"Can I Get a Mortgage After Credit Counseling or on a Debt Management Plan?"

By Jeff Moran, NMLS #483943 · October 30, 2026

Every month for the past two years, one payment has left your checking account for the credit counseling agency, and the agency has divided it among the credit cards you used to juggle on your own. The balances are smaller than they were. Every payment has gone out on time. Now you have found a home you like, and one question is keeping you from calling a lender: does the plan count against you?

No. Going through credit counseling, or paying on a debt management plan, does not by itself keep you from getting a mortgage. Lenders look at your credit history, your record of payments and the debts that are still open. FHA, VA and one of the lenders I work with all say so in writing, and VA says the plan can even count in your favor.

I'm Jeff Moran, a mortgage broker in Bluffton, South Carolina, originating since 1996, NMLS #483943, through C2 Financial Corporation, licensed in fifteen states. This page walks through what FHA, VA and a lender's own written guidelines say about counseling, quoted in their own words, so you can see where you stand before you apply.

What is a debt management plan?

Credit counseling is a conversation with a counselor about your budget, your debts and your options. A debt management plan is one of the things that can come out of it. The Consumer Financial Protection Bureau describes the plan this way: you make one monthly payment to the credit counseling organization, and the organization pays your creditors. The counselor usually works on lowering your monthly payments rather than the balances you owe.

A debt management plan is a different thing from credit repair, a credit dispute or a bankruptcy, and it helps to keep them apart. A credit repair company disputes items on your credit report for a fee, which is covered in whether to use a credit repair company before buying. An open dispute can hold up a loan, and disputing credit during a mortgage application explains why. A bankruptcy is a court case with its own waiting periods, covered in buying a home after bankruptcy or foreclosure. On a debt management plan, you are paying what you owe, on a schedule, with someone helping you keep it organized.

Does credit counseling hurt your chances of getting a mortgage?

Luxury Mortgage Corp. is one of the lenders I work with. Section 7.10 of its Simple Access underwriting guidelines, version 9.2, revised July 31, 2026, says:

"Whether Applicants have or have not completed participation in the sessions before closing on the mortgage transaction is not relevant since it is the Applicant's credit history that is of primary importance. The existence of credit counselling on a loan does not preclude financing under standard terms."

That is one lender's own written guideline, and it applies to that lender's loans. FHA and VA write the rules for their own programs, and both of them land in the same place, with a little more detail about how the payments under the plan are read.

Can you get an FHA loan while on a debt management plan?

Yes. FHA's rule depends on how your file is underwritten. FHA requires a file to be scored through TOTAL Mortgage Scorecard, with a few exceptions. TOTAL is a scorecard that works through the lender's automated underwriting system, or AUS. It reads your application and your credit and comes back with a recommendation, such as Accept or Refer. A Refer means the file is manually underwritten, so an underwriter reviews it by hand against a longer list of requirements.

For a file that goes through TOTAL, FHA's Handbook 4000.1, Section II.A.4.b says, "Participating in a consumer credit counseling program does not require a downgrade to a manual underwriting. No explanation or other documentation is needed."

That means the plan on its own does not move your file into manual underwriting, and you do not have to write a letter about it.

For a file that is manually underwritten, the rule is in Section II.A.5.a of the same handbook. Both sections carry FHA's revision date of April 10, 2025. Section II.A.5.a says a consumer credit counseling program does not disqualify you from an FHA-insured mortgage, as long as the lender documents three things:

  • one year of the plan's payout period, meaning the time the plan is set up to run while your debts are paid off, has gone by,
  • your payments under the plan have been satisfactory, and every required payment was made on time, and
  • the counseling agency has given you written permission to take on the mortgage.

Can you get a VA loan while in consumer credit counseling?

Yes. VA's Lenders Handbook, Chapter 4, Topic 7 splits the answer by what your credit looked like before you joined the plan.

If your credit was good before the plan, VA says your participation "is to be considered a neutral factor, or even a positive factor, in determining creditworthiness." VA also tells the lender not to treat the plan as a negative item if you entered it before you reached the point of having bad credit. So if you signed up early to stay ahead of your bills, the plan is not held against you.

If you had late payments or collections before the plan, VA says you may be considered a satisfactory credit risk once you show 12 months of satisfactory payments and the counseling agency approves the new credit. In your case, the new credit is the mortgage. You can read more about the program itself in how VA loans work.

What the underwriter reviews on a file with a debt management plan

The underwriter's attention goes to three things.

Your credit history. The lender reads your credit report account by account, the accounts in your plan included, the same way it reads any other account. If older collections are part of the picture, collections and charge-offs when you buy a home covers how those are handled.

Your payment record. For FHA's manual underwriting, and for VA when there was credit trouble before the plan, your on-time record under the plan is written right into the rule. On any file, it is the clearest picture an underwriter has of how you handle a monthly obligation.

