 1, 2026.

The side of Red Mountain the home is on

Downtown Birmingham and the city neighborhoods

Railroad Park covers 19 acres downtown, from 14th Street to 18th Street along First Avenue South, with about 1.3 miles of paved trail, a skate park and two playgrounds (Railroad Park). It is one piece of the Red Rock Trail System, a Jefferson County-wide network of trails and greenways with 175 miles completed as of 2026. The system follows the metro's creeks and valleys: Jones Valley and Valley Creek, Village Creek, Five Mile Creek, Shades Creek, the Cahaba River and Turkey Creek. A 2023 action plan adds 19 more miles over 15 years to close a 36-mile loop around the metro (Freshwater Land Trust).

Downtown is adding homes. The Sherman Multifamily project on Block 268 is five stories and 335 units with a 530-space parking deck, on the former Sherman Industries site. The Birmingham Design Review Committee approved its conceptual design in January 2026. Star Uptown, cottages and townhomes on the former Carraway Hospital site, was set to start construction in early 2026 and finish by early 2027 (Bham Now, January 2, 2026). New places to eat keep opening too. Rêve, described as Birmingham's only tasting-menu restaurant, held a public ribbon cutting for its reimagined concept on June 17, 2026. Noble Pursuits opened in Lakeview on August 8, 2026, described as Alabama's first bar built around traditional kava drinks, and The TreeBar, an entertainment venue in Woodlawn, was open by August 31 (Bham Now, 2026 openings).

The former Birmingham-Southern College campus, 192 acres in Bush Hills and College Hills, sold to the U.S. Coast Guard for $126.5 million, closing on May 1, 2026. It becomes U.S. Coast Guard Training Center Birmingham-Southern, running courses of two to twelve weeks for several thousand active-duty enlisted personnel a year (Bham Now; WBHM, May 1, 2026). Those are training rotations rather than permanent-duty assignments, so the campus does not work like a base where people are stationed for years.

Nebius is an AI infrastructure company based in the Netherlands. It is building a 300-megawatt data center it calls BHM01 in Oxmoor Valley, off Lakeshore Parkway. The site is about 80 acres at Oxmoor Corporate Park, where the Regions Lakeshore Operations Center used to be. The city issued the first construction permits in April 2026, covering more than $855 million of work, with permits for another $2.1 billion under review. The Birmingham Industrial Development Board approved a tax abatement package on May 29, 2026. The finished center is expected to employ about 100 people, with construction jobs in the hundreds (WBRC, April 10, 2026; WBRC, June 27, 2026).

Over the Mountain: Homewood, Vestavia Hills, Mountain Brook and Hoover

Mountain Brook was laid out starting in 1929 by real estate businessman Robert Jemison Jr. along the ridges of Red Mountain and Shades Mountain, planned as a set of villages with parks and trees (Wikipedia: Mountain Brook). Lane Parke, 122,000 square feet, is the phased redevelopment of the Evans property in Mountain Brook Village, where the Western Shopping Center and the Park Lane Apartments stood, under the Mountain Brook Village master plan (City of Mountain Brook). Jemison Park, a 54-acre greenway along Mountain Brook Parkway, runs a concrete trail beside Shades Creek (City of Mountain Brook).

Zozo's Kitchen opened in Homewood in 2026 (Bham Now, June 17, 2026). In Vestavia Hills, Wald Park's 32 acres hold an amphitheater, running trails, a baseball complex and an aquatic center (City of Vestavia Hills). The city's 2026 paving list under the Rebuild Alabama Act names Countrywood Lane, Old Oak Lane, Old Oak Circle, Timberline Way, Canterbury Circle, Gresham Drive, Magnolia Ridge and Countrybrook Lane (City of Vestavia Hills). Busy Brush Studio, a paint-your-own-pottery shop, opened there on June 13, 2026 (Bham Now).

