Note also that Orleans Parish is called out by name — a parish-level charge specific enough that VA wrote a line for it. Louisiana's transaction rules genuinely differ inside the state, which is unusual.
Why elevation is a mortgage question, not a formality
An elevation certificate documents how a structure sits relative to the base flood elevation. It is the input that drives the flood insurance premium.
And flood insurance sits inside the payment a lender measures. Principal, interest, taxes, insurance — a debt ratio is calculated against all of it, so a flood premium well above your assumption does not simply cost more, it changes the payment being qualified.
This is why the sequence matters:
Establish the flood zone and, where it applies, elevation early — not in the week before closing.
Get an actual insurance quote rather than an estimate, for the specific address. Fifteen minutes, and it prevents the most common late collapse.
Then price the file against the real number. Run the scenario with the premium you were quoted rather than a placeholder.
A no-down-payment VA purchase leaves less room to absorb a surprise here than a conventional file with money down, which is precisely why it is worth front-loading.
The exemption that gets larger with your rating
Louisiana's disabled-veteran property tax relief is tiered, and the top tier is unusually complete.
The Louisiana Department of Veterans Affairs sets it out by rating, on top of the ordinary homestead exemption:

The exact assessed-value figures are set by the state and are worth confirming currently rather than quoting from an article.
Property tax is inside the payment, so at the 100 percent tier this is a qualifying fact and not only a saving — raise it at application. Louisiana administers property tax through parish assessors, so both the procedure and the deadline are local.
I am not stating a surviving-spouse rule here. The department's own benefits page does not address one, and legislation has been moving in this area — ask the parish assessor rather than relying on a summary, including mine.
An act of mortgage, and who is at the table
