VA Loans in Arkansas — the Exemption Is Total, and the Estimate Is Not

An Arkansas VA file has an unusual split: one side is as settled as it gets anywhere, and the other is as open as it gets anywhere.

Knowing which is which tells you where to spend your effort.

The settled side: a total exemption

Arkansas does not tier its disabled-veteran property tax relief. At the qualifying level it removes the tax.

A disabled veteran with a service-connected 100 percent total and permanent disability is exempt from payment of all state taxes on the homestead and personal property owned by that veteran.

The qualification is documentary rather than discretionary. The veteran furnishes the collector a letter from the Veterans Administration verifying receipt of special monthly compensation for loss or loss of use of one or more limbs, total blindness in one or both eyes, or a service-connected 100 percent total and permanent disability.

It extends to survivors in defined circumstances — the surviving spouse and minor dependent children of a service member killed or died within the scope of military duties or missing in action, and of a veteran who died from service-connected causes.

Eligibility is limited to citizens and residents of Arkansas, and it is claimed through the county.

Why that belongs in the loan conversation

The payment underwriting measures includes property taxes, and a debt ratio is calculated against that payment.

A total exemption does not trim the tax line — it removes it. On a qualifying file that is a materially different payment from the one a national calculator assumes, and therefore a materially different qualifying picture.

But an undocumented benefit is a plan, and only facts go in a file. The VA letter is the thing that converts it, so raise this at application rather than after closing, while there is time to assemble it. What a real pre-approval involves covers the rest.

The open side: nobody prices your closing

Arkansas law prohibits the Insurance Commissioner from requiring title rates to be filed or reviewed. The provision and what it covers are on the Arkansas page — the short version is that neither the premium nor the service charges are set or checked by anyone.

And VA's own list adds several named charges here. Its State Fees and Charges Deviations List, current as of February 17, 2026, allows for Arkansas:

Notice what those describe. They are abstract-and-search charges, which is a tell about how Arkansas title work is actually done — and they are permissions, not requirements. A charge being allowable does not mean it applies to your file, that its amount is set, or that it cannot be negotiated to the seller in the contract.

Put the two halves together and the practical instruction is short:

Get itemised quotes from two or three providers and compare the totals, and ask which of the VA-allowable charges are actually on yours.

Nothing about the price is reviewed, so comparison is the only mechanism that exists. Price the scenario before the offer so the number is in the conversation while it can still move.

Who conducts it, and the narrow line they work inside

Arkansas is not a mandatory attorney-closing state. The Title Insurance Act licenses agents and agencies, and the Insurance Department's rule recognises escrow, closing, document-preparation and examination charges as their authorised activity.

The boundary is narrower than it sounds. The Arkansas Supreme Court Committee on Unauthorized Practice of Law applies the real-estate broker rule: where a customer has declined to hire a lawyer, non-attorneys may fill blanks in simple, lawyer-approved forms — not draft instruments and not advise.

On a VA file that carries its own conditions — the Certificate of Eligibility, funding fee treatment, VA's appraisal and its minimum property requirements — it is worth knowing that the person conducting your closing is administering it rather than advising you.

The government side is light

An instrument given solely to secure a debt is exempt from Arkansas's real property transfer tax, and no separate value-based mortgage-recording tax was identified — so nothing on the state side scales with what you borrow. Most states are the same; ten are not.

Recording fees still apply and are charges for handling documents rather than a tax.

Where the buyers are

Little Rock Air Force Base at Jacksonville anchors the largest concentration, with Camp Robinson and a substantial National Guard presence, and Arkansas draws veteran retirees to the northwest and the lakes region.

Worth stating because it is widely assumed otherwise: National Guard and Reserve members can be eligible for VA loan benefits under the applicable service requirements. Eligibility is here.

Where I would spend the effort: on the itemised quotes, not on the tax. The exemption half of an Arkansas file is settled by statute; the closing half is settled by whoever you happen to call, and only one of those repays your attention.