Hoover, 92,606 people at the 2020 census and about 900 more since (PARCA), is in both Jefferson and Shelby counties. The Riverchase Galleria, Alabama's largest mall, turned 40 in February 2026, and Urban Planet opened on July 11, 2026 in the former Forever 21 space, the first in Alabama (WBRC; Bham Now). Two large build-outs are under way. Stadium Trace Village Phase II received $28 million in tax incentives over 20 years from the Hoover City Council in July 2026, plus $4 million for stormwater work, and the developers bought 65 acres off Highway 150 in August 2026. The phase includes South Haven Surgical Plaza, an 80,000-square-foot campus with an ambulatory surgery center and imaging, along with independent living, assisted living and memory care, and a golf-entertainment venue (Bham Now, July 14, 2026; WBRC, August 20, 2026). Riverwalk Village is a 90-acre mixed-use plan with a health and wellness center, walking trails, a 135-room hotel, 32,000 square feet of retail and both single-family and multifamily homes. Signature Homes bought 24 acres of it, and the Hoover zoning board approved the first 96 homes (City of Hoover; Hoover Sun). Ross Bridge, begun in 2004, is mostly single-family homes around a village center and the Ross Bridge Golf Resort and Spa (Wikipedia: Ross Bridge). For a walk, Moss Rock Preserve has about 350 acres of rock outcrops, streams and waterfalls with close to 12 miles of trail (City of Hoover). Aldridge Gardens is 30 acres around a lake, known for the snowflake hydrangea (Aldridge Gardens).

The U.S. 280 corridor and Shelby County

U.S. 280 runs southeast out of Birmingham through Mountain Brook toward Chelsea, and the local paper, 280 Living, is named for it. ALDOT opened the widened section from Shades Creek Parkway to I-459 in September 2026, three lanes to four in each direction over three miles, after 16 months of work. The rest of that job is in the roads section below.

Chelsea is where the corridor's new homes are going in. The Chelsea City Council rezoned 115 acres next to Chelsea High School, at 9680 and 10450 Shelby County 11. The land had been zoned for agriculture. The council moved it into a residential zone the city calls R-2, which is the zoning that allows homes to be built there. The plan is a 158-home subdivision called The Trails at Double Oak, and the vote was 3 to 2. The approved plan is a revision: a December 2025 submission of roughly 240 homes was denied, and the developer came back with fewer lots, larger lots and more green space (280 Living). The council also put one-year moratoriums in place on data centers and on residential rental communities, under resolution 14-07, to give staff time to write standards the current zoning ordinance does not cover. City leaders said no specific project in Chelsea prompted it (ABC 33/40). In March 2026 the city moved to handle building permits and inspections itself rather than contracting them out (280 Living). Chelsea does not have its own school system. A 2022 referendum on the property tax increase that would have funded one failed, 467 for and 3,218 against, and Chelsea's schools remain in Shelby County Schools (CBS 42).

Alabaster and Pelham each run their own city school system, separate from Shelby County Schools (Bhamwiki). Calera has three exits on I-65, a 1,500-acre MegaSite, Norfolk Southern and CSX rail, the Shelby County Airport and the Heart of Dixie Railroad Museum (City of Calera). The I-65 widening from Alabaster to Calera shapes a commute from either city, and it is in the roads section.

Trussville, Leeds and St. Clair County

Trussville, 27,273 people with more than 1,000 added since 2020 (PARCA), is in both Jefferson and St. Clair counties and runs its own city school system. I-59 through town was being widened to three lanes each way, with all of them expected open by early fall 2026 (WBRC, May 29, 2026). The Riggins Property proposal off Camp Coleman Road is not approved. It is 235 homes with a public greenway, a developer-funded road from Praytor Road to Camp Coleman Road, and 25 acres donated for a future elementary school. The plan had been revised nine times by April 2026, and residents spoke about it at the May 12 council meeting. In June 2026 the council pulled it from the agenda, asking for a full traffic study, environmental testing of lakes the city would inherit, and stronger legal protections (WBRC, April 12, 2026; CBS 42). Trussville Civitan Park runs along the Cahaba River off Cherokee Drive, with the John LeMaster disc golf course.

Leeds reaches into three counties: Jefferson, St. Clair and Shelby. The Barber Vintage Motorsports Museum there holds more than 1,600 motorcycles and racing cars inside an 880-acre park with a road course. The Leeds City Council has adopted a one-year moratorium on development approvals and permits for data center campuses and similar high-impact facilities. Birmingham, Chelsea and Homewood are also named among the Alabama cities that paused data centers for a zoning review rather than approving them on existing rules (Business Alabama). Sewer work, including pump station capacity improvements, has been under way in Leeds (St. Clair News-Aegis, May 12, 2025).

St. Clair County, 96,927 people, is Moody, Odenville, Springville, Pell City and Branchville, the last of them on U.S. 411 between Odenville and Moody (Encyclopedia of Alabama). UAB St. Vincent's St. Clair is the county's hospital. In 2026, Redfin showed 133 newly built homes listed for sale in the county (Redfin).