The debts that remain. The plan changes how you pay your debts, and they are still your debts until they are paid off. FHA's manual rules tell the lender to review "all debts listed on the credit report." The lender guidelines quoted above say the debts of everyone on the loan "must be accurately documented and considered."

The monthly payments on what you still owe go into your debt-to-income ratio, which compares your monthly debts, including the new housing payment, with your qualifying monthly income. How the debt-to-income ratio works walks through that calculation.

Steps to take before you apply

  1. You'll want a payment history from your counseling agency. A statement showing every payment you have made under the plan, with the dates, is what an underwriter would look for if your file needs it. When you're ready, please request it from the agency, all pages, so you have it on hand.
  2. It helps to ask your agency how it handles written permission for a mortgage. On a manually underwritten FHA file, the agency's written approval of the mortgage is part of the rule. The same is true on a VA file when you had credit trouble before the plan. Asking early means you are not waiting on that letter once your file is in process.
  3. You'll want every plan payment to keep going out on time. The record you are building inside the plan is the same record FHA and VA ask the lender to document, so each on-time month adds to it.
  4. You can look at pricing for your scenario before you talk to anyone. The Rate & Best Fit tool shows pricing without a credit pull, so you can see what a payment would look like next to your plan payment.

Common mistakes with counseling and a mortgage

Waiting to finish the plan before talking to a lender. None of the three sources on this page says the plan has to be finished. FHA's manual rule asks for one year of the payout period. The lender guideline says completing the sessions before closing "is not relevant."

Leaving the plan early to look better on paper. The written rules lean on the on-time record you build inside the plan. Dropping out to clean up the report gives up the very record that FHA's manual underwriting and VA ask to see.

Mixing up a plan with debt settlement or credit repair. The CFPB treats those as separate services from credit counseling. Every rule quoted on this page is written about counseling and counseling payment plans, so it helps to be sure which one you are in.

Opening new credit along the way. For a VA file with earlier credit trouble, the counseling agency has to approve the new credit. A new account also adds a payment to your debt-to-income ratio.

An example, with made-up numbers

Numbers below are made up to show the mechanism. Jordan joined a debt management plan 20 months ago, after two late credit card payments. Every plan payment since has been on time. Jordan is buying a home with an FHA loan.

Jordan's monthly figures Amount
Plan payment to the counseling agency $380
Car payment $295
Proposed housing payment $1,850
Total monthly debts $2,525
Qualifying monthly income $6,500
Debt-to-income ratio 38.8%

If TOTAL Scorecard comes back with an Accept, the plan needs no explanation and no extra documents under Section II.A.4.b. If it comes back with a Refer, the file is manually underwritten under Section II.A.5.a. Twenty months is more than one year of the payout period, and the agency's payment history shows every payment on time. Jordan asks the agency for its written permission to take on the mortgage while the file is in process, and that completes the three items FHA lists.

Your next step

If you have not started an application yet, the Rate & Best Fit tool shows purchase pricing for your scenario, so you can see rates for your own purchase whenever it suits you. You can choose a rate option that works best for you, and that selection can change later. Nothing here is a loan approval, a denial, or a commitment to lend, and none of it is credit counseling advice. The FHA and VA requirements above are quoted from the sections linked on this page. The lender guideline is one lender's own and applies only to its loans.

Common questions

Can I get a mortgage while on a debt management plan?

Yes. A debt management plan does not by itself keep you from getting a mortgage. FHA's Handbook 4000.1 says participating in a consumer credit counseling program does not disqualify you, and VA's Lenders Handbook says it can be a neutral or even positive factor when your credit was good before the plan. The lender reads your credit history, your payment record and the debts that remain.

Do I have to finish credit counseling before I buy a home?

No. For an FHA file that goes through TOTAL Scorecard, FHA says no explanation or other documentation is needed for the counseling. For a manually underwritten FHA file, one year of the plan's payout period has to have gone by. One lender's written guideline says whether you finished the sessions before closing "is not relevant."

Does FHA allow a debt management plan?

Yes. FHA's Handbook 4000.1, Section II.A.4.b, says a consumer credit counseling program does not require a downgrade to manual underwriting and needs no explanation. If the file is manually underwritten, Section II.A.5.a asks the lender to document one year of the payout period, on-time payments under the plan, and written permission from the counseling agency.

Does VA count credit counseling against me?

Not when your credit was good before you joined. VA's Lenders Handbook, Chapter 4, Topic 7, says that participation is a neutral or even positive factor, and it is not a negative item if you entered the plan before your credit went bad. If you had credit trouble first, VA looks for 12 months of satisfactory payments and the agency's approval of the new credit.

Do I need a letter from my credit counseling agency to get a mortgage?

Sometimes. On an FHA file accepted by TOTAL Scorecard, no letter is needed. On a manually underwritten FHA file, the lender documents written permission from the counseling agency. On a VA file where there was credit trouble before the plan, the agency approves the new credit. A payment history from the agency is useful to have on hand either way.
