VA Loans in Maine — a Small Exemption and a Very Large One
Maine has two veterans property tax exemptions and the gap between them is the story. One is small enough that people skip filing for it. The other is substantial and far less known.
Both are claimed the same way, from the same office, by the same date. So the filing is worth doing regardless of which one applies.

The two exemptions
Maine Revenue Services administers exemptions expressed as an amount of just value removed from the home:
The ordinary veterans exemption reaches a veteran who served during a recognised war period and is 62 or older, or who is receiving a 100 percent disability rating as a veteran, or who became 100 percent disabled while serving. It covers a modest amount of just value, and extends to property held in joint tenancy with the veteran's spouse or in a revocable living trust for the veteran's benefit.
The specially adapted housing exemption reaches a veteran who received a federal grant for a specially adapted housing unit, and it removes many times more just value than the ordinary exemption does.

Maine does not run property tax through county assessors the way most states do. Applications go to the local town office where the property is located, and must reach the assessor no later than April 1. Claims may require additional supporting information.
Two practical consequences on a purchase:
The office is municipal, so the procedure and the person you speak to are local to the town rather than standardised statewide.
The date is fixed and annual. A closing in, say, June means the first opportunity is the following spring — so the exemption belongs in your second-year expectations rather than your qualifying payment.
The payment underwriting measures includes property taxes, and a benefit you cannot yet claim is not in that number. Price the payment on the tax you will actually pay in year one. Run the scenario on that basis.
No VA deviation, and very little else in the way
VA maintains a State Fees and Charges Deviations List of per-state exceptions to charges normally unallowable to a veteran. Maine has no entry in the version current as of February 17, 2026 — so the ordinary allowable rules govern, with no Maine-specific exception either permitting a charge or prohibiting one.
The state side is light in its own right. Maine's transfer tax attaches to a deed transferring Maine real property, so it reaches a purchase — and its distinctive feature is that the statute splits it between grantor and grantee. The Maine page has the split.
No general Maine mortgage-recording tax was identified, so nothing is levied against your loan amount when the mortgage is recorded. Only a handful of states do that.

What actually varies is the provider
With the tax side largely settled by statute, the variable on a Maine closing is who does the work.
Maine uses insurer-filed title rates rather than one promulgated statewide schedule. Under 24-A M.R.S. §§ 2303 and 2304-A each insurer files the manuals, rates, schedules, plans and rating rules it proposes to use with the Superintendent before they take effect, subject to standards prohibiting excessive, inadequate or unfairly discriminatory rates.
So premiums are not identical between companies. Compare effective filings and the separately quoted settlement and title-service charges.
Maine is not a mandatory attorney-closing state — Title 10, chapter 212-D defines a residential settlement agency broadly as whoever conducts settlement or disburses proceeds. Those provisions do not authorise legal advice, and Title 4, § 807 prohibits the unauthorised practice of law. On a VA file carrying its own conditions, the settlement agency administers the transaction rather than advancing them.

A large share of Maine property is bought by people who are not in Maine, and for a service member that is often the whole logistics problem.
Maine has authorised remote and electronic notarization since July 1, 2023, and it is unusually accommodating: a remotely located signer may be outside Maine and, subject to additional statutory conditions, outside the United States. Most states require the signer to be within the country.
The requirements sit with the notary, who must notify and receive approval from the Secretary of State, use an approved technology provider and comply with identity-proofing, recording, journal and retention rules. Permission is not availability — lender, title-insurer and registry acceptance is decided separately. Three gates, not one.
Ask at application, particularly if you are deployed or stationed overseas, because if the answer is no you want the time to arrange an alternative.
Where the buyers are
Maine's military footprint is smaller than many states and its veteran share of population is among the higher ones in the country, concentrated in older communities rather than around a single large installation. Portsmouth Naval Shipyard at Kittery sits on the New Hampshire border and draws workers and retirees to Maine's southern tip, and Bath Iron Works anchors a substantial defence-adjacent workforce on the midcoast.