Bessemer, McCalla and western Jefferson County

The Bessemer Hall of History fills the 1916 Alabama Great Southern Railroad depot with artifacts from the city's mining and steelmaking years (In Birmingham). Amazon's Bessemer fulfillment center is 855,000 square feet, a $325 million investment with at least 1,500 jobs, and it was Amazon's first major Alabama fulfillment center. It has been described as the largest economic development project in recent Birmingham history by total jobs (Goodwyn Mills Cawood). "Project Marvel," a proposed data center campus just northwest of the I-20/59 and I-459 interchange, expanded its plan to 1,600 acres in February 2026, with the revised footprint coordinated with the planned Northern Beltline corridor (WBRC, February 9, 2026). New Bessemer-area neighborhoods include Crosswinds at Cedar Creek by Smith Douglas Homes and Heritage Crest by D.R. Horton (Homes.com). In McCalla, a diverging diamond interchange at I-20/59 was expected to open in fall 2026 (WBRC, May 29, 2026). A diverging diamond is a design where traffic crosses to the left side of the road for a short stretch, so left turns onto the ramps do not wait on a signal. Jefferson County Schools built McCalla Elementary there to replace Greenwood Elementary (BirminghamWatch). Alabama Adventure and Splash Adventure, 89 acres in Bessemer, has a wave pool, a lazy river and a wooden roller coaster (Alabama Adventure).

Blount, Walker, Chilton and Bibb counties

Chilton County grows more than 80% of Alabama's peaches, and the Chilton County Peach Festival has run since 1947 (Encyclopedia of Alabama). The 120-foot peach-shaped water tower at I-65 Exit 212 in Clanton dates to 1993 and holds half a million gallons (Business Alabama). Peach Park and Durbin Farms are the two peach stops along the interstate. Clanton's mayor has targeted the county's five I-65 exits for development, and a Starbucks and a Milo's Hamburgers have opened at Exit 205, with a Hampton Inn by Hilton starting construction (Business Alabama). UAB St. Vincent's Chilton is the county hospital, and Minooka Park in Jemison is 420 wooded acres with off-road trails and a seven-acre pond (Chilton County).

Blount County is building a multi-purpose building at the county center for the Alabama Cooperative Extension and the county's Economic Development Council, with an agricultural science classroom. Oneonta is spending a $10 million bond on its parks, with a new aquatics facility open and a football and soccer facility and an amphitheater planned (Business Alabama). UAB St. Vincent's Blount is here.

Jasper is the Walker County seat, with 14,572 people at the 2020 census (Wikipedia: Jasper). The county hospital is Baptist Health Walker Hospital, which was Walker Baptist until the renaming I cover in the hospital section. The Bankhead House, built in 1925 by Speaker of the House William Brockman Bankhead, has been a heritage center since 2010 (Encyclopedia of Alabama). North Jasper Park on Coral Boulevard has a free 18-hole disc golf course (City of Jasper).

In Bibb County, the Cahaba River National Wildlife Refuge near West Blocton covers about 3,690 acres with roughly 3.5 miles of the Cahaba running through it (U.S. Fish and Wildlife Service). The Cahaba River Wildlife Management Area runs to 41,500 acres in Bibb and Shelby counties (Alabama Forever Wild). Brierfield Ironworks Historical State Park is 45 acres off Highway 25 between Montevallo and Centreville (Brierfield Ironworks).

The big employers, and the projects they are building

UAB, the University of Alabama at Birmingham, has about 20,000 employees, which makes it the largest employer in the metro and in Alabama (Bhamwiki). Regions Financial and Books-A-Million have their headquarters in Birmingham, and Encompass Health is based here (Wikipedia: Birmingham metropolitan area). Blue Cross and Blue Shield of Alabama, Honda and PwC are named among the top employers (Built In). The 2026 announcements have mostly been expansions by companies already here. ACIPCO, the American Cast Iron Pipe Company, is one of Birmingham's oldest companies. It won city council approval in February 2026 for a $790 million expansion of its manufacturing and headquarters, with 80 new full-time jobs (Alabama News Center, February 13, 2026). Brasfield & Gorrie announced a $65 million headquarters expansion in August 2026, with at least 80 new positions at an average salary of $82,000 (Made in Alabama). StoneX Group is relocating and expanding its Birmingham office, nearly 90 employees over three to five years, announced in May 2026 (Area Development). Jefferson County counted more than $400 million in announced economic development projects in 2025 (Birmingham Times). Nebius and the Coast Guard campus, covered above, are the two newcomers.

The road projects that change a commute

The Northern Beltline. Fifty-two miles, from I-59 in northeast Jefferson County to the I-459 interchange near Bessemer, with a total budget of $5.445 billion. Construction resumed on the first phase, between SR 75 and SR 79, in late June 2024. That segment is nearly two miles with bridges, bid to McInnis Construction of Summerdale for $64.7 million, and it was expected to be complete in late 2026 (ALDOT, June 28, 2024; AARoads). If you are looking north or east of the city, that two-mile piece is the only part under construction, and the other 50 miles are still ahead.

I-65, Alabaster to Calera. A $143 million widening from four lanes to six between Exit 231 south of Calera and Exit 238 in Alabaster, replacing eight bridges, in three phases. The southern stretch, from Exit 231 to the Shelby County Airport exit at 234, began in February 2025, and ALDOT says the whole job is on track to finish in April 2028 (ALDOT, March 14, 2025; WBRC, December 11, 2025). It is a partnership of Shelby County, ALDOT, Calera and Alabaster.

U.S. 280. The $53 million widening from Shades Creek Parkway to I-459 opened in September 2026. Still under way: a third left-turn lane from 280 West onto I-459 South, a third through lane on 280 West across I-459, and resurfacing from Rosedale Drive to Shades Creek. Most of that is due by early October 2026, and the Pump House Road bridge opens later in the fall (280 Living).

I-20/59 downtown. The interstate shuts down later in 2026 for bridge work, and the new diverging diamond traffic pattern is expected open by late 2027. McCalla's diverging diamond was due in fall 2026, and I-59 in Trussville was due to have three lanes each way by early fall 2026. All told, eight road projects worth more than $300 million were under way across central Alabama as of May 2026 (WBRC, May 29, 2026).

Birmingham Xpress. BX is a 10-mile bus rapid transit line from Woodlawn to the Birmingham CrossPlex, with dedicated lanes and transit signal priority. Full service began in fall 2022, and the transit authority has said it wants to expand it (MAX Transit).

The airport. Breeze Airways began service at Birmingham-Shuttlesworth International on July 3, 2026, with twice-weekly nonstops to Fort Lauderdale and Raleigh-Durham on Mondays and Fridays. The airport also started a full concourse restroom overhaul in early 2026, with new gate seating with in-seat charging and modernized parking-deck elevators (Birmingham Times; Bham Now).

The hospitals, and the new names on the signs

Two of the three big systems changed hands within a year. Ascension St. Vincent's became UAB St. Vincent's on November 1, 2024, in a $450 million acquisition (UAB News). Five hospitals moved into UAB, Birmingham, Blount, Chilton, East and St. Clair, along with the One Nineteen campus, the Trussville freestanding emergency department and the clinics. That puts a UAB-branded hospital in four of the seven counties. Orlando Health took over Tenet Healthcare's 70% stake in Brookwood Baptist Health, five hospitals and 1,700 beds, for about $910 million effective October 1, 2024. All five were renamed: Baptist Health Brookwood, Baptist Health Princeton, Baptist Health Shelby, Baptist Health Walker and Baptist Health Citizens (Becker's Hospital Review). If a listing or an older article says Brookwood Baptist or Ascension, it is the same building with a new name.

UAB Hospital's emergency department expansion is a $73 million project: a renovated first floor of the North Pavilion plus a new three-story structure in the drop-off drive, adding 66,030 square feet and 59 exam rooms. Construction began in July 2025 and is due in summer 2027, with $50 million from the State of Alabama, $5 million from Jefferson County and $1 million from the City of Birmingham among the funding (UAB News). UAB has 14 construction and renovation projects going, among them an eight-story research building between Volker Hall and the Hill Student Center due in summer 2026 (UAB News). Grandview Medical Center completed a $10 million women's services expansion with 10 new post-partum rooms and eight labor and delivery suites (Business Alabama). Children's of Alabama is in Birmingham, and South Haven Surgical Plaza is coming to Hoover as part of Stadium Trace Village, above.

The school system the home is in

The school districts here are unusually divided. Jefferson County has the county system plus many separate city systems, among them Birmingham City, Hoover City, Vestavia Hills City, Mountain Brook City, Homewood City, Trussville City, Bessemer City, Fairfield City and Leeds. Shelby County has the county system plus Alabaster City and Pelham City (Bhamwiki). A move of a few miles can change systems, and the city limits and the school system boundary are not always the same line. So please confirm the assignment for any specific address with the district itself rather than reading it from a listing.

Jefferson County Schools' "Big Build" is the largest construction project in the system's history: six new schools, seven existing schools renovated or expanded, and two high school athletic packages. Bryant Park Elementary on Old Springville Road, built for up to 750 students, serves the Grayson Valley area after Trussville formed its own system. Hueytown Primary and Hueytown Intermediate opened in 2021 on the old Hueytown High site, the new Fultondale High building opened on August 14, 2023, and McCalla Elementary replaces Greenwood Elementary (BirminghamWatch). The new Jefferson County International Baccalaureate School campus opened on February 27, 2026, with students starting March 2, on the former Fultondale High site on Carson Road North. It unites the former Pleasant Grove and Irondale campuses and adds an aerospace academy (WBRC, February 23, 2026). The district plans seven magnet programs starting in 2027 (Alabama Daily News).

The Birmingham City Council approved a $45 million education package on August 4, 2026. Forty million dollars builds the Future Ready Career and Innovation Center on the former Arthur school site, a vocational hub for HVAC, welding, nursing, cybersecurity and accounting, opening in fall 2029. The rest renovates basketball courts at city elementary and middle schools and funds the Junior Achievement Economic Education Center (BirminghamWatch, August 4, 2026).

Shelby County Schools runs 31 schools. Its fiscal 2023 through 2027 capital plan concentrated growth work in Chelsea, Helena and Calera: an eight-classroom addition at Chelsea Park Elementary, a new entrance at Chelsea High School, and added classrooms in Calera, Chelsea, Helena and Montevallo. The district described about $38 million in projects without adding debt service (280 Living). Trussville City Schools has proposed a new elementary school (CBS 42).

Alabama's homestead exemption does not cover countywide school taxes or school district taxes, so a school millage vote shows up on a homeowner's bill directly. Millage is explained just below.

Things to look up on any Birmingham-area address

The city and the county

Jefferson County has 36 municipalities, and several of the cities on this page cross county lines: Hoover is in Jefferson and Shelby, Trussville in Jefferson and St. Clair, and Leeds in Jefferson, St. Clair and Shelby. Each city sets its own property tax rate on top of the county's and the school district's. Those rates are stated in mills. A mill is one dollar of tax for every $1,000 of assessed value, and a city's millage is the number of mills that city charges. Jefferson County publishes its millage rates by municipality, and the county assessor's office can tell you the rate for a specific address. I am not quoting a figure here, because it depends on which of the 36 cities the home is in, and the county's own table is the place to read it.

The way Alabama assesses a home you live in

Alabama puts a single-family home you own and live in into Class III, which is assessed at 10% of fair market value, so a home appraised at $200,000 has an assessed value of $20,000 (Alabama Department of Revenue). The homestead exemption takes the first $4,000 of assessed value off the bill, except for countywide school taxes and school district taxes, and it is not automatic: you apply at the county office after you buy (Alabama Department of Revenue). There are four versions, H-1 through H-4, with different age, disability and income rules. At 65 and over, you are exempt from the state portion of the tax at any income. The H-3 version goes further and exempts all state and county property tax for owners 65 and over with combined federal taxable income of $12,000 or less. Jefferson County adds a Special Senior Property Tax Exemption for homeowners 65 and over, created by a constitutional amendment Alabama voters passed in November 2022 (City of Vestavia Hills). Taxes are due October 1 and delinquent after December 31 (Alabama Department of Revenue). I walk through the filing in the Alabama homestead exemption after you buy.

The 7% cap, and why the tax figure on a listing is the seller's

Alabama's Act 2024-344 limits the yearly increase in the taxable assessed value of Class II and Class III property to 7%. Class III is the class a home you own and live in falls into, explained above, and Class II is the state's class for most other real estate. The base year was October 1, 2024, for collections beginning October 1, 2025, and the cap runs through the fiscal year that begins October 1, 2027. A change in ownership resets the taxable assessed value to the true assessed value for the following tax year (Alabama Department of Revenue; rule 810-4-1-.28). So the tax figure on a listing reflects the seller's capped value, and your own bill is set from the home's full assessed value the year after you buy. A helpful step before you set your payment budget is to ask the county revenue office what the bill would look like at the purchase price.

Two recording taxes at closing

Alabama taxes the mortgage itself when it is recorded, at $0.15 per $100 of debt, rounded up to the next $100, under Ala. Code § 40-22-2, and it taxes the deed separately (Alabama Department of Revenue). Your purchase contract shows who pays each one, so please read that line before you compare closing cost estimates. Pre-approval in Alabama walks through both taxes, and refinancing in Alabama explains why the mortgage tax applies to a refinance here too.

Insurance: wind and hail, and the FORTIFIED discount

Birmingham is inland, so the insurance conversation here is about wind and hail rather than coastal flooding. Alabama law requires insurers licensed in the state to discount the wind portion of a homeowners premium for a home with a FORTIFIED designation, up to 35% (FORTIFIED). FORTIFIED is a roof and construction standard from the Insurance Institute for Business and Home Safety, and the designation is a certificate issued after an approved evaluator inspects the work. The Strengthen Alabama Homes program grants up to $10,000 toward a FORTIFIED Roof, with no income limits, paid to the roofing contractor after the designation certificate issues (Strengthen Alabama Homes). The 2026 grant windows that were scheduled were for Mobile County and Baldwin County, on the coast. The wind discount applies statewide, and that includes the Birmingham area. The grant itself did not open for the Birmingham area this year. Two useful questions for any home you are considering: does the roof already carry a FORTIFIED designation, and what does an insurance quote on this specific home come to. I explain how the certificate works on a purchase in the Alabama FORTIFIED roof discount.

Flood: Village Creek

Village Creek's floodplain makes up 53% of the City of Birmingham's Special Flood Hazard Area, the high-risk zone on FEMA's map where a lender requires flood insurance. The creek has flooded nearby neighborhoods more than 20 times in the past 20 years, with 11 federally declared flood events since 1977. The city's response was one of the largest flood buyout programs ever carried out. With FEMA and the Army Corps of Engineers, Birmingham acquired and relocated more than 1,200 properties out of the floodplain and preserved the land as parks and open space (FEMA). The City Council has also authorized $2.645 million in FEMA funding for the Village Creek Stormwater Park Floodplain Restoration Project, with a 25% local match (ABC 33/40). For any address, FEMA's flood map shows the zone. If the home is in the Special Flood Hazard Area, the flood premium becomes part of your monthly payment, and it is worth getting that quote before you make an offer.

Sewer and water

The sewer bill is worth looking up on any home that is on the Jefferson County sewer system. Sewer rates in the county run on the high side, and the county has automatic increases scheduled for the years ahead (Bond Buyer). You can ask the seller for a year of sewer bills, the same way you would ask about the power bill, and put that amount in your monthly budget next to the mortgage payment. Water rates did not go up for 2026. The board of Central Alabama Water, the utility that used to be called Birmingham Water Works, approved its 2026 budgets without a rate increase (Central Alabama Water). A state law passed in 2025 requires the utility to have a consulting engineer look over any proposed increase (BirminghamWatch, September 9, 2025).

Owners' associations, impact fees and down payment programs

Hoover's planned communities, Ross Bridge, Blackridge, Lake Wilborn and the homes coming at Riverwalk Village among them, are the kind of place where an owners' association is likely. If the home has one, the dues are part of the monthly payment a lender qualifies you on, so the association's resale documents are worth asking for early. An impact fee is a one-time charge a city puts on new construction to help pay for the services growth needs. Alabama lets a city use one only for fire, police, recreation and transportation improvements, and the money has to be spent within five years (City of Foley). I did not find a Birmingham-area city charging one on new homes, so if you are buying new construction, please ask the builder whether any city fee is built into the price. For down payment help, the Alabama Housing Finance Authority runs the state programs, including Step Up and First Step, with homebuyer education required and loans serviced by its ServiSolutions division (AHFA). The current terms are on the AHFA site, and we can look at whether one of them fits your purchase.

The way these facts reach your mortgage

The City of Birmingham and the Over the Mountain and Shelby County suburbs are different price ranges inside one metro, so a "Birmingham median" you find online may describe the city alone and not the home you are looking at. The Alabama Center for Real Estate at the University of Alabama publishes the monthly metro report, and that is the figure to use for the area as a whole. The 2026 conforming and FHA loan limits are identical in all seven counties, and they are in the box below this article. The conforming limit is the largest loan Fannie Mae and Freddie Mac will buy in a county, and a loan above it is called a jumbo loan. All seven counties use the standard limits that apply across most of the country. None of them has the higher limit that FHA and the conforming program set for expensive areas. Conforming versus jumbo loans explains what changes when a loan crosses that limit. A veteran with full entitlement has no county loan limit at all. VA loans in Alabama covers entitlement, the funding fee, and the Alabama law that lets a disabled veteran document the property tax exemption at the start of the application.

Taxes, insurance and any association dues all go into the monthly payment a lender qualifies you on. So the facts above feed straight into that payment: the Class III assessment, the city millage, the 7% cap resetting after the sale, and the wind premium with any FORTIFIED discount. Flood insurance joins them if the home is in the Special Flood Hazard Area. The sewer bill is not in the mortgage payment, and it belongs in your budget all the same. The Alabama page covers the two recording taxes and the rest of the state's rules.

Once you're ready, you can see pricing for your scenario on a Birmingham-area purchase, along with Alabama closing costs, with no credit pull and no account. You choose a rate option, and the application opens from there. The option you choose can change, so you are not locked into anything by looking.

Nothing here is a loan approval, a denial or a commitment to lend, and it is not tax advice. The assessment class and the value applied to a specific parcel are set by that county's revenue office, so please confirm them with the county.

Common questions

What does "Over the Mountain" mean in Birmingham?

It means the cities on the south side of Red Mountain, the ridge that separates Jones Valley, where downtown Birmingham is, from Shades Valley. Homewood, Vestavia Hills, Mountain Brook and Hoover are the Over the Mountain cities, and the Over the Mountain Journal is the newspaper for those cities and north Shelby County.

Is Hoover in Jefferson County or Shelby County?

Both. Hoover crosses the Jefferson-Shelby county line, so two Hoover homes can get their tax bills from two different counties. Trussville crosses into St. Clair County and Leeds reaches into Jefferson, St. Clair and Shelby, so please confirm the county for any specific address with the county revenue office before you compare two homes.

Does Chelsea have its own school system?

No. Chelsea's schools are part of Shelby County Schools. A 2022 referendum on the property tax increase that would have funded a separate city system failed, 467 votes for and 3,218 against. Alabaster and Pelham do run their own city systems, and in Jefferson County many cities do, so the system for any address is worth confirming with the district.

Is St. Vincent's now part of UAB, and what happened to Brookwood?

Yes. Ascension St. Vincent's became UAB St. Vincent's on November 1, 2024, covering the Birmingham, Blount, Chilton, East and St. Clair hospitals, the One Nineteen campus and the Trussville freestanding emergency department. Brookwood Baptist Health passed to Orlando Health on October 1, 2024, and its five hospitals were renamed Baptist Health Brookwood, Princeton, Shelby, Walker and Citizens. An older listing or article may still use the old names.

When will the I-65 widening between Alabaster and Calera be finished?

ALDOT says the project is on track to finish in April 2028. It widens I-65 from four lanes to six between Exit 231 south of Calera and Exit 238 in Alabaster, replaces eight bridges and runs in three phases, with the southern stretch under way since February 2025.

Why might my property taxes go up after I buy a home in Alabama?

Alabama's 7% cap limits how much a home's taxable assessed value can rise each year, but a change in ownership resets that value to the true assessed value for the following tax year. The tax figure on a listing reflects the seller's capped value, so your own bill is set from the home's full assessed value the year after you buy. The county revenue office can tell you what the bill would look like at the purchase price.

Are the loan limits the same across the Birmingham area?

Yes. All seven counties in the metro, Jefferson, Shelby, St. Clair, Walker, Blount, Chilton and Bibb, carry the same 2026 conforming and FHA loan limits, and both are the standard limits that apply across most of the country. The current limits are in the box below this article.

What happened to the Birmingham-Southern College campus?

The U.S. Coast Guard bought the 192-acre campus in Bush Hills and College Hills, closing on May 1, 2026. It becomes U.S. Coast Guard Training Center Birmingham-Southern, with several thousand active-duty enlisted personnel a year rotating through courses of two to twelve weeks. The campus had stayed empty since the college closed (Bham Now, May 1, 2026).
